Echoing what /r/fritzbitz says, it'll be probably $1000+ for each image if you happen to find a freelancer with these talents. A studio or agency will likely charge a lot more, but there are separate perks to that path.
Depending on your definition of "Ultra-High Resolution" that price might go up or down too. The timeframe will also change, but I'd guess each painting would take at least 30 hours of work at minimum. Again, it depends on how high resolution you want these to be.

I'm quite interested in this project. I took a look at the design brief you have provided and understand the design aesthetics you are after. I can design something similar, if not better, in a style that would work across all media, in color, and in black and white. It would retain the crest style but be infused with comtemporary styling so it doesn't look outdated.

I haven't created a stylesheet for a client yet, I use an app in conjunction with Sketch called Zeplin (https://zeplin.io/) it allows the developer to view the Sketch file online and see the distances between elements, font sizes, colors etc.

Hey, no problem! Alright, so what I do is custom web design. Through Wix and similar sites, even though you can customize, you're usually given a template by them and you'll have to choose one of their templates. Now if you're a brand that needs fully custom made design exclusively for your website, sites like Wix won't help you much since you won't get that flexibility that you can design using Photoshop or Figma. Figma is just another tool that helps you create prototypes and such (https://www.figma.com). So, once I'm done with designing it in Photoshop, it is then converted to web-compatible formats such as HTML/CSS or even WordPress. So this way, clients get their unique design for their brand rather than just using a ready-made template.
When you're first starting out, I recommend not to focus on clients but to improve your design skills. So, you'll need to do a lot of designs in your free time and gradually improve your skills and update your portfolio. Once you do that, clients will gradually start to come. Pick up a single design topic that you'd like to be good at. Interested in illustrations? Start doing a lot of practice and focus on mastering that and being good at illustrator. Update them to your portfolio and then getting clients would make much more sense. Focus on one design aspect first that you'd like to be really good at and then branch out to other different designs. Trying to master all at once can be pretty overwhelming:)

Honestly it is not gonna be very sexy how I describe it but it is completely local clients in Eastern Europe.
I had no idea what the value of SEO was at first and researched it a bit on the side and offered one of my clients to pretty much write a blog for them to see if I could get any results. Sure enough just following basic guidelines about keyword research and being consistent and having custom graphics/videos on the page brought insane results and from there on I just kept reading post after post on reddit about it and on the internet.
First I would recommend learning on-page SEO being perfect. You can use a developer tool provided by google - Lighthouse and make sure that you have all of that right and then learn about what a good backlink is, how to optimize speed, what keywords are and what should be on every page.
It is complicated in a way to get into but once you do it it's pretty simple, consistency is key. Smaller things like figuring out which businesses need it and which would benefit more from different advertising, how to find good keywords, all of that you can learn in SEO related posts on /r/Entrepreneur , /r/webdev and other related subreddits!
Basically tl;dr do it and research which tools are good for tracking statistics.

With that said, I am still trying to build the Facebook page and gain a larger audience, hence the share on reddit.
I've already seen some apps that are similar, but not aimed at creating job posts specifically.
The Canva app, for example, let's users use templates to create engaging content for their Instagram stories or whatever. When I first found this app, it was marketed towards influencers for their own marketing purposes.
Basically, the app you are trying to create is the same thing, but I worry that it is a little too limited.

If you're using the official reddit app, then it's probably a bug (it's a really bad app), or your Android System WebView is not up to date, or some other incompatibility with your phone make/model. I checked all the reddit apps for android and I use "Boost for Reddit" as it's exactly what I needed. Very simple UI with night mode, multis, filters, etc. Give it a try, and if it's not fully what you want, check out some of the other reddit apps.
