Try Meetup.com. There's a book club for LGBTQ people in LR. Other local meetups are definitely gay and trans-friendly, like the LR Hikers, Open Door Outreach (a volunteerism meetup), the Arkansas Society of Freethinkers (mostly atheists and agnostics), and the Geek Club. Find people doing what you like to do, and you'll find the people you're looking for.
If you like beer and liquor, both Diamond Bear brewery and Rocktown distillery give tours and tastings. There's a newer brewery named Lost Forty but I haven't been there yet.
Songkick is usually pretty good for finding music : http://www.songkick.com/metro_areas/17060-us-little-rock
I'm on Nexdoor Hillcrest and they seem to do really well with lost animals. Here's the website for LR and the you can narrow down your neighborhood. I hope you find your beagle! https://nextdoor.com/city/little-rock--ar/
Don't know anything about Welspun, but I found this: http://www.indeed.com/cmp/Welspun-Corp-Ltd./reviews
Politically, Little Rock leans left and isn't that religious. Libertarians are always welcome. :)
You might ask on this page too: https://www.facebook.com/pages/Punk-In-The-Rock/144756412247049
Also if you are punk in LR you have to check out Towncraft documentary about the punk scene in Little Rock from 1986 to 2006. http://www.snagfilms.com/films/title/towncraft
Check Meetup.com for people doing things you like to do in the Little Rock area. There are meetups for gamers, volunteers, hikers, happy hour aficionados, freethinkers, salsa dancers, artists, people who want to try new restaurants, book clubs, hackers, people who want to learn a new language or learn to cook a different way, bible study groups, writing and critique groups, financial or real estate investors, etc. Some of the meetups focus on attracting people your age.
Your tribe is here, you just have to join in. Going to a meeting initially is sort of terrifying, especially if you're an introvert. The whole reason that site exists, though, is for people like you who need a way to connect with other people while doing something enjoyable. Find a meetup that looks interesting, take a deep breath, steel yourself, walk in, greet the first person you see, introduce yourself, tell them it's your first Meetup, and enjoy what ensues.
Bouldering on Chenal.
Hiking Ouachita Trail from Lake Sylvia or Highway 9 to Nancy Mountain Shelter (4 miles rt, lots of camping space, no water at shelter) https://www.alltrails.com/trail/us/arkansas/ouachita-trail-highway-9-to-nancy-mountain-shelter
Parade ground walking trail at Fort Root in NLR.
Seriously. While the recordings they have on MySpace and Reverbnation don't really do them justice, the five bucks you spend to get in the door will be the best five bones you've ever spent on music. I was floored when I saw them at Whitewater last weekend. I can't believe I can see them a second time in a week.
Be a damned shame if someone was just walking along and dropped something.
There are two concise books I like written by a local, Trails Of Central Arkansas and Trails of Little Rock by Johnnie Chamberlin. Both are available via kindle or print. I've found several routes I didn't know about in those.
Check list for buying used car

Finally, if the dealer wont let you test drive the car, at cold start, and won't let you do a pre-purchase inspection from 3rd party mechanic, red flag.

I specifically called out that in my example it was football. I like sports and its a good common ground. It will vary person to person. You said you like the outdoors. Arkansas is a beautiful state with a lot of outdoors activities to explore. Try talking to people about those.
Hell even something as simple as food. We all have to eat. What restaurants and types of food do you like? Tell them if you find a killer taco truck or something. You don't have to overthink this.
You insulted people here with tone. You were being incredibly passive aggressive and condescending which is what led her to finally pop off at you. I saw the posts before you deleted them in an attempt to hide your behavior.
You seem to be looking for a best friend out of the box (I suggest this guy https://www.amazon.com/dp/B098TYBSS2/ref=cm_sw_r_apan_glt_fabc_5FPH8J9M2K8YRAQ5K753 ). Friendship like you described is built and nurtured over years. It starts with "hey didn you watch the game last night?" And " know any good taco trucks?"
I hope I'm not coming across as pushy! But you may still be able to sign up, I'm in NLR and I see a lot of people from areas that aren't necessarily "neighborhoods".
https://nextdoor.com/events/2889126/ you may want to go to this craft/art supply swap that's going to happen on June 22nd. A great way to get rid of things you don't need and maybe get some art supplies you really want.
I want to go to Turkey one day. Hopefully things will settle down politically there soon so maybe I can go.
Sure thing! MyRadar , normally I use Dark Sky but apple bought the company and removed the app for android. So if you have an iPhone I recommend dark sky

Agree with these. Lake Sylvia seems to be a forgotten spot. Which is great for seclusion 😀.
Author Tim Ernst still is the go to place for all things Trail in Arkansas.
This book is in my daypack and I take with me camping.
This looks interesting but have no experience with this author.
Another good read -- regarding race, money, and public education -- is Bruce D. Baker's book "Ecucational Inequality and School Finance." https://www.amazon.com/Educational-Inequality-School-Finance-Americas/dp/1682532429
I have dogs in a wooden fence and they kept digging out. I spend days and days of filling the holes with concrete, burying boards and doing everything I could to keep them in. I finally got an underground fence, just stapled the wire around the bottom of the wood fence and it has worked to perfection. I would highly recommend if you have dogs that dig out regularly.
Boyle Park isn't that sketchy anymore (especially during the day) and it has some nice paved and dirt trails. More outdoor suggestions: http://trailsofarkansas.blogspot.com/ http://www.amazon.com/Trails-Central-Arkansas-Guide-Water/dp/1935166891/ref=asap_bc?ie=UTF8
Pinnacle Mountain or Two Rivers Park are nice
