You're right. While there is no available data from Tencent to indicate the number of players per rank, the ranks are not based on a percentage of players but instead a more straightforward system. The last poll I did indicated that among the community here 40% were Masters, 14% were Ultra, 23% were Veteran, and 17% were Expert. As a caveat though that poll was posted in a pretty try-hard thread so those numbers are likely even more inflated than the community proper.
At one point I considered just logging ranks of people I played with in Standard for this purpose but I don't trust that that is entirely random so I didn't bother.
It gives 9% and that in fact is a lot if your pokemon already has base cdr, for example gardevoir has 25% cdr at level 13 + 9% cdr from items you got 34% cdr. Heavily slept on imo.
In League they changed cdr a bit and explained why they did it and it explains quite well why 9% cdr is quite a lot:

My pipedream is to have Kyogore and Groudon to spawn in the middle and have an epic throw-down, and each team needs to defend 'their' Legendary while also burning down the opposing Legendary. Whichever Legendary is left standing just dunks a bunch of points on their team's behalf (something tangible, but less then a potential 500 from a fully-realized Zapdos.) Sort of like HotS's Battlefield of Eternity.
For the default screen, choose higher breakpoints for the primary row of buttons, as they get a little wonky on lower resolutions. "lg" would do, but the lettering starts to bleed out. Try "xl" (as I think you're using Bootstrap 4+?).
Also, attaching the bottom margin to each column (as opposed to the row itself) works out better when it collapses in mobile. Now each column pads itself from the column below it, and it looks the same on desktop.
Might want to make the primary column in the pokemon table "fixed", perhaps? Seems like you're using react table? This example might help.
I think you are confusing being able to answer marketing surveys with being able to play a game. The game is rated E for everyone, that includes children. If I didn't have a child who wanted to play it I certainly wouldn't be playing it. If I was in high school (I am in the UK so I assume you are over 15) I would definitely not be playing a game aimed at children.

For sure! She has these - we’re in Canada so that’s about $50-55 USD converted. She’s used them pretty heavily over the last 3 months and no issues. I borrow them occasionally, and they’re waaay comfier to hold than joycons as well.

I use this one. Works great and easy to use. You may be able to go cheaper. But you need to run it through a computer. If you have the computer, that should be al you need. But the videos will eat up memory, so I suggest an external hard drive if you don’t have a lot of memory on the computer.
