SKSE has an easy-use installer, so it isn't that hard to install. I agree with taco that you should use LOOT instead; it's much better than BOSS, and I think BOSS might be outdated.
It's a bit of a stretch, but you might want to try Mod Organizer. You can still download straight from the Nexus like NMM, but mod installing is way faster, and it comes with LOOT. It requires a bit of learning, though. Gopher has some videos about it.
I could give it to you, but I've only just began working on it so it won't be much good. Optimization isn't the best, but by all means, tweak it as much as you can.
FO4 uses Physically Based Rendering which has much different texture maps than the standard diffuse/specular/normal everyone is used to with previous gen.

Just to make it clear because I don't know how to read modwatch, You don't need Realistic water2 for dragonborn an dawnguard loaded as you alkready have legendary on the list. ELFX exterior doesn't play nice with CoT as they both edit the same thing. Piss off ELFXenhancer unless the ENB ask for it because it will bump up the contrast drastically.
Aside from that I can't really see a problem (might be because I don't use more than half of those mods).
This is my .ini files. if you want to give it a go. Please note that I set my ugrids to 7 (Default is 5) which might create unneccessary load for people who seek performance.

I remember I was reading someones enb instructions once and I did indeed activate DOF from an .ini somewhere.

It's Rudy ENB (which has some custom sky elements), either Obsidian or Vivid Weathers, and for rocks if I recall correctly just the basic retex from SRO by Ancient.
