Precipitation

In South Padre Island, the chance of a wet day over the course of January is essentially constant, remaining around 13% throughout. For reference, the year's highest daily chance of a wet day is 39% on September 15, and its lowest chance is 9% on February 21.
Wind
This section discusses the wide-area hourly average wind vector (speed and direction) at 10 meters above the ground. The wind experienced at any given location is highly dependent on local topography and other factors, and instantaneous wind speed and direction vary more widely than hourly averages. The average hourly wind speed in South Padre Island is essentially constant during January, remaining within 0.1 miles per hour of 13.1 miles per hour throughout.
For reference, on April 26, the windiest day of the year, the daily average wind speed is 13.7 miles per hour, while on September 1, the calmest day of the year, the daily average wind speed is 10.5 miles per hour.
The lowest daily average wind speed during January is 13.0 miles per hour on January 12.
I don't know how to see average high altitude winds. Those are probably a greater factor.
Well, we can try this. We can do the same calculations for Earth instead of the moon by setting F*g* = 9.8 instead of 1.6, and we can neglect air resistance, because we're moving so slowly and we don't have a parachute, so it won't really affect anything. We'll just say that the top speed we can allow ourselves to reach is 53m/s, because that's what Wikipedia says is the terminal velocity of a human.
Again, we'll be using the equation vf^(2)=vi^(2)+2a𝚫y but this time, a will equal 9.8 instead of 1.6
v*f*^(2)=0+2(9.8)9
v*f*^(2)=176.4
v*f*=√176.4
v*f*≈13.3m/s impact velocity
That's about ~29.8 miles per hour. Much worse than the ~12 we were going on the moon. Again, this does neglect air resistance, but if we plug it in to this calculator and assume a 100kg human we see that our maximum velocity after 9 meters is 13.14m/s (~29.4mph), which is pretty close. That 0.4 miles per hour difference isn't going to change the outcome much.

Open streetmap is many times more accurate in these kind of cases. University buildings, parks and places like this are updated by volunteers based on photo's and videos. At my local university there where even active debates about what the precise locations where of park benches. so enjoy. (The only down side is that openstreetmap is not good in directions and connection data like trains and busses so its hard to use as your daily driver)

I don't know - if we're going with solid metals I think I'd go this inanimate carbon rod (https://www.amazon.com/Carbon-Fiber-400mm-Length-Matte/dp/B08H1423MG/) seems both cheaper and more likely to save the day in a crisis.

Former Deputy Administrator of NASA (2009-2013) during the Obama Administration, controversial (but vindicated now) for her efforts to push NASA to pursue fixed cost commercial procurement programs, like Commercial Resupply Services and Commercial Crew. She was a key supporter of SpaceX early on at a time when there were a lot of skeptics about it at the time.

Could you expand on what you mean by "safer"? The Saturn V has a near-perfect operational record; the only real problems it ever encountered were during the uncrewed Apollo 6 test launch.
The F-1 and J-2 engines are both gas-generator type rocket engines and have perfect operational records—they are well-understood, well-tested, and well-regarded. There were never any safety issues with them.
The engineering on the Saturn V was extremely well considered, and there were significant and massive safety margins built into each stage—but especially the S-IC, which was almost overbuilt, per Cox & Murray, who quote one of Von Braun's team as noting that they could easily cut thousands of additional pounds of weight from the S-IC if needed and still maintain margin.
It's more or less the safest and most successful rocket that's ever launched.
