Correct answer here, you both need the same mods, you need to use STABLE build with JSGME, enable the mods while the game is open on the main menu. Disable the mods BEFORE you close the game. Easy peasy. http://www.filedropper.com/spintiresmatsmodpackjsgme <-- this pack (220mb) contains, Blackwater canyon + trucks, the bravo map, albi map and 60 series landcruiser replacing UAZ + JSGME. Simply extract the whole contents to your game folder, run the game with the spintires.exe then open jsgme.exe and you should see the mod folder, it will not replace anything on a clean install. Works perfectly in multiplayer STABLE. NOT LEGACY.
Note: You will only be able to play with others using this exact pack as it uses the 60 series instead of the Jeep that comes with Canyon. Other than that download Blackwater Canyon from spintires.nl, copy the folder for that into the MODS folder that my pack created and viola, you now have 2 options when you launch JSGME.

I've just completed the Coast map on hardcore without any crashes using a tip from the Steam forums, using RunAsDate to set my date back to 31st of December. RunAsDate only affects the program it's being used with, so you don't get side-effects from just changing your system date.
Anyway, it worked for me.

OP: If you don't know your PC's specs, then make sure it can actually run this game using something like canIrunit, because if it can't that would cause the game to stutter and slow down frequently.

i can give you a short tutorial:
download JSGME http://www.softpedia.com/get/Others/Miscellaneous/Generic-Mod-Enabler.shtml
unpack it and put the files into your Spintires folder (where Spintires.exe is, usually .../SteamLibrary/SteamApps/common/Spintires)
you should then have JSGME.exe and a folder called MODS inside the Spintires folder, if not, start JSGME and close it and it should create it
download the mods you want and unpack them, make sure to have mods fitting your version of Spintires, on spintires.nl the mods for the current version are called "latest stable"
put every mod in an own folder so the structure is ALWAYS /mod name/Media/classes etc. (usually vehicle mods have at least 3 folders in /Media that are "classes", "meshes" and "textures", for maps it's at least "levels" and a single file)
when you're finished and made sure all folders have that structure (otherwise they don't work) put those folders inside the /Spintires/MODS folder
start JSGME, you should see your folder names on the left
my recommendation is to start Spintires now and keep it in the main menu screen, this way Achievements and Multiplayer aren't disabled, but more to that later ^x
go back to JSGME (or alt-Tab out if you're not in windowed mode), select the mod you want and insert it by clicking the arrow facing right
if you add multiple mods, there may be an error message that some files/folders are already created or may be overwritten, just click OK and hope the mods don't interfere with each other :D
^x if you want to play multiplayer with mods, make sure ALL players have the same mod files AND start Spintires first, THEN insert mods
and a youtube tutorial, but ignore the first part with the legacy build, most mods are updated for the latest Spintires version now
A while ago there was an update that changed some code in the game. The messed up windows is caused by out of date code in the mod. Someone made a nifty multi-tool that fixes mods by making sure they set Blending="default" to Blending="alpha" among other things...
Or, you can just dive into the .xml with file and fix it yourself. You open .xml files with notepad, or the much more recomended Notepad++

Today I successfully used the combination of "universal joystick remapper" with "vjoy". The latter creates a virtual joystick device and the former allows to map axis/buttons from actual devices to the virtual joystick. Had to run the installer for vjoy in admin mode or the installation would stall. Didn't try for FFB yet, but I enjoyed it in Spintires nevertheless.
I don't have $20 though. I don't even have $15 to spend on this
