As far as I know it's exclusively on Funimation (at least in the USA, not sure about the rest of the world) they bought the rights a while back and also dubbed the series.
Technically a gif can have up to 256 colors per frame, but photoshop and gimp only support a global color palette (256 colors for the whole image)
What I did was make three separate gifs in gimp (one for each keyframe) and combine them using gifsicle, which preserves each of the 3 palettes
Even IE supports gifs like this, I don't know why PS doesn't

It's being done by a studio I've never heard of, Studio Colorido.
But, as far as I can tell from AniDB (which I don't use, but MAL is down right now) they've got this guy working as an inbetween animator, and he's done a few Ghibli movies. They've got a few Ghibli people, I think, so I'm not surprised the animation is dope.
The source was also apparently written by Morimi Tomihiko, of Tatami Galaxy, The Night is Short, Walk On Girl,, and Eccentric Family. The guy can't write a bad story. I don't know how successful his shows have been, but Tatami Galaxy and Night is Short are two of my all-time favorites.

There's a separate manga series called Girl Ops, where Lisbeth, Silica, and Leafa are the main protagonists. I haven't read them myself, but I would love a series based around those three.
