Yes, with an RX570 you won't see any real difference in gaming performance since the GPU will hit a limit before the 3300X does. With a 5600XT/2060 you might see a small amount of improvement, especially in CPU intensive games that you play on competitive settings, which does include R6, Valorant and CSGO.

Silicon Power is generally a good cheap option. I did not buy it ('cos no 2TB option available locally) but have a drive with identical controller and RAM chips and it is great. Just linking that -damn SSDs have gotten cheap!

For the seller? Depends on where you live. In the EU it is fine, but here in Australia they are breaking their license agreement. Regardless of where the buyer lives you are never doing anything remotely illegal, though. There is a theoretical chance your license could be revoked, but I have never heard of it happening. The extra 100 doesn't really add anything useful for the average user. In fact, the extra chipset fan just adds another liability as the GPU will cover 80% of it.

5700 XT is about 10% stronger than 2060 Super, so it's worth it in most scenarios. By the way, it's cheaper to buy Prime for a month ($13) than to pay for single item shipping ($18). It's even better if you can pick up this set of RAM as well.
What's the max card length of your case? What other parts do you have?
There are quite a few 5700XT cards selling for the ~$600 such as this one on Amazon.
That being said, if you're already buying the CPU from Shopping Express, the Mortar Max mobo for $129 is great value. Shipping is $10.53 for me for the CPU alone but with the mobo on top, the shipping is now $11.55, meaning if you're already getting the CPU there, then it's only an extra $1.02 for shipping on the motherboard.
In terms of RAM, if you're looking to buy using the 10% off G.Skill sale with mobo (https://www.shoppingexpress.com.au/AMD-Components-GSkill-Ram-Sale-February-2020) then the best value there is the Flare X for $119, which with the 10% off sale basically cancels out the cost of shipping for all 3 components. Would come to around $507 total (depending on where in the country you live).
Looking at other ram options, this 16GB of 3600 kit is great value on Amazon if you're running a ryzen 3000 series CPU for $115. General price currently for 16GB of 3000C15 or 3200C16 ram is around the $110-$120 mark. Over the past few months there have been regular deals at or under $100 for 16GB but it ebbs and flows.

3800 CL16 RAM is not really very available - if you want to manually overclock to that then it's going to be better than 3600 CL16 but that's a whole different question. 3600 CL14 is way way more expensive than 3600 CL16 (about twice the price) and absolutely not worth it but again, if you want to get into manually overclocking RAM you could and you'd get a benefit. if you're going to pay that much for RAM the question then becomes why aren't you spending more to get a newer CPU with DDR5 instead.

i did just find this 4000 CL18 just now which is actually cheaper than any 3600 CL16 on pcpartpicker, so that could be a good option as long as your motherboard can handle it.
from what i've seen 2x16GB dual-rank performs about the same as 4x8GB overall, it doesn't seem to be worth worrying about. 4x8GB costs more, can have more stability issues with overclocking (higher speeds aren't as well supported by motherboards generally), and doesn't give you room to expand in the future if you need to, so there's not much reason to bother. either will be better than 2x8GB though as 8GB sticks are pretty much all single-rank.

M27q is normally too expensive here and it still suffers from the odd sub pixel which gives text an odd fringe. I believe it was fixed in the m27q-p model but that one is even more $.
AOC AOC Q27G2S if you can get it for under $350 is worth a look, but any more than that I'd say no, as it has average response times when not at max hz.
Don't worry about motherboard QVL, it's a guideline -- Since Zen 2, Ryzen has a good enough memory controller - a 3200 Mhz XMP profile is very easy to accomplish. The 32 GB Ballistics kit you linked is SODIMM (Laptop Memory) though.

The only cpu demanding game you listed is cities skylines, so any >=6 core cpu of this generation should be able to drive games above 100+ FPS. 12600K/F is better than 5600X, and the Alder Lake chipset is slightly better than AM4 (at a cost). So don't feel too bad for not being part of the red team ;).
I do believe in the long-run you'll regret saving $30 and not have the iGPU -- it's one of Intel's strengths over AMD. The lack of iGPU will make the cpu harder to resell, or repurpose into something later (NAS, HTPC, homeserver etc) in the long run. You essentially gimped your cpu just to save a few bucks. Plus it does help in some productivity apps.

there's no reason to get a Z590 motherboard with a 11400F, it's best paired with a B560 motherboard instead. a Z590 only makes sense if you want to overclock, which you can't do with the 11400F (only higher-end intel CPUs like a 12700K can be overclocked - the K means it can be overclocked)
Instead of the CPU and motherboard you have listed, I'd get a Ryzen 5 5600 and B550 motherboard, or an i5-12400F and B650 motherboard, depending on which ends up being best value for you. They have similar performance to each other and are a fair bit better than the 11400F, while being around the same price or only a little bit more than the 11400F + Z590.

I'd strongly recommend just getting some self-powered, near-ferld monitors. If you can get some which have a digtital input that's generally a good idea for PC use, I find. I find 5"-ish works well for desktop use.
Now, if that looks like it costs a lot ...fair enough, it does. If you are on a real budget the "cheap" option that seems well liked for this kid of use-case on bargain threads and such seems to be active (i.e. powers) bookshelf speakers from a company called Edifier. I mean, these are $118 delivered. Analogue input only, and they won 't sound *great, but they will certainly sound better than a soundbar (there is simply physics at play here to do with the form-factors and the sizes of the drivers thereby implied)

Benefits to upgrading the psu:
You've still got plenty of headroom (PCpartpicker estimates your wattage around 265W at load), and efficiency is barely a concern unless you're running a server farm. I would probably spend an extra $20 and buy the MSI ag650.
Other possible upgrades that I would recommend:
I personally would swap to a ryzen CPU, possibly a 5600x as one of the most cost efficient CPUs on the market right now, but that's mostly a question of preference and would require you swapping out the entire build.
GPUs right now are gonna be a scam no matter what you get, but the alternative is waiting 3 years for prices to drop again.
You may wish to pick up some additional case fans. Check your motherboard to see how many chassis fans it can support. If you're into RGB, this is where you should be looking to spend the money for it. (P12 fans are pretty popular and are regularly on sale)

You'll gain igpu if you ever need it /gpu issues/selling gpu and wanting to upgrade later etc. Gaming performance wise you wont tell the difference unless you are trying to eek out every last fps.
For the RAM you should 100% get this kit, it's got good stock timings and plenty of overclocking headroom.
As for motherboard I'd go with an MSI B550 A-Pro or MSI B550 Tomahawk if you think you'll need the features, they're generally pretty good.
For cooling an AIO is really unnecessary especially for a 65W CPU, I'd save the money by getting an ID-Cooling SE-224-XT or similar.
It's more that this PSU is listed as 550w but if you look at this amazon listing you'll see it only has 30A on the +12V rail so this would really be considered a 360W PSU rather than a 550W. Things like this are usually a red flag when looking for a PSU and makes it more likely to crap out.

One thing to keep in mind is that RAM speed will matter for gaming performance more than if you had a seperate GPU. Essentially your RAM is doubling as VRAM, so go for the highest speed ram that's not a total ripoff. This 3600MHz/CL16 kit seems like a nice balance

Hyper X Flight S wireless - currently on sale on Amazon for $169.50. I have this headset and main thing is its excellent battery life, decent mic quality and acceptable audio quality. Has hardware buttons for muting the mic, turning mic monitoring on / off as well as game / chat balance.

If you can find the room in the budget i would recommend upgrading the keyboard to something like this. The death adder ias a well reviewed mgaming mouse but there are also other great options in that price range.
Something like an Arctic Liquid Freezer II 360 would couple the 5800x nicely, but I'm not sure if it would fit in the top mount with Trident Z Neos. You want the PST fans as they allow you to chain them together and P rather than F (static pressure vs airflow).
FWIW some people complain that the fans are a bit noisy and there might be coil whine at certain RPMs. I haven't really noticed in my build.
If you can go PCIE Wifi, do that instead. Even the cheap TP Link PCIE cards have higher gain most USB adapters as they have 2 antenna.
But if you must go USB, I recommend getting one with at least one external antenna and an extension cord to move the antenna away from the rear of the PC. 5GHz 1300 should also be a minimum when considering its speed.

Get the patriot steel viper 4400 c19 on amazon. 145 last i checked (might still have an extra 5% coupon discount on it, bringing it down to the 130s.
It is a high bin b-die, you can set it and forget to 3600 c14, can give you timings if you want. If you want more performance, you can tweak it to go to 3733 c14, or 3800c14/16 depending on your luck with memory controllers and the ram itself.
Edit: only downside is it isn't rgb.

There are issues with fitting Fuma 2 in NR200P with TP side with Gigabyte B550i, and I would have to either modify the cooler or get different legs. The cooler is also out of stock, and it costs more.
Differences are negligible. In this review, Mugen 5 cools better than Fuma 2.
