Play combat training on Recruit to get your aim up, that's the biggest thing you'll need from the change.
As someone that changed from console as well, disable your mouse acceleration as soon as possible. Simply put, get accustomed to using a keyboard and mouse. You have a greater ability to turn on people on PC, hand eye co-ordination is more effective (not reliant on the speed/stickiness of the joystick).
Lastly, have fun! It's frustrating as hell learning to play PC when people often have played it for years. Chill out, take breaks and turn your FOV up (60 is fine for console, when you're sat close to the screen on PC a 60 FOV can cause strain and damage to your eyes, play smart!).
I'm not entirely sure how a VPN would solve your issues, but as long as you know what you're doing, you can try asking on /r/VPN. My personal recommendation goes Private Internet Access, though I don't really use it for gaming.

I don't think there's a point in going finer than 5 games, it's a gross approximation as it is. I'm assuming a linear relationship between SPM and games played, not taking into consideration gametype or any other factor.

I always played on 360, so i'm not sure about player base on the PS3. The only one I had trouble getting into games was MW. MW2 is populated but the population counter no longer works. It just says 0 players online. I easily find games of TDM and Dom. Hell, even that 4v4 playlist I don't have trouble.
MW3 is populated, and i'm not sure if the counter works, but never had trouble getting into TDM or Dom. I want to say the counter does work, and on a weeknight there was over 20k people playing.
BO and BO2 same deal, no issues. BO2 had like 30k people playing on a week night.

I've done some research on the subject and this is what I can find so far.
Some people are using Net Limiter (http://www.netlimiter.com/) to cap bandwitch and somehow cause intentional latency. (I'm no expert by any means on terminology but I think I understand the concepts in play here)
Download and Upload speeds aren't important with lag compensation, our ping is. (latency) As I understand it can be caused by any interference in signal.
I think one solution is to intentionally cause interference. I'm wondering if a hundred foot Ethernet cable would be enough to cause some latency. Any thoughts from the "smarter than me" crowd?

That guy who responded is not quite right, yes it is more having to do with your CPU and GPU than RAM. However, if you're using a 64-bit OS (which I'm guessing you are) it probably uses around 1-1.5 gb just to run itself and the game uses probably around 2-3gb while it's running. So, if by "no lag" you mean 60 fps then no, probably not with only 3 gb.
But like I said before, even if you had 16gb of RAM it wouldn't help at all if you have a terrible CPU or GPU. All the components of the computer work together to determine how well something is run it doesn't solve everything to just upgrade 1 thing.
Try this to see how your other components stack up to the released minimums:
I played the first DLC on the 360 Grind and Hydro are good levels but it does impact your ability to find games. I play on PC now and never have problems finding a game (mostly HC S&D). I bought my copy from Here a month agao
Nope, not possible for you to play. What you can do though is go to G2A and purchase a copy from there. They are usually much cheaper than the Steam games and all of the keys that I've bought for games are functional. It will take a few minutes to get a key though after you pay, and you can return the key if it's not functional for a new one.
I'm not talking about the joystick itself. Generally the joysticks won't be a problem unless you rage and snap it. I had the same problem as you a couple years ago. Nat would never stay open. I tried port forwarding, static IP on ps3 set in DMZ without any luck.
I solved my strict and/or moderate NAT types by installing tomato firmware on my Linksys router. My neighbor was having the same issues on his router too, but it wasn't supported by tomato, so we installed dd-wrt firmware on his router and that resolved his problems as well.
These custom firmwares seem to have better UPNP support. I can log into the tomato interface and under port forwarding you can see all the Forwarded port rules that tomato automatically creates for all my applications and devices. Xbox, PS3, Wii, Minecraft server, skype, etc. Not a had single problem since installing tomato on my router.

The underlying problem here is that VPN's almost always make you lag, also if someone hits your VPN, they can then proceed to directly hit you. I'd recommend just checking winstreaks and time of recent games, not much else you can do. If you really want to try VPNs, I've heard good things about VyprVPN.

Nice, you said a broad general statement that is actually somewhat accurate for once. But VPNs don't make you lag, you just lag because you're adding more steps to your connection.

No... the whole point is that they can't. If your VPN has proper DDOS protection, then they will make you lag in the worst case scenario. They also will be unable to determine your personal non-vpn IP address.

Everything works absolutely fine chrome always connects steam runs fine. Even my Xbox works it can connect to the same server my PC is unable to connect to. Bf3's EA servers work on my box do does the treyarch activision servers. Another thing that could be important is I used to run a VPN service to watch blacked out NHL games on Gamecentre, I deleted it long ago though. CyberGhost VPN
maps is random, game mode is random. can obvious repeat last game which happens on good maps.
