Yeah that is interesting. I did some research on the guy who wrote the article. He's a retired Navy Dentist.
Turns out he's written a book and you can tell he's very against circumcision as a practice. I found multiple articles that express his opinions associating circumcision and later mental issues. His opinions are his own but it's interesting consideration.

The short answer is, it's impossible.
The foreskin mechanically acts like one of these during sex. That's why it makes lubricant unnecessary... even if she's dry as a toilet paper tube, you can still have sex, just like those "water wigglies" will fall out of your hands no matter how dry or rough they are.
If you found some plastic foreskin with the same mechanics and used it, you wouldn't feel much. Inside, it would be the sensation of your hand moving up and down, except through the plastic too. The reason why masturbating with a foreskin feels better is because the foreskin is alive, and has its own nerve endings that complement those in the glans.

I use Man1 Oil and it's helped with bridging the gap until I have more skin. I can handle a ton of friction of my glans, corona, and inner skin now. I can even handle friction on these areas when I'm dry.
I use it twice a day. It heals things really fast if I notice I feel a bit rough/red. I also use it after every shower.
For lube, no water based lube is doing the trick for me. I've switched to oil based lube. (I've actually been using flavored, edible, oil based lube so that lubing up doesn't limit us)
So things that help:
Soap, water, friction, air, fabric, etc. all fight the natural state our inner skin and glans want to be in. Water is fairly gentle and is the best thing to rinse with. Man1 (a moisturizer/exfoliator based on Shea butter, vitamins, etc.) can quickly bring it back to a good state.

D-panthenol is vitamin B5 (not E), so look for something with that. I like COSRX which is expensive, but it lasts a long time if you use only a pea-sized amount each night like I do. Mine has lasted three months so far.
You can create your own inflation device. I have a bunch of devices and still prefer my ghetto inflation device more than anything.
You need a silicone foreskin retainer from Etsy, a valve, and some sort of glue to hold it together. I used Krazy Glue, but you could probably use something else.
The white bulb pump it comes with works great for me. Took a bit of practice to get the hang of it, but now it only takes a couple seconds for me to fill.
I've been using a clear wound dressing tape similar to this one. It's easy to cut to size (I cut a couple hundred pieces at once so I don't have to cut it every time I pee), and it's lasted me quite a while. I'd recommend sticking it to the back of your hand, removing, and then applying to meatus to make it a bit less sticky and easier to remove.
T -taping is probably the best way to go about it if you want the quickest results to be honest. There is a learning curve with cutting the T-tapes and where to place them, how to remove them without tearing the skin, and how to avoid getting them wet and failing.

You also need to buy some suspender straps, you can buy them cheap on ebay or buy the better quality ones from tlctugger.com.

Ok_B - I'm going to have to ask details here, as I just called a couple of medical supply shops and they are all saying that while they have various kinds, described as "adhesive", "self-adhesive", or "self-adhering", they are not finding anything that is non-adhesive. When I look at something like this on Amazon, described as "self-adhering," it mentions a "skin-friendly adhesive."

I've had good success with these cock-rings from Amazon. When I put 2 on right next to each other there is some friction between them that helps hold them in place. I also keep an inch or so of loose skin protruding from the end.
Having said that, I don't ever try to keep anything - device or o-ring, etc. - constantly on my penis for an hour or more. Retaining is good to do, but blood-flow is also quite important, particularly in the penis which doesn't have a whole lot of circulation to begin with. So I go for shorter sessions with lots of breaks.

I like the smell of this cream. I also think it helps keep my skin moisturized and resilient, preventing injuries. But that's just the subjective feeling after using it.
I'm CI-3 approaching CI-4 and sometimes the smell isn't great. I've read that while in flux during restoring you can have some not so great smells. Well, this helps with that aspect of things too.
I now use the DTR air method exclusively - I find it to be the most comfortable method with the easiest tension adjustment. A couple of tips:
1- When I first tried inflation, the medical tape over the urethra was enough to make me not want to try inflation again. Removing the tape is painful and just not worth it since I would need to remove and reapply several times a day. Instead, I started buying unlubricated and unpowdered condoms. I cut the tip off and just put the condom on my glans. It keeps air out of my urethra and is a much easier and pain-free method than medical tape. 1 condom tip lasts me 1 day as it starts to lose its shape after a while. I get this set of condoms from Amazon, it's $15 for a set of 100, so that lasts me 100 days. I cut the tip off with a sharp knife for all the condoms in one session and keep the tips in a zip-loc bag so there's a fresh new condom tip ready for me each morning.
2- There's no need to use the elastic bandage. The idea was that this would prevent "out-ward" expansion, but plenty of people have used inflation exclusively and not seen any "bagginess" in their new skin. I've had similar experiences so far - I've grown skin but not seen any bagginess
if they're handy they might realize it's the wrong type of O-ring for say, a sink repair.

I need some sort of reward system to do that, the process itself is discouragingly slow, and I'm not the only one who feels this way. I talk to a lot of people IRL about this, and "that takes too long" is the most common feedback I've gotten on foreskin restoration.
At least one of the Bloodstained Men, a charity that spreads awareness about MGM, has not restored fully for this exact reason.
Most people need a feedback/reward system to form habits. It's perfectly natural. This is my suggestion to help people form that habit: change the parameters in which you think about the process (to deemphasize the results, which take years), and introduce a system that shows daily progress (a tally of how many days you've done this).
Without such systematic feedback/reward, you can't form a habit, so that stretchers may get months or years into the process and still be stuck using willpower (forebrain effort), rather than habit (hindbrain/autonomic processing) to stretch every day. It is unrealistic to expect anyone, let alone an already-depressed group (unhappily circumcised men) to do uncomfortable things (stretching) without the feedback to make the process habitual.

I found this style works best for me, as opposed to the ones that are more for pinching.
Sometimes a little air will go up the urethra... not a big deal just a little uncomfortable. I just take it off and squeeze out the air and try again. It doesn't happen as often if you place the center of the inner cup just above your meatus (pee hole). Sometimes I just deal with the air if it's minimal.
The Hope Air is fun to use with weights or the leg strap or good old tugging. You'll find out what works best for you. It's the most comfortable device I have to wear and is great if you're just starting out because it's easier on the skin than metal or plastic tuggers. Sometimes I wear it when I walk over to my friends and it stays on most of the time. I haven't worn it out in public much but I would imagine it would be a little embarrassing if someone hears it pop!
The syringe from Chris is a little small. Someone recommended 100mL syringes so you can fill up in one pump. Currently I can fill about 80mL

It sounds like you've got a mild to moderate case of phimosis. This can be treated with several methods, like using stretching rings available from Amazon and possibly some topical steroid cream.
If you decide to consult a doctor about phimosis, be aware that many doctors, especially in the USA, will want to circumcise you in order to 'cure' you. DO NOT LET A DOCTOR TALK YOU INTO GETTING CIRCUMCISED!!! (no, I'm not sorry for yelling at you).
Also, there is a sub here on reddit - r/phimosis - that is a better place for you to get assistance and support. We mainly deal with men after they get an unnecessary circumcision - please PLEASE don't be one of them.

I bought myself a silicone ring online but found it worse o-rings for me - too rigid, and also too flat of an edge. I might have just chosen one that was too cheap, though.
I happened to find two old bands, for protecting vape tanks from impact, which are stretchier and around the right size for me (not too big, but not too constricting). Sadly I lost one so if something happens to the second one I will be distraught! I've been sleeping in the vape-tank band but it does sometimes come off or wake me up to a slight pinching sensation due to nocturnal erections. So as always, test things out in daytime to make sure you wouldn't get hurt or cut off circulation if wearing through the night!

I use one that's a little too large -- you want it to grip the skin a little bit, but it shouldn't be so tight that it compresses tissue.
Yeah, the pinching can leave an indent if you have sensitive skin like me — so I don't do anything that tugs too hard or weighs too much. Plus I only use it for a an hour or two at a time to give my skin a break. If it does leave a mark, it has always faded away — but its probably different for everyone.
I did give myself a little stretch mark from tugging, but it was my fault. The mark wasn't under the pinching part, it was in a lower area of the shaft skin nearer the base, and it was caused by just pulling too hard for too long — so that could happen with any device. It's best to start slow and with light tension and for short periods to see how your skin responds and work your way up — but again that's good general advice for all methods of foreskin restoration.
After experimenting, I ended up settling on using an inverted silicone wedding ring as the gripper piece — and I think its the most comfortable and convient solution, though it adds an extra ~ $10.
With the thinner women's version the size 12 (inner diameter: 22m) seems to fit best — not too small so that you cannot insert your skin, not too larger so that the stopper slips through when pulled. With the men's version, which is wider and so it has a larger gripping area and makes less of a pronounced indent — a size larger (size 13) seems about right to get the same inner diameter from the thicker material.
I also use these as retainers and they work well for that purpose too — better than O-rings IMO because the rounded radius of the ring (which faces the skin because I invert them) is more gentle and comfortable.
I should probably add this update to this post.
Vaseline will probably work for your stated process of moisturizing, but if you use something like Man1 Oil, or some of the other suggestions you're getting, you'll get moisturizing and a whole lot of other goodness at the same time.

Don’t know if this will help, but back when I was taping I used Rock Tape. I used the 4 inch H2O rolls and made my T tape out of that.
It’s flexible so stretches with the skin, soft-ish fabric, water resistant, fairly skin safe, and can stay on a couple of days, even after getting wet. I just squeezed the excess water out after a shower and made sure it was dry before tugging on it again.
Stay away from the printed versions. The rubber ink traps water under it.

Something like this is a convenient way to get a pair of elastic straps. Just cut the stitching binding the two straps together. Clips are already in place, and the straps are adjustable for length. If you need a shorter strap, you can remove the clip from one end, shorten the strap, then stitch the clip back on. This is how I started years back with t-tapes.
Glad you're excited, I really liked mine and got a lot of use out of it. I reccomend getting an air cast pump like this since inflating by syringe can be a bit slow and tedious. Other than that it's a pretty straightforward device.
It presses the moisture into the tape and prevents it from drying out. If you don't soak the tape, more adhesive residue will stay on the skin.Finger gel sleeves, I like these and cut tips off to make it a sleeve.
Another idea is to keep a small flask of water in your pocket. Experiment with a mixture of olive oil.
I was cut really tight, C1 or less, curved erection and all. I had the same problem you are having. The sock adds comfort, is thin, and will keep any moisture at bay. For the tension cable I'm clipping to my inner boxer briefs' fly. I have no reason to think it won't last under 24 hours but I'll see how it goes.
Something I did years ago when working with t-tapes was to buy an inexpensive fisherman's scale so I could hook it to my tape to judge tension levels and how they felt. The trick was finding a scale that was intended for smaller game fish so that it could read down to less than 16oz of pull. It was just a handy tool to give me some idea of what kind of tension I was setting by feel.

The tightest way to restore is with T-tape + a finger gel sleeve. I like to apply T-tape mid day so that it at least lasts throughout the night. The finger sleeve goes over the tape and down the length of the restoring skin. There's a super trick to it by rolling the sleeve up, apply moderate tension, roll the sleeve back down. Don't forget a tension cable or strap.
I do other forms of T-tape so it usually comes off by the next day. I figure it's a good time to rest and apply the tape tomorrow.

I use these shirt stays. They are super low profile and can be rigged a number of ways. I mainly tug around my waist by clipping onto my underwear waistband, but you could also adjust to clip onto a sock, an ace knee wrap, etc.
I've been using these and like them a lot. You can adjust the tension easily without having to undress, so they work well for sitting and standing, They also have two clips at the top to fasten to the t-tape, so it's really secure.
Depends what type of strap you like. I like cord type tension bands, so a pacifier clip works better for me. There's a plastic round grip or square grip type on the pacifier clips. The square type grips better. stainless pacifier clip
I would recommend bepanthen ointment.
I use this one and it lasts a long time and does a great job of moisturizing the glans. Some also say that the bepanthen aids in the healing process.
I'm not sure sudocrem would be a good option. It appears to have fragrances which in my experience can burn when applied to the glans.

What you use for retaining depends somewhat on how much tissue you can pull over the head. As I demonstrate on my youtube video, I use silicone ring bands from Amazon - link below. You're not giving us a lot to go on, but at a guess you're uncircumcised and may have some phimosis to deal with.
First and foremost, do NOT allow a doctor to go anywhere near your dick with a scalpel, at the very least until you have exhausted every single non-surgical solution to your issue, whatever it is..... and be sure to get multiple opinions from different doctors.
There are various stretching exercises for dealing with phimosis, as well as rings and cones that are readily available, including on Amazon. If I'm not mistaken, there is even a sub here on Reddit dealing with phimosis and related issues.
Few of us here have any experience with needing to loosen a foreskin.... we obviously are working assiduously to do the exact opposite, although some long-time restorers have actually reported having to deal with phimosis.
Of course, if my guess at the beginning was wrong, please fill us in on what's going on with your dick and maybe we can help.

Some medical or kinesiology tapes are already attached to backing paper on the roll - I just save some of those to reuse.

This is my t-tape around waist setup. I attach one end of the strap to the tip of the tape and the other end goes about 75% around my waist, attached to my underwear waistband. I have a couple pairs of underwear that it sometimes slips off, but it's been mostly solid.
This tape is pre-scored so I am able to make tapes without label backing material. The tape material feels similar to mefix

This tape works really well for me. 3M micoropore tape has stronger adhesive but it was giving me a bad rash.
This tape is also pre-scored so you can make tapes easily without label backing material. I cut two pieces to size. Then peel off the larger side of both, line them up and stick them together.

These are the toe covers. Just cut a small slit right on the tip. Literally just poking a sharp pair of scissors through from the inside towards the outside is all it takes for compatibility with tlc/trumpet mouthpiece. The material is super flexible!

I’m not sure yet if the 1.5c cup or 3c size is better so linking both. Probably depends on the shape of the tip of your glans anyway. 3c is slightly deeper than 1.5.
I will say, sometimes if the hole of the mouthpiece is directly over my urethra, it gets a little weird. Not painful, but the urethra opening kinda goes into the hole. So I try to position the hole of the mouthpiece just “south” of the urethra. If anyone thinks of a solution to cover the hole and prevent this, please share!

I use something like this, cut a slit in one side, slide that on over the metal frame above cone of the tlc after you put it on. It will hold it down. Reduces the cone slippage greatly.
I can feel it's presence for sure and it'll be uncomfortable if I jump or miss a step, but I wouldn't really describe it as a stretching sensation. Hope that helps. The scale wasn't too expensive, and I understand fishing scales may also be used.

BTW, I just got the device I mentioned, and it's an interesting concept.
I think you could simulate the same type of tension with something like one of these rings, and just about anything suitable as a 'stopper'.... even a whittled down wine bottle cork. Pull the labia through the hole and out to the sides, then insert the stopper. The videos on the metamorefore site should give you the idea.

Please don't let that doctor circumcise you. There are many options and things to try before ever getting close to that 'solution'. I'm not sure how cutting off your foreskin is going to solve the issue with your glans anyway - leaving it out in the open for the rest of your life isn't a solution.... I can verify that, having endured 63 years of it.
I see you've started manual stretching - be careful, take your time, as it seems there is some damage to your inner foreskin, and it may well have lost some of its strength and cohesion. No sense making the problem worse.
You'll get some natural stretching when you start, and over a few weeks, mitosis will gradually start and new skin will begin to grow. We know a lot about that process - it works, but slowly. Also, don't stop when you feel some relief in those first few weeks or months - if you stop, all of that initial stretching will undo itself and you'll be right back where you started.
You also might want to look into devices specifically designed to combat phimosis, like this set of rings on Amazon. I obviously have no experience with this type of therapy, but it may be useful to you.
Also, consider seeing a dermatologist. I don't know much about contact dermatitis, but this sounds like a severe reaction to the corticosteroids. Skin and mucosa renew themselves regularly, so hopefully there is some possibility of that happening over time, and a skin specialist would be helpful in working on that. At the very least, a dermatologist would be able to tell you if the damage is permanent or not, and help you with how best to deal with it.
At any rate, keep the faith, keep on tugging, and, most importantly, hang on to your foreskin tightly!!!

It's possible that you don't have enough skin to comfortably retain.
I had success with these rings - not really o-rings - from Amazon. They're stretchy enough to pull open and over the glans, then pull the foreskin up over the glans to get everything in the correct position. They're also a little bit tacky, which facilitates stacking multiple rings - when done properly, this can add a useful amount of tugging tension to the retaining function.
As for the retaining itself, here's something I wrote a while back:
The decision to retain is somewhat complex. We all want to start the dekeratinization process as soon as possible because that's the major way to regain glans and inner foreskin sensitivity. Heck, that's a big reason why we're restoring, right?
The only effective thing to cover the glans with is inner foreskin. That's the way nature (or god, if you prefer) intended things to be arranged. Both are mucosal tissues, and the moisture and oils that they exude are integral to glans health.
Another consideration is that when you start retaining, it will gradually become increasingly uncomfortable to have your glans (and inner foreskin for that matter) exposed, as you regain sensitivity. Having a plan will help navigate some of the complexities, such as:
nighttime retaining can risk injury due to nocturnal erections unless there is adequate skin (CI-4ish or FEC well above 100%) for expansion - o-rings are especially problematic for nighttime retaining
retaining during exercise or other activities may or may not be practical. I take long bicycle rides and a retainer either wouldn't have stayed on or would have been too uncomfortable, so I knew I needed enough natural coverage to keep my glans protected
So you don't want to start retaining until you are ready, willing and able to commit to doing it right.

Three hours a day is about a third of the time I'd expect to be getting in. If you're hitting this limit due to fatigue, you may be going slightly too hard.
It sounds like you may want to switch up devices or mix in more manual. You're not describing anything that I recognize as suggesting dtr is a bad choice, but it sounds like DTR will be more usable in another ci or thereabouts. To your point, skin between the push plate and the bell/gripper is being tensioned.
If you start using an app like Atracker (Apple / Ios-Google / Android ) you may get a more precise measure of hours going in. It also game-ifies it somewhat. Take how many hours you're actually getting in and divide 10,000 by that, to level-set expectations for the number of days. You can do this.

i have used 3 different penile creams. Man1 oil do have more moisturization compared to others on the market, however i don't see that as a good thing. If you are sexually active, having a "thick" moisturized penis only removes the glans sensitivity. Seriously, I used these O-rings from Amazon to good effect for retaining, although you have to treat them gently as they're a bit fragile. The silicone not only holds the skin well, but when wearing more than one they grip each other.

I use a medical-grade liquid that's mixed with pure aloe juice. It comes premixed in a 70/30 ratio. You use the rollerball to apply it. I find it's easiest to hold the glans upwards and roll it on the shaft, then just play on your phone with your "clean" hand (the one that was holding the bottle) while you wait for it to dry.
The kind I bought is Roll On DMSO and Aloe Arborescense by Dr. Hartmut Fischer | Amber Glass Bottle with Roll On | 3.4 Fl Oz - 100 ml | High Purity | Heiltropfen® -- so far I've been happy with it and have no real complaints. The only negative side effects I've experienced have been dryness when I apply it frequently and heavily, but not painful peeling or anything. Just dry skin. Could be that it's so effective that the skin is growing and shedding faster though, so who knows.
I skipped using the creams and went straight for the pure stuff because I didn't trust the purity of the creams. On top of questioning the manufacturing process, a lot of them had tons of other stuff in them and I didn't necessarily want to DSMO-carry all that stuff into my blood stream. And, on top of that, I didn't want the surface to be greasy and oiled up, which would make using a tugger harder.
I've had this pair forever (and they're still in perfect condition which is a testament to the quality). I poked around to see which current models in the Tweezerman lineup appear to be the identical to the set I have.
It looks like the Tweezerman GEAR Ingrown Hair Splintertweeze model is identical.
It looks like the tips on the GEAR model are finer and the body is wider (which makes it more comfortable to grip and use for an extended period).
You really want a super fine tip pair of tweezers so you can easily extract any ingrown hairs with minimal disturbance to the skin.
I enjoy these dual-pouch briefs from David Archy.... very soft, comfortable, and I've come to appreciate the way the separate pouch keeps my dick from rubbing against my balls and/or legs, especially when on a long bicycle ride or sleeping.

I didn't get the same message from this study. They inflated to about 1.25 psi in each filling, and the pressure gradually tapered off during the week until the next inflation. I saw that they were able to increase the volume of the inflated skin, and that and other factors stemming from the DMSO use contributed to shortening the time necessary to grow the desired amount of skin.
I found this gauge on Amazon, with a max pressure of 3psi. There are others that go to 15 psi, but I don't know how accurate they would be a 1 psi.

You can actually screw something like this on the end of the FS air after inflating and then use a keychain ring to then hook a tugging strap to it(I use one of the older straps from TLC)
Maybe try using Theraband for your strap. Because it is all latex the shock of moving is widely disseminated the entire length. The tension changes a lot less at your retainers. I use MM2 and usually do it while flaccid but I don’t have any problems while doing it erect. You don’t need to use the amount of pressure you use while jelqing. I use these gloves to increase my grip and prevent slippage.

I hold that for a few seconds, then let go and before they have a chance to disappear again, I stretch the Ergo open and pull it over and up to where my fingers were a moment ago. You gotta be quick - they disappear fast! Once it's on, I'll straighten it out and make it sit right. Initially it wasn't comfortable at all, the whole thing felt tight and restrictive, but surprisingly, it was only a few days of determination and it was comfortable for up to a few hours. I'm working from home right now, with a stand-up desk, so tugging foreskin and scrotum together works well. I can pile on 3 shackles (600g) for some hours. I can do a 4th shackle for about half an hour at a time. I have t-tape going 24x7 and ball stretching about 10 hrs per day. I started with the ball stretching about 6 months ago. I love the feeling of actually having a ball bag. Previously, if my wife stuck her hands into my pants, there wasn't anything much for her to find.
