For the record, I still think the possibility of 2 different people using the same VPN (thus ending up with the same IP) happens enough that there exists a possibility he is not 100% Guilty.
Now being aware of the situation (me being his JSL GM) I feel that being informed of the situation earlier may have allowed me to better ensure his innocence OR his guilt.
While there would exist a risk that the spammer could return once more if we give Jeetlor another chance, what other harm exists if we let Jeetlor continue under the assumption he stop using the VPN and assume his IP is his normal IP, and if the spammer appears again matching an IP, we then have indisputable proof. If he then has another excuse, that would already be more than 1 strike against him.
I would like to ask why I was not made aware of the investigation earlier so that I could assist more easily, whether the result ends up good or bad, Jeetlor swears he's telling the truth, and until not a doubt remains, I feel its only right as my GM to argue his side as well, as right now, we cannot say that we are 100% sure it WAS him, only that the IPs matched, which can easily happen (and has happened with the VPN Hotspot Shield in the past in other games/programs).
Welcome! Just to chime in on the advice, best thing to do is just play the game and have fun! If joining the leagues is something you wanna do then go for it! It's not the end-all option and you can definitely have fun just messing around. Leagues will always be there when you're ready.
The people who will play with you may sound unforgiving but its all with good intent. Not everyone has the ability to help you out in a nice way but people get over things very fast so don't worry about messing up. Just say my bad(mb for short) and keep playing with a good attitude, all is forgiven.

No, there is a way to play full screen and alt+tab without messing it up. I figured it out like a few weeks ago (just before playoffs) It is amazing. I am looking for the link to the download right now.
Really should be a tutorial in the new players thing. I really hated having to play the game windowed. Being able to play full screen and use alt-tab is really convenient when you have dual monitors.

He's in class right now, but I believe what he is referring to is the Replay Buffer option in OBS inside the dropdown next to the Start Recording button. I haven't used it yet, so I'm not entirely familiar with how it works, but it's supposed to be relatively straight forward. You can turn on the Replay Buffer to record segments of footage right after they occurred live. So ideally:

Dalfan was hoping that if the streamers could make use of it during their casts, it would create immediate highlights available to everyone in the FTP server /u/culexor set up. In theory, if manageable during the cast, it would cut down on the amount of time someone else would spend rewatching the games to create the files after they were over.
The $5 plan should be sufficient, Hockey? servers doesn't require much CPU or RAM.
It is kinda tricky to set up, by default you can pick from a number of Linux systems and then set them up with whatever you want to do. Some basic Linux sysadmin knowledge will be necessary. Cryptic Sea never released any Linux versions, but WINE can be used to run hockeydedicated.exe anyway. I was never able to get any mods working on WINE myself, but I believe Omaha has.
Locations are shown here and does not include Russia unfortunately. It's all western Europe, North America and then one each in India and Singapore. I don't know of any other VPS providers that have servers in Russia, but I'm sure some exist.

It depends on what version you have. One of the lettered updates, either 055f or 055e changed the rink texture to make more use of the available space which means older textures aren't scaled properly. Here's a template you can use that should be correct for the current version.
