Or you could look at other good HOI4 portraits and try framing similar to theirs.
3.Try use Remini (an app which is available both on Android and IOS) to enhanced or noise reduce your photo
4.on the colorization, Hitler face is way too orange and his hat is abit too desaturated.
5.Then sampled the colors from the TNO tutorial and use them, it isn't exactly a TNO portrait if you don't use the correct colors.
If you are successful, this will dominate your life for years to come.
Ask for help, force yourself to post progress often so you start to feel accountable to the interested public, but step off the gas if you're burning yourself out. Inevitably as your skills improve, you might be embarrassed by previous work. Just make sure you're willing to go back and revisit design choices that were implemented poorly in retrospect.
Most importantly, have fun and enjoy the creative process. I led a Halo mod for 6 years or so and I look back fondly on the period.
You make the mod, there should be a folder in \Documents\Paradox Interactive\Hearts of Iron IV\mod with the name of your mod, open it, create a folder called "localisation" inside it, put your file in that folder.
Also, are you using notepad? If you're serious about getting into modding I recommend you get a better text editor - notepad++ is excellent and free.

If you still want to make your own mod, you can use the focus tree file of this mod for a template (copy it over to your mod, and delete the focuses so you can start making your own).
How does the source positioning have to do with framing? When you make a portrait you frame it yourself. Please go look at some portraits from mods like Kaiserreich for example and take notes on how they're framed, notice how they're focus on the face and not insanely zoomed out like yours Also I forget to mention your copping isn't the best, cropping could be hard sometimes so use this: https://www.remove.bg/ it's a really good tool for cropping as it does it instantly
For your statement on Red Flood, how does bad inconsistent portraits represent "different cultural and wartime dynamics"? I understand maybe for focus icons but clearly not for portraits, the reason portraits NEED a uniformed style is because without it all the portraits would be bad and inconsistent which would be an eyesore to see (see Vanilla, Kaiserreich, TNO)
For your thoughts on AI colorizers the reason I very much dislike it is because of how it make a unrealistic disgusting purple-brown hue, isn't the point of a colorization to try represent/recreate real life colors? AI colorizers DON'T represent or recreate real life colors, do people look insanely purple, brownish or reddish like that? Of course not. That's why I would prefer B&W images over AI colorize ones. Can AI colorizers know the colors of a person uniform, insignia or medels? NO. Can AI colorizers know the skin color of a person NO. Can AI colorizers know what hair and eye color to pick? NO IT CAN'T. But a human can know by researching for the colors of a uniform, the color of the person hair and eye colors etc. AI aren't like humans they aren't creative, they're smart but not creative. Please consider colorizing manually yourself it isn't hard or time consuming, you can get assistance from the Artist Discord Server I link to you.

Hey bud. I've got a solution for you, in case you haven't figured this out yet. Unfortunately I wasn't able to find a mod, so it does require some light modding, but nothing too difficult.
Things you'll probably need:

Using Notepad++, open core_l_english.yml

Search (Ctrl + F): SHIP_TYPE_DESC
Should be around line 1310. You're looking for this: SHIP_TYPE_DESC:0 "$TYPE$ ($VARIANT$)"
$TYPE$ is what you're trying to get rid of. You can keep the parenthesis, but I got rid of those as well.
My change looks like this: SHIP_TYPE_DESC:0 "$VARIANT$"
In-game, this translates to just the Ship class being listed i.e. Fletcher-class
