So it seems that you're mostly hung up on the name. And the artist didn't name it that. OP photoshopped the artist's original to a widescreen format and called it Pixel Bay. The artist called it Synthwave, a style it definitely evokes.
There's lots of artists doing pure pixel art, not everyone has to limit themselves to all same sized pixels if they use pixels at all. Really he's just using squares for windows which makes it appear to be pixel art when it's not.

Lynx - a text based webbrowser. Keeps the render simple, as it is all text. I don'tthink it supports any stuff like images and HTML5, but that also makes it very fast. I haven't played around with it yet.
Brow.sh - A browser that uses Firefox as backend. It converts the rendered page to text. This means that it can render anything that Firefox can render, even video's! I think it also supports Firefox addons. One of the reasons why you would want to use this is when you have a very slow connection. The Firefox backend can run on a server somewhere else. This way, you can SSH into the system, meaning you can browse the web with a connection of only a few kb/s.

This is basically a linux system. So the screenshot is from an arch linux distribution. This is known to be very flexible and really customizable (we have a name for heavy customizing, which is "ricing"). The goal of it is to make your system (also known as your daily place of work, where you spend a day looking at the screen) more graceful, neat, nice and gracious (something that won't burn your eyes. We prefer dark ricing, so that our eyes will be saved).
At the same time, we customize not only its appearance, but its usage. Mouse isn't quite useful for us, so you're gonna need a bunch of key-bindings. This makes your work faster, as your hands will stay on the keyboard. Key-bindings can really improve the time you spend programming, seeking, searching, moving around etc.
For that we tend to use terminal emulators for every task, everything. File explorers, music players, text editors, chats (IRCs), maybe browsers (w3m), and so on. Thus, again, time is saved.
Now, the screenshot isn't really what my actual setup looks like. But we do a little ricing at a time for showing up what our system can look like :P

As for your edit question - the backstory of the trilogy literally lies between the lines, and can be traced through hints in the lyrics as well as the artwork on the albums (and the videos as well, more of which are to be released soon). I know this might sound weird but I think of it as some sort of a mystery inside the mystery, and I really would love for listeners to find out on their own!

Arps are my jam. Love, love, love them. When I was a kid I was classically trained on piano + I was around a ton of music by people like Vivaldi. If you listen to something like the Four Seasons, that's essentially what makes it great. It's an insane arpeggiation moving over notes constantly. I'm using a framework called http://www.pixijs.com/ .. I went through the examples on the site and copied what I needed. Pixijs has tons of effects filters built-in to make things easier.
If you've done some javascript before, check out the source of the page, it's not too crazy.
If you keep it plugged in, it'll stay on. If you use a right-angle USB Type-C cable to keep the cable snug to the side of the G&W, you can keep it plugged in without really hurting the aesthetic.
Yeah if you add an app to your screen and then hold it you can edit the icon to a picture.
If you use an app such as background eraser you can delete the background of a picture and then use that as an icon.

If you have an Android phone, all you need is an app called Muzei and this extension to it. From there when you change your wallpaper to Muzei, you'll get a list of sources, choose the reddit extension you just download and choose your subs and refresh rate!

Potentially secondary lighting, it doesn't have to be crazy expensive, walmart & amazon carry RGB led bulbs that let you come up with more color combos. I only have one bulb and it still improves the dynamic of your room dramatically.

YouTube is a huge resource for learning how to do this, I have been focusing on other hobbies and school over the last year or so, so I am rusty on specifics on drill bit sizes and what not.

After installing the game (which you can find on itch.io, GameJolt, and on my own website vecter.online) and running it for the first time (so it downloads everything it needs from the server). Go to the installation folder and drop your own MP3's in there, whatever you like. When you run the game, it will automatically pick them up. Check the options menu -> Controls to see what buttons you can use to change songs.

You can use Blender for this type of videos with hes build in motion tracker and 3D art. Blender is a free open source software where also partly use in the VFX, movie ad add industries.

There's a whole lot of imgur alternatives to the point that there's a dedicated subreddit to suggesting sites for some specific needs. You can choose from there to see which you find best, personally I use Catbox.moe, and as much as I'd like to detract from the idea that the anime theme is in no way my deciding factor, its mostly because of its 200MB upload limit, no bandwidth limit, stores file in ease with no compression since it can upload any file format, and others.

Definitely do it for data-discs , they're good about reprinting if the demand is there. Their releases are some of my favorites in my collection.
The game you're looking for is Nitronic Rush. This game is something of a masterpiece, and the developers were kind enough to release it for free.
It's somewhat old, so don't expect any fancy graphics, but the gameplay and soundtrack are absolutely bonkers.
It's the new Windows Terminal. You can customize it with a lot of setting. Basically, I go to the settings, and set the background image to a nice GIF. I also set these settings: "fontFace": "PxPlus IBM VGA8", "experimental.retroTerminalEffect": true
Be aware that the "retroTerminalEffect" is experimental, so the performance is not that great. But it's a filter for the text, that makes it look like retro with lines trough it.
Gonna do an upscale collection soon so watch out for that, but in the meantime I've extracted the image via Gallerify, then used a combination of Topaz A.I. Gigapixel for the majority of the upscale, the outer darker parts was found best with Let's Enhance's results, and waifu2x max denoise as a color layer.

For any Spotify Premium users that want a similar experience with high quality music, a friend has made a downloadable program called Soundbounce.
It's basically what Soundrop used to be before spotify killed off it's apps.
Luckily they still have an OK API to work with so that Soundbounce is possible.
I've made an Outrun room there but because we're only about 200 users large, there's not many visitors, but would be nice to see some of you guys on there :)

I tried to migrate it across to GPM and Apple Music but I don't have a premium license for either of those (I'm a Spotify fiend) but if you want to give it a shot you can use Soundiiz to do it.
You do need to sign up to them to use their service and there is a premium tier if you wish to transfer more than 200 songs in a playlist... But it works well.
I use https://www.tunemymusic.com/Spotify-to-Apple-Music.php to convert these to Apple Music. But they have the ability to pretty much convert from any music service to any other music service. I've done several of these. OP’s playlist was done in about 3 minutes.
