Another good one is Ross Bentley's Speed Secrets: Professional Race Driving Techniques (Amazon and iTunes). I now look up to him like my greatest teachers from school as a child, and I merely read his book.
He covers driving, handling, racecraft, even tuning, your mindset, etc. He's an astoundingly good communicator. My Forza performance launched into the sky as I absorbed each chapter.

Yep, the game came out in EA in November 2013, and the first 50% off sale was the Summer sale in June 2014. It also hit 50% off in August as a weekend deal. That made the game $20. Just 3 weeks ago, the game was also 50% off for its 3rd time, however the base price rose to $50, so with 50% off it was $25.
I don't know much about this progam, but it speacializes in removing programs/files... it even has an option for "Delete(ing) leftover data after regular uninstall".

You wouldn't happened to have installed and used PIA (Private Internet Access VPN) in the past? I had a similar issue on project cars a few months ago, and have just realised it was probably around the same time I installed PIA. I've cleared that off and the network driver it added and reinstalling network drivers fresh again at the moment.
Then keep your eyes open for sales on the G27. It's been around for a while, but still receives glowing reviews. Plus, it comes with an H-pattern shifter and 3-pedal setup. They can be had for close to $200.

The AMD gets saved by its high core number besides its terrible single core performance. If a game isn't optimized to take much more than four cores it obviously suffers on AMD. But such optimizations (if even realistically possible for a given engine) has nothing to do with a sub optimal compiler path.
Upvoted. I prefer games that have built-in support to run in full-screen-borderless-window mode so that I don't need to use 3rd-party apps for it... but since Project CARS does not support it natively, I've been using the free Borderless Gaming app with Project CARS & it works fine for me. It works with lots of other games too.
First, have you updated GPU drivers?
If that doesn't fix the issue, can you get us some temperature readings for your CPU/GPU? That laptop in particular has, reportedly, had thermal issues that impact performance. Something like Open Hardware Monitor should give you that data if you don't have software already installed.
My ps4 setup Need to make my shifter and keyboard mounts for my wheel stand so I can get rid of the extra stand, but for now it works well.
Not bothered at all because I bought a wheelbase that you can swap different steering wheels.(Thrustmaster TX) The stock 280mm rim was too small so I bought the Sparco R383 rim which is a 330mm 1:1 scale replica of the actual real rim for a car. It was like $140 on sale when I bought it 2 years ago but now they want almost $350 for it!

This transmits an ethernet signal to run over power lines in a home. The latency is usually much better than wifi and these work very well in most homes. Get one from a place with a good return policy and try it out.

G29 is a very decent entry level wheel. It has decent pedals and decent wheel for the price. Although, if you are ok to spend up to $1k then get this Fanatec gear and you will be blown away.
That's true. I've been using DJ Headphones for gaming since year 2000 and I always had external aplifiers, interfaces instead of onboard sound cards. Last year I kinda tried out onboard soundcard on two motherboards (Gigabyte Z170 Gaming 7 that supposed to have best Crative Labs onboard soundcard and my current mobo ASUS Z170 Maximus VIII), both were not that great. Along that I tried various so called "Gaming" headsets and omg how I was spitting and puking from the sound they make. For example, Razer Kraken Pro are utter garbage and they did cost me $100. I was expecting to get some decent sound for that price but all I got was extremely high bass, mids all over the place, lows somewheer deep in the ass. I tried to use equalizers to get some sort of sense out of them but they still would sound like utter garbage. I still have them somewhere lying around, probably will just give them away. Now that I went back to DJ headphones and separate mic I am not looking back on getting any gaming headsets or use any onboard or internal sound cards. This XLR $25 mic is 10 times better than any mic you will get on any headsets.

I know this is a bit over your budget but go with T300 RS wheel for $298 (maybe you can find it cheaper somewhere) and go with Fanatec ClubSport V3 pedals for $299. IMHO, pedals are way more important than a wheel. I have Logitech G29 and I upgraded my pedals to Fanatec ClubSport V3 and omg, what a difference. It's so much more consistent and better with good set of pedals. Also, the feel of brakes and accelerator is so much more better and the clutch is somewhat 50% close to a real car, which is far better feel than any other set of pedals out there for this price category.
I used one of these for a long time until I got my rig. Folded the legs up and slide it under the couch when not in use. It was super stable.

I used to have this one for my G29 wheel.
Invest in a cheep wheel, and you will get much more out of it. I tried with controller and it is playable, but you have to tweak the controllers sensitivity to your preference, so that will take some time. I got fed up with that so I decided to plug in my Thrustmaster Ferrari 458 wheel and pedals to see if that would help, and it did. All in all I have had a blast with Pcars and would suggest it as a good game to get even if it is for casually driving around and just having fun in general. Overall I would have to say yes this is a fun game even for casual play, and defiantly one to get.

The Crew Chief app is a program that runs on either your computer or on a mobile device and basically works the way the game's crew chief should work (the one built into the game is quite limited). The crew chief app will update you on section times, lap times, gaps (front and back), times of other racers (like when they set a new best time). It will also update you on things like oil temp, water temp, brake temps, tire temps, damage to your car, how many laps you should be able to do with the fuel left in the car, where you need to make up time, where your opponents are slowest, etc. It also can work as a spotter (tells you when someone is beside you and when it's clear). A HUD server sends info to a heads up display app on a mobile device. I have an old android phone mounted to the base of my wheel just behind the wheel. I've tried all of the HUD apps and I prefer Dash Panel https://play.google.com/store/apps/details?id=com.PyrofrogStudios.DashPanel because of it's many features and the developers provide great support. I like to recreate the digital dashes of many of the cars in-game and get their shift lights and everything to sync up for that added element if immersion.
I highly recommend the Crew Chief app to everyone especially if you plan on racing online because the spotter feature helps prevent unnecessary accidents. HUD apps are great if you are like me and hate the built in HUD or like to be creative.
As for the triple monitors I use a 22" in the center and a 19" on each side with the same physical height and it works great. Cost me $30.

I will say get this app like /r/DRIFT2EZ said as well, if you hit ANYTHING with the front or rear of the car, it will cause aero damage and prevent air from getting to the car, How much air? depends on the damage of the cars aero.
