Playnite doesn't do anything to your game after launching it. Controller support is provided (or not) by the game itself.
Like Denariand suggested, I'd start by checking/reinstalling your controller drivers, then hitting up Google to see if there are any other known issues between Rocket League and your controller type.
For games that don't provide controller support (ie: old games, for example) you could also look into third party programs that do controller mapping while running in the background (something like joyXoff, for example.) Although I wouldn't expect that to be necessary for Rocket League, in particular.
I use my pc for both games and media, so I launch everything (including Playnite) from Kodi. To control media I use this remote, which is great since it has a keyboard, windows key, task manager key, gyro mouse etc. So any time there is something that needs keyboard input, I just grab the remote and all is sorted.

I don't, but I believe once you start running games, they'll come through and end up sitting in the tray. I need to verify that, not 100% sure.

That's mostly how mine is set up. Playnite starts on boot, but I still need to hit the login screen, and desktop in view before Playnite starts. When closing out of games, the desktop is also viewable for a few seconds.
Ideally, I would be able to wake the PC from sleep using my 8bitdo Pro2, then I would use Controller Companion, reWASD or similar to have an on-screen keyboard to enter my Windows Hello PIN, and then have the guide button set to launch or pop Playnite to fullscreen, then during gameplay, use a key combo like guide+start or something bound to Alt-F4 in order to close any game from any service(ish), and go back to Playnite. Waking the machine via BT is out because of my particular system board (per the OEM), and I have found a lot of weird shit with Controller Companion giving me duplicate inputs, to reWASD not really working consistently, so I still rely on my bluetooth keyboard to navigate parts of the system. I tried this MX3 airmouse keyboard but I didn't have the best luck with performance and the IR blaster did not work with my TV.
I'm not 100% complete with my setup for this but it works well enough, I'll definitely continue dialing it in if possible. Certainly not as convenient as pulling a console out of sleep mode and resuming play, but it's fine for me so far.
I have this as well as this, but I think I've shot myself in the foot here as far as choosing bluetooth devices for an HTPC. Looks like my particular board cannot wake from sleep using these devices, but I believe if I got the 2.4ghz equivalent, I can wake from sleep plus whatever pre-boot stuff such as booting from USB or BIOS stuff. When I ordered both keyboards, I used to be vehement that I not "waste" a USB port with a dongle but honestly I've never been short on I/O, so I think a 2.4ghz HTPC keyboard is going to be what's next.
On a similar note, I really like how some games use the icon of the library they came from (e.g. Itch.io), and was wondering if it is (or will be) possible to change all unique game icons into their library icons.

But when I type in for example, ‘X-Com: UFO Defense’ nothing comes up. Even though that’s the same naming convention that appears on IGDB:

Normally I would remove the colon and get a match, so I’d type in ‘Assassin’s Creed Revelations’ and it would find this. But when the dash is added, no results are found. I’ve noticed this where the dash joins two words together in a title, like with X-COM.

We differentiate between Users and Critics ratings indeed. We however put a larger focus on our User rating. For Critics rating we currently aggregate about 55 review sources, only for the English language.
To clarify, we are being transparent with what the reviews listed are, scrolling further down the page will give you a full list of the reviews connected to a game. Worth noting we also include unscored reviews. For example: https://www.igdb.com/games/the-witcher-3-wild-hunt/reviews
We do indeed need more reviews, as well as improved review tools, however this isn't something we plan on focussing on right now. But totally, we do want to expand our coverage of Critics reviews to include more sources and languages especially.

That is correct, as we have some guidelines around covers where we typically favour logos and artwork as closed to the original as possible. Fan art for example is a tricky matter (legally even). mm.. im not shure I get it, the issue is on igdb not playnite, its the same exact name, almost same game, but on different platforms.
example:
I have "the blues brothers" on GB and SNES, two different versions of the same game, the levels are about the same but on GB they are black and white, and simplified, so it's not really the same game.
Then I go to IGDB and search "the blues brothers", only one result comes up, it says the game was released for multiple systems, and only has 1 cover (at least in this game,and i cant find a way to add another without replacing it), and if there where 2, I don't think playnite would be able to tell which is which.
I guess that as playnite dev theres not much we can do, maybe we can ask that to IGDB, multiple covers each assigned to a system.
Steam BPM is atrocious and needs a top to bottom overhaul. I use a highly complicated setup (in the same situation as OP) that has taken me YEARS to tune to my liking- it should have to be this way but it is. I use a combination of Controller Companion, Auto Hotkey, and Xpadder to have most system functionality accessible on an Xbox One controller with a chatpad attachment. I have Windows set to launch to the Start Screen and launch separate virtual desktops for Steam, YouTube, etc. that I switch between using a modifier key and the bumpers. I would hands down use Steam BPM as a front-end if it had a capable web browser, and robust enough functionality to handle launching games from other launchers.

Basically use your phone to handle any and all text input using Unified Remote. I've used this software in the past and found it helpful.
The first thing you'll need to do is pick a programming language to write your plugin in. I would suggest Python, as it's geneally seen as an easy beginner's language.
You'll also need to learn how to use the .NET framework, per Playnite's pages, plugins need to be written using that.
The Playnite pages explicitly reference https://ironpython.net/ which looks like a combination of Python (v2) and .NET, so that seems like a good place to start. I prefer Python 3 myself, but I couldn't find an easy Python 3/.NET setup with just a few minutes of googling.
Search for IronPython tutorials (or tutorials for whatever language you choose) and start with those. Don't worry about starting on your plugin for now, just learn how to write some basic "Hello World" style code and get that working. Then, once you've got a preliminary feeling of how you might go about starting your plugin, you can dip your toes into that.
Hoepfully, by then, the Playnite tutorials will also make more sense.
