This is an issue microsoft has ignored for years. There are numerous things you can do to try to get it to work. None of them have worked for me. If you google it, you'll see people have dealt with this a lot regarding Sea of Thieves.
It appears it might ultimately be a corruption of microsoft's cloud data for your account. Beyond that, my only option left is to reformat.
I'd been singing microsoft's praises lately but fuck them for ignoring a critical issue for years.
To prevent frustration, assume that you won't be playing any time soon, if ever. Fuck MS...

Don't do it through right clicking the task bar clock. You have to do it through the settings. I've worked on this for like 10 damn hours and one of you magical cunts had the answer when microsoft failed at every turn.
You can access the game files, just need to change the folder permissions/owner to yourself. For example if you install Microsoft store games on the C: drive you'll find all the game files in C:\Program Files\WindowsApps
Config and save locations vary. But for example you can access all the Gears 5 .ini files at (this is for the MS Store/Gamepass version... Steam has different locations): %LOCALAPPDATA%\Gears5\Saved\Config\PC
So .ini files for Outer Worlds should definitely be accessible. The PC Gaming Wiki is a great place to find all the folder locations for stuff like this.
You can also turn off auto updates on the MS store, which theoretically should prevent it from overwriting any modifications. I remember having to do that with Origin for Mass Effect too.
But really we need to wait and see what form any mods will take. I'm not sure how moddable it will be without official tools.

Maybe, but I think that lets Bethesda off the hook a little bit. Their decisions since blowing up are driven by the dollar in a way they never used to be. Rushing games to market, monetizing their mod community, trying to justify gameplay-altering microtransactions in their $60 products - sorry, but fuck them. I’m tired of it. They’re not the same Bethesda they used to be, even if a lot of the same talent still works there. And they earned that status all by themselves.

I sure can. Downloads seems like they were being throttled pretty heavily (average speeds hovered around 500kbps with max of 1-2 mbps tops). Running SpeedTest.net and Fast.com showed I was getting around 25-30 mbps down. I paused the Game Pass download and tried installing a random Steam game for comparison (to see if it was my NIC causing an issue) and those speeds were more akin to what my speed test were showing (averaging around 5-7mbps with highs of 10-11mbps). Even checked in my Killer Wireless setting to make sure no bandwidth limits were in place for the Xbox (beta) app or Microsoft Store.

After a solid day of downloading, installation took a fair bit of time before "sticking" at 99% for about 20 mins, requiring me to close the app and re-open which kicked it forward.

I just chocked it up to Game Pass being poorly optimized for downloads as I had similar issues installing Bloodstained: Ritual of the Night, but that game worked just fine after installing.
