The mobile app and Ubisoft Connect website, https://ubisoftconnect.com/ are broken as in they don't show the games you own. I got a free copy of Steep years ago I have never installed it so on the mobile app and website it doesn't show up as being owned but it does on the PC launcher.
If you are worried about not getting the game try claiming it again via the free events website using a normal web browser:
And only way to see if you have successfully claimed the game is to install the launcher on a PC and login it doesn't need to be gaming PC any PC will do.
If Dualshock 4 Support isn't supported or not working you can always use DS4Windows:
This changes the DS4 controller input into Xinput and the game sees it like an Xbox comtroller
Are you sure the cable your using is working correctly or the port you are using? Does the DS4 not work with any other game or with Steam at all?
If it is connecting to your PC correctly, you can try using something like DS4Windows.
You should check here, https://haveibeenpwned.com/ because the most common way any accounts are comprised ("hacked") is through one of the huge data dumps around the internet. Maybe you fell for a phishing attack? Check old emails that you might have clicked on and logged in, before the account got compromised. You should definitely change all passwords and also check if your email address is not compromised (logins from strange ips, attempts to login after password change). They have at least one email and psw combination, so you should also make sure you use a unique password for every service you use in the internet.

I just had the same frustration and found a fix!
Go to the website - https://ubisoftconnect.com/en-US/
and just "Claim" the game there, it would start download in the launcher itself.
Try Uninstall Uplay, use ccleaner to clear all registry entries and temp files.
Note: Doing the below steps will delete your local save files, so take a back up of your save files even if you have cloud saves enabled
Navigate to C:\Users\<youruser>\AppData\Local and delete anything related to Ubisoft
Then go to C:\ProgramData and C:\Program Files (x86) and delete anything related to Ubisoft and restart your PC and try reinstalling the latest Ubisoft Connect from here rather then old Ubisoft Launcher.
This is performs a clean install, let me know it worked.

go to https://ubisoftconnect.com/en-US/. Log in with your account and go to the game there. Click the button, then click open with Ubisoft Connect. It will install there.
Of course you will keep your games. They are tied to your account and not to your client. You will simply get an update that installs a new version of the client with the new features.

I would recommend using Geek uninstaller.
It will remove all traces of Ubisoft Connect including registry files and such, so you can be 100% sure it's not some random obscure file you can't get to easily that's causing this.
Then reinstall and see if the issue still occurs.
How about changing your email address? At least the hacker won't know it. And remember

We still don't understand what you logged in into. Website? Division 2 game client? Uplay client for Windows? Where was the language changed? Only website settings are not stored on your computer I think.
Do you have more info on this? Seems super shitty if the game really crashes to desktop after losing connection for any reason. I'm getting crashes to desktop after just a few minutes of gameplay and when I do I usually have some kind of error message in Uplay about re-establishing I'm using NordVPN which generally has a pretty stable connection...
Worked for me just now lmao
I set my system time to UTC and after a few reloads of Ubishit Connect it changed from "Preloaded" to "Play"
NordVPN to the rescue once again :P

Wow, it's crazy I stumble across this as I too decided that today was the day I would get back into Division 2 after a few months off and of course, ran into the exact same issue.
Not sure where you're located or if the fix I used is dependent on your geographical location, but I'm in Australia and the only way I resolved the problem was by using a VPN to connect to the US. After the download was done, I simply disconnected the VPN, restarted Uplay and was able to play with no issue...
I don't usually require a VPN and didn't want to pay for one, thankfully I was able to find ProtonVPN which offers a free version. I'm sure there are plenty of others out there that will do the trick as well.

Are you in Aus by change? Was dealing with that for a while myself, but was able to fix it by changing my DNS. Try 8.8.8.8.
If that doesn't work try a VPN connection to a US server. ProtonVPN has a free US server, or a few other services probably do too.
At first I used windscribe's trial but that's limited to 10gb, then I used mullvad 3h trial. Now I have Ivacy because I got a lifetime account for like $20 on stacksocial, which I guess is not a "good" vpn, but since I don't use it for anything shady or illegal (only for uplay downloads) I don't care.
My VPN now stopped working, I was forced to pay €5 for a month of Mullvad and now even with Mullvad only servers in Asia work, no European server works. So here I am, paying a fee to download just because I'm in Europe
got exactly same problem :/ AC is out in 2 days and dowload speed is at best 100 kB/s. Anyone solved that issue?
