It was designed as a "next gen game" by virtue of CDPR being a PC first company. But they severely underestimated the effort it was gonna take to port the game to the old-gen consoles.
I think but I'm not entirely certain that the PC version has also been sacrificed a bit because of that. They had to make a pretty complex streaming algorithm and you notice that on PC because it has weird LoD issues sometimes. Pop-in especially.
I think that's one of the many reasons they chose to actually make a next gen version.

Yep, same here. RTX 3080 and 3900X. Game runs in max settings for about an hour. Then it starts losing fps.
Interestingly enough fix in my case was lowering the res. At 3440x1440 I could see drops to like 20 fps in an hour. When I reduced it to 2560x1440 3+ hours sessions became feasible.
It's a bug in the game itself when it doesn't properly clean up and both fills your VRAM and renders stuff that it really shouldn't on the other end of the city just because you went there once. In fact CDPR devs admitted it themselves, although in a roundabout way:

Outward was working ok on release with grass and all but that got removed with the new DLC release and the publisher told me: go to Stadia support we are not going to help you.

It still won't be fully fixed - I doubt they'll implement a good AI system or good police/wanted system - but almost all the bugs should be gone from all platforms, and the performance issues should be fixed on PC/PS5/XBSX/XBSS. On the last-gen consoles (PS4, PS4 Pro, XB1, XB1S, XB1X) it's still going to perform like crap, though without the bugs.

in terms of new content, not a lot, a couple of free dlcs have been added and like Witcher 3 before CDPR used the term dlc to mean small little things, in this case they added a new car that can be bought in game, a couple of new jackets that get given to you and an alternate appearance for Johnny. Also while not technically new as they have been in the game since the beginning they have made certain weapons and armours legitimately available rather than having to spawn them through the console.

in terms of upcoming content the latest info is that they are delaying new content and big patches until the first quarter of 2022 to give themselves time to fix things and add things, though there have been posts recently that suggest there may be at least another patch before the new year, best take that with a grain of salt though as there has been no official word on the subject.

not sure if you are on pc or not but if you are then the state of modding has grown quite a lot recently and there are some very big mods that make huge changes, in particular a notable one is the Full Gameplay Rebalance which is a signifant overhaul to most of the games various systems.
There was a big update a few months back, 1.3. Mostly QOL stuff but all steps in the right direction. 1.4 should be more substantial but there’s no release date set (although most people have been saying the end of 2021).

I've already beaten the game and finished 2 endings, i think i'll way for another year or so before i reinstall and beat the game again going for the other endings, i went Nomad the first time i think i'll go Corpo next time.

That was the first mention of the 1.1 and 1.2 patches, nearly a month sooner, and it said both would be "large", with no mention of 1 being different from the other.
They had also sent out memos that the upcoming patch ( which was 1.1 ), would be "major" and would largely fix the issues with the older consoles.

Yeah, they spent time planning and got those memory optimizations worked on, which is a large task in and of itself, then tried to squeeze in a few small fixes as well. In addition, it's clear their first priority is to get the game back on the Sony Store. new features/missions/content will obviously not be until after that. It's all right there in the roadmap.

Btw, CDPR seems to be supportive; from the Hotfix 1.05 notes (https://www.cyberpunk.net/en/news/37166/hotfix-1-05): "Removed debug console to prevent functions that could lead to crashes or blocked quests. This doesn't mean we don't want to support the modding community. Stay tuned for more info on that." :)
They specifically said that their fix is only for 4/6-core CPUs.

Note from Patch 1.05 for CD Projekt:
Removed the memory_pool_budgets.csv file. which was not connected with the final version of the game and had no influence on it (it was a leftover file used during the development to estimate memory usage. It had no effect on how much memory was actually allocated). Perceived performance increase after editing the file may have been related to restarting the game.

The CDPR post on it says it is available on all platforms so there my be a specific rollout plan they follow or a certification process before it is available on Stadia..
There was just a patch released for Xbox One that should take care of that.

As long as it says v1.04, it's already been pushed to PC since yesterday and CP2077's official site's "News" section claims it should be live on all platforms.
So, as long as it says v1.04 on the lower left of the start splash screen, you're currently up to date. If not, restart your console or PC and make sure it grabs that update.

The trailer had some secret mumbo jumbo, lead to a subpage on the CP2077 site. The first people that enter the correct code (the cars licence number, NC20 CP77) got to enter their email address in some form. The quota was reached in like under an hour. Finally we now know what the hell those few lucky people got.

What platform? if its on PC the latest patch fixed a lot of things (like a lot )played 3 Playthroughs already with minor glitches here and there(mostly on physics and lighting) but not that game breaking. Story is a solid 7/10 for me and Gameplay is good and really depends on your playstyle. As for performance i have two systems a with 2060super and a 3070ti runs well on 3070ti 1440p and 80+fps on high with dlss on the 2060s 1080p.
They did do an in-game lore exposition piece on when they were glitched at release you'd commit a crime and they'd appear directly behind you immediately.
They have a roadmap for the plans with the game.

I haven't played in a few months, as the DLC will likely flesh out the game a lot more. But it's stable / pretty good now.

The official line, from their own website, is that for undisclosed reasons- presumably the mischievous interference of some magical pixies and their fairy dust- their previous-gen consoles legitimately did not encounter the massive performance issues players encountered.
Youtube doesn't make them long. Content creators do, trying to maximise profits.
And that's the problem. When anything turns into a business it becomes a formula. It's one thing for the history channel to run a 30min video on the baking of bread (which Youtube should be capable of keeping engaging), but quite another to run a 30min video from a 5 sentence release note of a patch.
No really, there are 15+minute long videos on https://www.cyberpunk.net/en/news/39334/patch-1-31 which only cover the gameplay fixes. If you can read something in 20 seconds you don't need a 15min video on the topic.

Where does it state that? I think @Tyler_McV misinterpreted the image. It fades out at the right end, indicating that the timeline from that point on is not yet made. There may or may not be updates beyond that point.

Though, it might be something that can only get fixed in a new playthrough, those bugs do exist
UPD: Patch 1.31 - Fixed an issue where after upgrading an item with a quest tag, the base version of said item wasn't removed from the inventory.
I was able to remove the quest tag from Overwatch, by upgrading it to Epic.
But Legendary and Epic "Jophnny's shoes" still have quest tags. I tried to upgrade Epic one to Legendary (to remove quest tag), and now I have 2 Legendary Johnny's shoes with the quest tag (!).
