It was designed as a "next gen game" by virtue of CDPR being a PC first company. But they severely underestimated the effort it was gonna take to port the game to the old-gen consoles.
I think but I'm not entirely certain that the PC version has also been sacrificed a bit because of that. They had to make a pretty complex streaming algorithm and you notice that on PC because it has weird LoD issues sometimes. Pop-in especially.
I think that's one of the many reasons they chose to actually make a next gen version.

Keep an eye on the voltages, in particular the 12V rail. If it drops much below 12V then that is the problem to focus on (but that does not automatically mean that you need a new PSU).
Check the CPU temperatures. In the CPU section you will have temperatures for the package as well as for each core. If they are going over 90C then that could be the problem.
It's worth having a look at the GPU temperature too. That one should be cooler and it's definitely a problem if it hits 90C.

A lot of Maximum Mike's radio segments are nods to stories that may or may not be canon anymore and trying to fit them in to the space between historical in-universe fiction and conspiracy theory. For instance he talks about the Carbon Plague which was a bio-leak.
This is a reference to the Cybergeneration series where the carbon plague would kill adults but turn teens in to super heroes with powers and they basically make a super hero team led by Morgan Blackhand... for some reason.

When I bought CP Red I also bought the 'World of Cyberpunk' and 'Collector's Edition Game Guide' so I could run my game in and around the '77 timeline, as I prefer that to the '40s default of Red.

They did do an in-game lore exposition piece on when they were glitched at release you'd commit a crime and they'd appear directly behind you immediately.

For most of the playthrough I had more than enough eddies except for the very beginning where I was frequently broke because I bought some pricey cyberware as soon as it was available and did not know about/did not care to grind gangoons for €$.
I should probably add that for balance/self-imposed reasons I almost never sold items rarer than uncommon. I dismantled those for crafting parts instead or kept them. Speaking of which, I got kinda nutty about collecting each and every item so by the end my stash looked, um, ... rather full.
Having said all that, prior to the final main mission I had amassed almost two million eddies since I only bought what I really felt I needed/wanted. This turned out not to be that much of a hindrance though because being a l33t netrunner I netted tons of rewards from every access point in the world and the 750€$ trash items, too, did their part in keeping me flush with cash.
Once I reached the point of no return, however, I splurged and bought everything else I could think of (all remaining vehicles, every legendary cyberware I was at all interested in, unique clothes etc.) and dropped back down to about one million. Overall I would say eddies were never really a concern except, again, for the very beginning.

By no means- some would say the games are better if you play them in order of release, beginning with the NES originals. Metal Gear Solid is an excellent start to the series, so don't feel bad starting with that.
For perspective, I started with MGS V: Phantom Pain. Arguably I missed quite a few significant things that only a true MGS fan would have picked up on, but I also don't care. I have 175+ hours on the game, and that's including a short multiplayer career. I'd suggest starting with either MGS (now on GOG.com), Snake Eater, or Phantom Pain. Any one of those would set you right.

Though I would recommend Notepad++ for editing ini files. It just makes them way easier to read.

Making excessive use of the crafting system or storing lots of stuff in V's stash pushed it over quickly, but it doesn't matter - there are things that bloated every save like abandoning item drops. My save was within 1MB of hitting the issue by the end and I didn't abuse crafting at all my first playthrough.
CDPR recognized how absolutely fucking nuclear of a problem this was and released a hotfix almost solely for this issue a couple of days after it was reported. They were at high risk of losing their most hardcore fans when their 150+ hour perfect-build-100%-complete-own-everything saves started to detonate en masse.

My guess is that it is preserved by your save somehow, and only new game will be free of it. Don't know for sure what is going on.
Large chunk of efforts will probably go towards the console performance. But this is something that can only occupy a part of the team, the rest will be probably working on other fixes, improvements and free DLCs - as mentioned here: https://www.cyberpunk.net/en/dlc
As to what the DLCs may encompass, hard to say, but I would expect (or rather hope) barber/transmog to be among the first ones we'll get. Further down the line probably an actual bounty system to flesh out the interactions with cops.

it's great, it's written in-universe as a long essay by an investigative journalist, and it's full of concept art
So to fill you in, I have a 2019 ps4 slim with 1Tb of internal storage. With over 100+ games, I decided to purchase a 5Tb external hard drive so I can store all of my games without having to delete any of them (much more convenient). This gave my system much more breathing room, and the other games I have stored on there (Death Stranding, Days Gone, Sekiro, etc.) all seem to run much smoother than when I had them installed onto my system storage. I’m not the most tech savvy person, but I did notice a huge difference in the gameplay quality of Cyberpunk after I transferred them onto a external hard drive. Also, I disabled most of my graphics settings in the game (motion blur, film grain, chromatic aberration, depth of field, lens flare). Even after disabling these, the quality did not drop at all, but rather went up due to sharper image quality from turning off depth of field.
Bummer. Best I can say is listen to it on Spotify, then. Looks like it's streamable on Amazon too but I can't find a place to actually purchase it.
