Yes, that's the idea. I have a Yoga Pro 2 and tiny icons are unfortunately quite common.
If you'd like to do this for yourself:
Open the exported resource and look for:

In CFF Explorer, right click the file and select "Replace Resource (Raw)" and then save the executable.
This method invalidates digital signatures, so make copies first if you're paranoid. What's frustrating is that the problem occurs because of a choice the developer made (declaring the application DPI-aware means Windows won't help you scale things) and you effectively have to undo it by hand.
* I actually can't remember which of the ConEmu executables did the trick, as there are several (a 64-bit one my system doesn't seem to use, a couple helper programs near the other exe). The method is the same for all of them, though.
I doubt it, unless the author has released the source code or is willing to release a version, which works with the GOG release. Maybe you can replicate it in a way with just applying the LAA flag yourself on the FNV exe. I do not know the name from the Tool anymore, but there is a Tool to open EXE files and apply the LAA (Large Address Aware) flag on it, which basically is what FNV4GB does.

I always used Explorer Suite back then, tho, but it might be a bit confusing.
Do not forget to create a backup from the original EXE if you use Explorer Suite or the other Tool. FNV4GB does this on-the-fly without directly altering the FNV EXE, which is nice. (Correct me if I am wrong. Haven't played FNV for a while.)
Rome only uses 2 or 4 GB of ram max. However, you can fix this using CFF explorer. You can download it here. Install it and then find your R:TW exec in your steam apps folder. Then you just right-click it and open it with CFF explorer. After that, click file header and then click the "click here" on the characteristics line. Then you simply check the box that says "App can handle> 2gb address space" and then save your changes and exit.
You should notice a great performance increase after doing this.

I used IrfanView to open it, haven't tried to see if any other programs work. To edit the .exe i used CFF Explorer.
Open the .exe if the image viewer in CFF and follow the method used here which i found on r/wow a few days ago
My only advice would be use Oblivion Mod Manager or Tes Mod Manager (whatever you want to refer to it as) instead of Nexus Mod Manager.
Even manually downloading the files and then installing with Nexus Mod Manager the mods were hit or miss.
Taking the zip file and repacking it as an OMOD it worked every time.
Also, you'll want the 4gb LAA. I would this one: http://www.ntcore.com/exsuite.php
Reason being is one of the mods I used didn't set the flag correctly, without 4gb of memory you'll run into blacked out textures using as few as 20 texture mods. I thought I installed something wrong and reinstalled everything 3 times before I figured out the 4gb flag wasn't set.
That executable only uses DirectDraw (DDRAW.dll), not Direct3d. In order for the ReShade injector to work, the executable must use one of these DLLs: d3d8.dll, d3d9.dll, dxgi.dll, opengl32.dll. If you look at the executable's import table, you'll see that it doesn't use any of those (I used CFF Explorer to look at the imports).

Changing the resolution should not mess things up from the texture perspective. I suggest using CFF Explorer instead of the LAA Tool that is suggested by M.E.U.I.T.M.
This walkthrough is pretty simple enough on how to do it with CFF Explorer.
while not a solution (since I dont believe you can) one is that icon to the right of volume?
The icons are designed as 16x16, you could probably find them somewhere in windows, scale them down (it would look blurry as all hell though) and then replace the files, but then you have giant borders around them its a lot more of a pain then its worth anyway

I think the problem is that R:B 3 wants to use more than 2Gb of ram but you're computer settings don't allow it so the program crashes.
You can enable the Large Address Aware flag in the PCSX2 executable, however this may lead to more instability.
To try it, first backup your PCSX2.exe file (paste it into a temp directory).
Then download http://www.ntcore.com/exsuite.php explorer suite, you need a program from this package; CFFexplorer.
After its intalled, you should be able to right click PCSX2.exe and select 'Open with CFFexplorer.exe'
This will open a window showing the program headers/link information;
Expand the NT headers tab
Click file header, this will show information in the panel to the right.
In the right panel, look for 'Characteristics' and follow that row across to 'Click Here'
Click it, this will open a new dialog box labeled 'Characteristics,' find the line 'App Can handle >2gb address space' and check the box next to it.
Click 'OK' on the characteristics box (this closes the box) then save your changes via the 'File' dropdown menu in the upper corner.

I use this trick to enable large address space in lots of older applications, mostly old games. Usually things run smoothly, but sometimes things break, depending on the rest of the code the application was expecting.
CFF Explorer. ELI5 version is that it basically allows you to edit .exe file, including enabling Large Address Awareness which allows a game to use more then 2GB RAM.
I would recommend using CFF Explorer program to edit the .exe file and enabling the large address awareness there. It will basically work with any version of New Vegas you happen to be running and be compatible with any ENB, NVSE or just any custom FNV launcher.

EDIT: ohh i know what you're trying to do the 4gb skyrim mod won't work without steam, so you have to download and install this. Once you have that, open CFF explorer, and navigate to where you have installed it, and open TESV.exe
Then, click file header, and in the field characteristics, there should be something that says "click here"
do that, and then a box will pop up, and you have to tick the box that says "app can handle >2gb address space" then save (make sure to backup the original though) and you can run it using as much RAM as is on your system.
EDIT 2: this means you can run it without that mod, btw
