Bethesda introduced quickloot in Fallout 4. This mechanic was done as early as Bioshock 1. This mechanic is an industry standard of games of this nature and nobody accused Bethesda of theft.
Oblivion and Fallout 3 had these basic house-building mods. They were pretty shit. Bethesda made proper settlements, nobody saw that as theft.
This is an article outlining the similarities of the two quests. They are incredibly similar. This kind of mod is story-driven, and the story and themes apparent in this mod are copied almost entirely, just dressed up in a different way (Robobrains rather than Protectrons). This isn't some industry standard convenience mechanic or borrowing the theme of some basic mod.

"A couple of mods", while using more plugins than the game can physically handle? Get rid of 20 of those plugins. Try making a bashed patch too, making one will automatically merge and disable certain plugins, but you'll probably still have to remove some mods.
Follow that guide for setting things up (if you're not using MO you can skip the MO specific steps but you'll still need Wyre Flash and FNVEdit) and then go to the "Conflict Resolution" section at the bottom.

You can disable single weathers, snow and rain or add special weathers (Silent Hill, apocalyptic) in the rotation.
Preview weathers with altgr+numpad 1-6.
The .esps can safely be merged into one to save space.
The mod has only one big downside: Jacobstown snow weather triggers a script overload that slows down the game to a crawl, but it it catches up after half a minute.
The store page is stupid and acts as if you own Ultimate edition even if you just have the base game. A lot of people get tricked into thinking they have all the DLC this way.

I also use Enhanced Item Info which adds V/W ratio and more. I personally disable all the pop-up menus because I'm playing a no-HUD style, but it's quite useful info for crafting and trading.

I can't help with the mod functionality, but if no one else helps, try Windowed Borderless Gaming. It's a program that does a similar thing to the mod you're trying to use. If you run the program at startup, it will automatically work when you run the game.

install yup, anticrash, the 4gb exe if you're using steam, also if you're on windows 10 instead of stutter remover use new vegas tick fix these are basically essential even if you want a vanilla experience for your first playthrough
For graphics mods i have a 1050ti for context and stuff like NMCs texture pack medium (large generally isn't worth it for me since i don't see a difference) with a stable 60fps, and for NPC aesthetics I use NV redesigned 2 it's not essential so i don't recommend it until you're a few hours into the game and decide there is NV redesigned 3 but its more annoying to install. I don't use nevada skys because of personal preference but realistic wasteland lighting has no performance impact that i noticed
There is 1 other mod i would recommend DarnifiedUI which has install instructions here and a download here it just makes the UI less big and allows more things on screen at once so you don't have to scroll as much
It’s a great map! Don’t see anything wrong, but then I’m partially colorblind, so It’s hard for me to tell the blue and purple colors apart and the red and orange (though I could still differentiate thanks to 1500 hours in the game :-)..

An alternative . In my opinion this looks a lot better than any other UI mod you’ll find, but see for yourself. I believe it also allows you to see more of dialogue/inventory than Vanilla UI+.
Making an application large address aware is a very simple thing to do, it's just a flag in the executable you need to flip. Any generic 4gb or large address aware patcher should work.

S.T.A.L.K.E.R. Lost Alpha ver 1.4005, directors cut build 6890 is a stand alone version not requiring any of the other versions to be installed or owned. Own COP, SOC and Clear Skies. Have played through COP, SOC many times before finding Lost Alpha. Now it's the one preferred.
It's massive and once the first few areas are explored, and a vehicle is found, the exclusion zone is similar to the wasteland.

If you like your games dark and rife with terror, Dead Space 3 is worth considering.
Use Mod Organizer 2, works the same as Mod Organizer 1 with a few small new features and a few removed features that didn't work properly in 1. This modding guide has a section with the steps to set it up and use it and such.
There really aren't any good alt-start mods for FNV, let alone one that does what you're looking for.
Not that I'm aware of, but I haven't looked.
They're only useful if you side with the Legion, but Legion Quests Expanded, and Novac Legion Quest flesh out the options for doing quests for them.
Most of those are abnormally performance heavy, since the game doesn't like lots of NPCs. I can't think of any that aren't super specific that I'd recommend due to the engine just not liking them. Mojave Wildlife and Mojave Raiders adds more spawn points for enemies (without literally breaking your save beyond repair like IWS).
The Strip one was abandoned because they couldn't get it working right, they're both full of bugs, and Freeside, on its own, is horribly optimized so it's just an even bigger hit. I like having an idea of where I'm going in Freeside, but unless someone decides to pick it back up (to make it worth it you'd have to make static collections out of all the mashed-up buildings and remove the unseen faces in the meshes...) I wouldn't use it.
I've seen ones that decrease energy weapon distribution? If you use one of the variants of JSawyer, you've got the added Deranged Bright Followers who all use energy weapons, on top of the Fiends.
The Viva New Vegas guide is pretty comprehensive and rather well-made. You can ignore the sections about quests and gameplay if you want to stay close to vanilla, but they contain some good recommendations.

There was a coupon the other day on r/buildapcsales for 55% off. I got it for $38.50 after tax.
The General Store in Goodsprings sells laser pistols at low durability, and you can intermittently find mods. With GRA loaded, he also sells a full durability GRA plasma pistol for a couple hundred caps. Either of those should get you started.
Long term, you still have to pick what kind of build you want. Gunslinger? The Plasma Defender is pretty solid with mods. Sniper? Holorifle, hands down. Run and gun? Laser RCW is pretty solid. Then there are the heavy weapons like Laser Gatling and Plasma Caster.
There is a solid guide on GameFAQs that I recommend you read, as it goes into some of the trap perks that really aren't that great.

I use Vanilla UI+ and OneHUD (with UIO to make them work together). As for bugfixes, I use what the other guy said: YUP and Unofficial Patch Plus.

I've installed Nevada Skies before, I'm quite certain your game is unplayable. You'll probably reach the same conclusion in a couple of days at the most.

Alright, just to double check (because you should be able to complete this unmarked quest despite talking to her earlier), have you exhausted the dialogue? This is the order you should be running through:
The Dynamo ENB (though I'm not using SweetFX), and textures/mods like NMCs, Nevada Skies, (and various texture mods I come across but don't think any of them are in that shot anyway). Also the powered street lights might be from Electro-City (it's a 3 year old install so I can't remember exactly all the changes).

I hardly ever bother with ENBs and such but I think Dynamo is really great for Fallout New Vegas, though if you're not used to using ENBs in FalloutNV should look into some common, minor, problems when using them.
I know there's personal preference and all, though for me your screenshot looks rather sterile, and shallow (as in a lack of depths of/and colours).
Perhaps have give something like Dynamo a try and see how you like it, I personally think it's very well done and does a great job matching the tone and atmosphere of how I feel Fallout New Vegas is (I removed SweetFX from it personally, I was having FPS issues but found out it was because of a vsync option in the ENB settings). The Nevada Skies mod is also nice for some atmosphere.

(Something to remember with ENBs here, they may interfere/prevent things like a "fade to black" screen from working and some night vision things like the Cateye drug. When that happens you can quickly turn the ENB on/off using Shift+F12)
Also since you say it's your first time playing and you're modding it maybe make a post about what mods you're using and what some might recommend or recommend avoiding. Also perhaps what you're interested in, such as if you want it to still be similar to vanilla but improved, or radically different/overhauled.
Off the bat I'm sure you'd be recommended a bunch of "quality of life" improvements, stability improvements, plus whatever you're interested in. Along with some that would be a plus to any modded game (like certain quest mods / companions etc). Not to mention some great advice such as using ModOrganizer to manage mods in FNV.
I haven't gotten that far yet, but it sounds like a glitch/bug.

I'm guessing you've never been caught stealing and given the NPC a chance to get close to you. They remove all stolen items from your inventory, one by one, unless you run away. Then they attack you.
Morrowind was made in the Gamebryo engine, the same that was later used for New Vegas. Your best bet is supporting OpenMW and hope that they can some day extend it to fully support New Vegas.
Bethesda is fine with the OpenMW project, which is in a stable playable state and still in active development. So they're not inherently opposed to open-source ports, and the kind of people who work on projects like that don't necessarily care that porting to a newer Bethesda game engine would be a lot easier.
I understand completely, I bought Just Cause 2 awhile ago and couldn't get it above 2 fps even after weeks of emailing Square Enix Support. On the lighter side this beautiful thing has told me I can run NV even with my crappy video card. If you haven't already I recommend using it to see what the problem is. Fallout is not the kind of game you want to miss out on.

The problem I had wasn't that I couldn't find a way to map the solid project sprint, I eventually did via an anti micro preset (hold x/a for .5 seconds) - it was that no matter what I did it was buggy, lots of random combat rolls even with combat rolls disabled.
I ended up using the JSUE sprint, which I actually prefer, it's more unsightly I suppose but it's the same speed in both 3rd and 1st person and ultimately I found it to be a better fit. I mapped it to a 0.2 second cycle on the top vertical axis of the left stick - image - so, I tap the left stick forward twice very quickly to sprint (inside 0.2 seconds).
I'd recommend using anti micro to map it to an input where it doesn't conflict with anything. The two examples I mentioned don't interfere with anything, though holding x/a to trigger sprint means hearing the clicking sound each time.
I only really use sprinting for things like cell expedience i.e moving between quest givers or shops quickly, I prefer it being high cost in general so that Light Travel still has utility and it's punishing in CQC. That's beside the point though, hopefully I was helpful.

This extraordinarily useful program gives you visual and statistical information on how the space on your hard drive is being used allowing you to easily find and delete large useless files like these or simply see how much of your HD is being used by what.
Or just go whole hog, like me, and run 200ish mods for everything from graphics to gameplay and everything in between. We're not the boss of you, do what you want. I don't have time for another playthrough so I'm trying to see everything the main game has to offer plus everything mods can add all at once.
Edit: If you're going to mod at all, use Mod Organizer. Or you'll probably wind up having to restart the game halfway through.

If you slap mods like NMC texture pack (anything above SMALL size) and a heavy hitter like an ENB you will have fps issues on that hardware and that without even looking at your load-order or asking you what guide you followed.
If you just downloaded a hundred mods from Nexus and slapped them all together thinking that your Skyrim knowledge would help then your in for some trouble.

If your hardware cant reach stable 60 fps its alot more work to optimize a load-order with dozens (or a hundred) mods. A simple weather mod like Nevada Skies takes 5 fps dips on some weather types even on decent hardware. Cant imagine what the big fps drop (and big stutter afterwards) it will cause on yours. Ans thats just one example on top of my head.

This may be a decent option though it is $975, I have an older version of the same laptop (basically new version has a 950m and slightly better processor while I have an 850m) and it works pretty well, I can run Skyrim and Fallout no problem but I don't use ENBs or many texture mods so can't say for sure how much it would impact performance. My Skyrim run last year had ~220 mods on it and I did use lighting, weather, and NPC mods which tend to impact performance and I didn't have any issues.
That said I didn't buy my laptop purely as a gaming laptop, I needed an upgrade and this one was on sale and had many of the specs I wanted (so that I could run some of my games on steam). Needed a new laptop for grad school and this is touch screen which is nice (you can turn that feature off if you don't like it) and has very solid battery life so I don't have to worry about sitting next to a plug in my 3 hour class.
I would post on /r/SuggestALaptop, they're very helpful there and more knowledgeable than the average user here would be.

The game those have memory leaks and the more optimized your load-order is the longer you can play, but dont expect to play for half a day without encountering issues. My usual advice is to restart the game every couple hours (sooner if your load-order is a mess...).

Make sure you dont use heavy resource mods, the first culprit that constantly pops up in help request around here is stubborn people using the HIGH version of NMC texture pack because they have a new beefy PC and expect it to handle everything thrown at him and forgetting the game engine is the bottleneck, regardless of how much money you throw at the screen.

URWLNV is probably the closest to actually replacing Nevada Skies if you want actual weather.
For lighting there's Realistic Wasteland Lighting, and then stuff like Clarity and Fellout, with those two being basically the same thing but Fellout has darker nights.

I don't think the "no more than ~130" rule applies to all mods. In terms of .esp and .esm files, there are only 101 files, 93 if you remove the DLC. A lot of the mods are just textures and meshes.

There's an excellent interview with JSawyer that's been posted here a couple times recently, I'll find a link in a minute, but he said the Legion ended up feeling more evil than intended. Obviously Caesar's principles would be held closely by himself and the higher ups, but they wanted the foot soldiers to more just be like people who are fighting for the guy who rules them now - unfortunately they ended up really bad guys through and through haha, with even the grunts hating women and whatnot. I am with you, the NCR is a really good "good guy grey", I would've loved if Legion was "bad guy grey" instead of "bad guys that need a thorough and nuanced defense to seem like a good choice, and even that is typically a shaky defense from most views of ethics" like they ended up being. Just like you said, would've been a way more interesting moral dilema, for me the dilema is "is the best for the Mojave me, House, or NCR?" weighing the strengths and flaws of them all against each other, but would've been nice if all four had similar numbers of flaws instead of the fourth being a little too flawed by most people's morals.

You could use a program called AutoHotKey. You create a simple script that will remap the keys you need it to.
Something like this would do what you need it to:

Try using this to run in full screen windowed mode. If that doesn't work I'm out of ideas. I've had the same problem and limiting the max fps and this fixed it.
Does it still crash if you turn off hardcore mode before leaving (if you have it on)? The 2nd to last post here mentioned that fixing it for them, though you'd lose an achievement.
Otherwise, there's the usual advice of installing the latest drivers direct from your video card manufacturer, turning off aero, disabling the steam overlay if you use it, loading a save from right before the crash, and praying.
Yes, it does remove all the patches. You remove all the patches, then do whatever you want while unpatched, and then restart the game and let it patch itself.
EDIT: I just checked the mantis glitch out, and it appears you need to be patched to a specific level to do that one. I just checked my PS3... I also downloaded the 1.05 update the other day, but it did not delete Dead Money or change anything. I loaded it up and can get into my old saves.
So this isn't a universal 1.05 bug. Here are a number of people discussing the update and the last persons seems to have experienced the same thing you did.

Do you have a system backup? If so, you could load it from there. I don't think you could load it from someone else's backup as the DLC is probably "signed" or otherwise DRM'd.
In case you haven't tried them yet, PCGamingWiki has a few suggestions on it's New Vegas page forwhat you might be talking about, under 'Player "Sliding"'.
You have to use DS4Windows software that basically makes the computer connect the PS4 controller to act as an Xbox 360 controller. This is because Windows is a Microsoft product which doesn't natively support Playstation controllers.
Once connected you can choose the 'use Xbox 360 controller' in the game's main menu options and if DS4Windows is correctly installed it will work properly with no real noticeable delay. Unfortunately, you will have to be familiar with the controls as the HUD will still show you the xbox symbols, e.g. it will say B instead of Circle.
I don't think it matters whether you buy it on Gog or Steam because the game itself has the xbox 360 option in the menu. I have the steam version and the controller works fine so you might want to get it there to be safe.
It took me a while to get DS4Windows to work properly, but it dedinitely works and there should be instructions as a text file once you download it. Good luck.

if you have CASM turn autosave off after all CASM is an autosave (and also most of the loading screen crashes come from autosaves)
and another thing that helps with the random crashes is disabling fullscreen and downloading the fake fullscreen mod (beware that maybe it don't work if you are using the latest FNSE so download this https://github.com/Codeusa/Borderless-Gaming)
another thing that I am seeing on your screenshot is that you have to launch most of your programs as admin wich for me it tends to break a lot of programs so disable UAC if you are still having random crashes (if you don't know how to do it just ask)
Windows 10 isn't the problem here. The latest versions of NMM cannot install some of the most important Fallout 3 and New Vegas mods such as the MCM, WMM, PN, Vicious Wastes etc. I've tried them on both Windows 10 and Windows 7.
Nexus Mod Manager 0.56.2 still works though, and so does FOMM (and always did!) and MO2. Check this out for links and alternatives.
Caveat: replacing NMM with a different version might reset your load order.
This is the icon I use for Mod Organizer. Just search how to change icons and you should be good to go. As far as mods, just go with texture packs and that sort of thing for now. Add gameplay mods when you think the game is starting to get boring.

Is it possible your graphics card is failing?
I recently had an issue where Fallout 4 kept shutting off the entire computer and rebooting, but only when exploring interior cells. I had 300 hours in the game before it happened. It was only Fallout 4 so I chalked it up to some shitty programming and stopped playing. Then it happened during New Vegas and started with some other games. I finally figured it out to be the PSU failing.
I know that's not what's happening to you here, but my point was it can start with one game and then trickle down to everything else. There are programs you can use to stress-test the GPU.

Definitely, FO3 isn't even worth playing without FWE, it's a whole new game and everything Fallout should have been, or in particular everything the so called hardcore mode should be.
FOMM has never been very friendly to me, so I use either the Nexus Mod Manager or the Mod Organizer.
Ok, can you try the manual installation file? Uninstall your MO, get the file here, look for the 1_3_8 full manual-installation archive. Extract it into the FNV folder (where the FalloutNV.exe is). It should create a MO folder. Run the exe under that folder.
Learned on my own and when i migrated my stuff from NMM to MO2 i just swapped software to integrate LODgen into MO2.

Depends on how optimized your load-order is and what kind of mods you have. Slapping a heavy hitter like an ENB on top of all that can drain up to 20-30 fps (ENB dependant) in some places even with your hardware.

It has some weather types (rain, snow) that will occasionyll dip the fps by 5 or so fps depending on the amount of stuff around it. Its worth using the mod just for the gorgeous sunsets: just disable those fps heavy weathers with the ingame available tool.

Visuals are personal opinions: some like it vanilla, some prefer minimal changes like New Vega Redesigned and otehrs have no issues with the more extravagant Fallout Character Overhaul. Just remember that once ouy installed a face changing mod you cant uninstall it mid-playthrough or you will have issues, even on the save file.
Merging mods isnt as simple as just selecting everything and merging it.
The basic rules are:
For the great majority of merging: putting together all your weapons in one file and doing the same with armors and smaller mods will fix most of your load-order limit issues. If you a have a load-order with 300 esps and still cant figure out how to reduce it then its maybe time you think what mods are a real necessity and what are just useless fluff.

Viva New Vegas is a comprehensive modding guide that includes everything from bug fixes, to graphics, to gameplay and in my opinion the most detailed and best written one available. Prepare yourself to install over 200 mods and do lots of patching and testing, but everything is well explained anyway.

Beautification Project is outdated, has NMM instructions and plain simply will cause more issue down the line, especially when he recommendes the HIGH versions of textures which is just plain bad advice in any guide and should be a big fat warning sign of what your going into following that list.
The baseline with any guide is to learn from tha authors and then apply such knowldege to your own load-order without having to blindly follow every step, since many of those add a LOT of personal opinions on what they think should be in a modded game.
I'd refer to the recently updated Viva New Vegas mod guide, and pick and choose whatever you need. The categories in there will be a great help. And I'd say don't be afraid to go too overboard? I'm running at 150+ mods, with lots of merging to keep it under 130 plugins. But some mods, like Project Nevada, really do degrade performance overtime cause of their bloat. So be careful and smart about it, and it'll be fine. And this guide is a fine start for that.
Viva New Vegas by Qolore7 is a nice and relatively up-to-date guide, although it lacks some major components like Weapons of the New Millenia or WMX, but it's up to you to spice up the mod list. I'm using it right now, and although there's a warning on the guide's page ("Under Construction as of 12/11/18 - Do not use until complete", I'm assuming this is the 11th of December?), it works fine.
One thing right off the bat it looks like you have two no degradation mods, both of which I'm pretty sure may break your game. You also need a bashed/merged patch. If you dont know how id suggest following the conflict resolution from my guide
