Generally speaking, the runners start and stop the timers themselves.
There are a handful of games that support automatic starting/stopping, splitting, and cutscene time removal through LiveSplit. All information about that feature can be found here.
Do note that all the auto-splitters that I'm talking about will be PC only, as they do this through reading (but not changing) memory address. This is not possible on most console without heavy modification or a GameShark type extension of some kind. I do know of a few auto-splitters that watch your captured gamefeed and split under very special, yet easy to detect conditions, like a screen fading to black or white, but these are in the minority.
The "rules" for each game are set by the players who play this particular game. For instance, they will choose where to start and where to end the run (usually near the credits roll or the last boss kill, just something significant), and maybe some things to ban for a category (glitchless, no wrong warp, stuff like that).
What games are easy to speedrun ? Games you like. The reason is, you must be sure you won't get burnt out after a few resets. Plus, it's always more enjoyable on a game you like. Don't do speedrun for popularity, neither for a community, do it for yourself and against yourself.
For the timer software, I can only recommend Livesplit.
Sorry I don't understand your question. Are you asking what split programs runners tend to use? If so, the most popular one is LiveSplit.
If you're asking what a gold split means, it means that the runner just did that segment better than they ever have before. The default colors are red, green, and gold. Red means that you did worse on that segment than your personal best time for the whole game, and green means you did better on that segment than your personal best time for the whole game, and gold means you did better on that segment than any other time you played the game.
There are several programs to time runs, but I guess most people use Livesplit. I dont quite understand what you meant by the last bit. Maybe you are refering to a sprite mod that make all character and enemies be outlined in black., but its not related to Livesplit at all.
Unless you have a really bad computer that has trouble running it, you should be using Livesplit, which is what almost everyone uses. I believe WSplit just has issues with global hotkeys that other split programs don't have.
Whenever I need to time something, I fire up the trusty LiveSplit.

It's a program called LiveSplit, and most of the time it won't know when to split the times. For most games you will need to set up global hotkeys, and you press a key to make the split. Some games (at the moment I can only think of Portal and Dishonored) have autosplitters that people have made, and those do it automatically, but the vast majority of games don't have that.
Other than that, to get started just pick up a game and start running. If people have run it before, check out other runs/tutorials on strategies to use and just practice practice practice.

The Elgato Game Capture HD has some noticable lag between device and capturing it. One way some have dealt with this issue is by adding some buffering time between their webcam, mic audio, and timers. The only time that I know of that allows for this is LiveSplit, but I haven't researched very much otherwise. I like LiveSplit, and you can import your WSplit times into it by simply opening them.

The community when the timer begins and ends. However, the runner can choose the splits in between at his own discretion. Some communities may standardize those as well, but I haven't run into that.
There are some PC games and emulated games that have programs that do auto-splits. Most are done manually by the runner with a button or foot pedal. The most popular program is Livesplit.
Speedrunner here. LiveSplit is a great tool not only for tracking your timing in general and logging if it's a best time, but you can even start splitting out multiple training modes. For example, you can set up a speed run through all the all star trainings and create a "split" (or timed segment) for each one. Seeing tangible progress is fantastically addictive and I'm glad you've found what I find joyful about grinding out best times in the various games I run.
Each game has moderators who take care of the leaderboards. They verify runs and set rules about how to time runs.
Often people time their runs using LiveSplit. It can measure in-game time for some games.
The biggest sites for leaderboards are speedrun.com and zeldaspeedruns.com
The most popular split program is LiveSplit. Wsplit is common too. Llanfair is a 3rd but personally I'd only recommend that if you're on Mac.
For a beginner-friendly game, well it depends on what games you like and are good at. I've always been big into platformers, so I found Super Mario World easy to get started with. I'm biased though :) Just pick a game you really like.
I must be really new to programming cause I don't know what a storyboard is! I just finished a C programming class this fall, so I just know the basics so far. I mostly want a replacement for LiveSplit (http://livesplit.org/) that can be run in the terminal.

Some advice:
Since it is a mobile game, you should use either an emulator or a mirror software to link it to PC. This allows you to capture video/audio/stream/etc a lot easier. BlueStacks, if I'm not mistaken, is the most popular mobile phone emulation for speedrunning. Tons of guides and such exist online on how to get that up and running.

Since there are no recorded runs (that i was able to find) you would be the first to submit. That means you'll have to route it yourself. Check out one of my favorite 'how to route' explanations from /u/AnAngryPanda I came across years ago.

If you right click on a livesplit window, you can either edit layout and edit splits. Messing around with those will pretty much get you where you want to be. The livesplit website has a list of components in terms of layout and you can read a description of each here: http://livesplit.org/components/.
All these programs look so similar... Though seems like it's LiveSplit.
At first I thought you wouldn't be asking about the timer as it literally took me 5 minutes to go to speedrunslive.com and check which of the tools looks most like the one in the picture
Well im also new, so ill help as much as i can. Most runners seem to use Livesplit http://livesplit.org/. What i would do, is check out a vod for someone speedrunning your game, and write down the names of all their splits, that way you can just open up Livesplit, right-click it -> edit splits, and copy down what you wrote from the vod. Then you can also watch that vod to know when you should be "splitting", as in, when one section is done, and you move on to the next.
Im afraid thats all i got, theres a tutorial on the livesplit site detailing what you can do and how to change settings and such, it can be a bit tricky at 1st, but like speedrunning, practice, and it will become 2nd nature. Good Luck, hope it helped at least a little bit.
If you are wanting a customizable timer http://livesplit.org/ is probably the best option at the moment.
It does not support 2 rows.However you can use sub regions. You could perhaps request the makers of livesplit to make a double column feature.They are very nice and happy to help :)

I'd also like to mention LiveSplit: http://livesplit.org/ You can share your personal best times directly from LiveSplit to PB Tracker, you can use a live graph showing how well you are doing, and you can move each component of the timer however you like! LiveSplit is made for speedrunners. I highly prefer this one over Wsplit
LiveSplit's 1.8.15 version features a check box for "Ignore Mouse While Running and Not in Focus" under Edit Layout... > Layout Settings
at the very bottom.
This will allow you to click through LiveSplit while it's not the selected window. To re-select the window, just use Alt + Tab or select it in the task bar.
I’m not near my computer to check exact names but.
Go to “Edit Layout” and make sure in the window that pops up you see something that says “Splits”. If not click “Add” and navigate add “Splits”.

I've never run Celeste, but I've had good luck using the Alternate Timing Method component to track IGT and RTA simultaneously for Super Metroid. RTA is the main timing method, but IGT is still neat to be aware of for that game.
While learning sections is a must, sure, it's also a trap. You constantly learn and re-learn sections but you'll never finish a run. On top of that, you never know which sections you actually need to practice more.
So here's what I would do IMMEDIATELY. Get LiveSplit and get used to running the whole game. That way you'll set up splits for your next attempts and see right away where you constantly lose time and/or are inconsistent.
Another piece of advice: Istead of looking at the WR, look at your PB and split against that.
You mean a splitting tool?
If you mean that, I think you should go for Livesplit, it's the most common splitting tool that you cna use for making splits (the notes) and use the lap timer..
There are Speedrunning tools at the bottom of the page, but to summarize some programs:
OBS - Streaming/ Window capturing program. You can arrange images, video feed, etc all around your monitor, which is pretty much the backbone of stream layouts.
LiveSplit - Timer program that allow you to show and manage your run time and splits. You can capture it using OBS.

I used it on my TR speedruns. It has a nice and cool visual customization stuff.
Edit: Think he's actually using WSplit, but I find that program pretty outdated, LiveSplit has been much easier for me to use and has more features. If you want just a basic timer just change your layout to only display the actual timer and nothing else.
If you're interested in speedrunning yourself, the best thing to do is to pick a game you love (and won't get bored of) and just do some runs! A lot of games have tutorials and people in the community are very friendly so you could always ask other runners of the game for help.
Additionally, it would help to download LiveSplit to time your runs, and buy a capture card if you want to record/stream from a console.

On the right monitor I am using Chatty IRC which also has any dashboard editing and such that you would need to do. My timer for speedruns is livesplit , just if anyone is curious. Last is OBS preview window mostly so I can see audio levels.
What do you mean by templates? Like, streaming layout graphics? They're really only tangentially related to speedrunning, but people usually make their own if they do that. Most people just stream gameplay and splits via xsplit or OBS.
What category are you looking to run in SMW? You can watch runs from the leaderboard at speedrun.com/smw for general routes/strategies.
It's a lot of fun. If there's a game that you really love but think has run out of replay value, look it up on twitch; there are tons of speedrunners on twitch, and if a game is somewhat popular, then there will most likely be at least one person running it on twitch at any given time. I recommend LiveSplit to time yourself; it's free and easy to set up!

Livesplit is currently the most popular/feature rich timer. People just setup splits where they prefer, for something like GTA it would probably be after certain missions.
Pretty much the only thing that really matters is start/stop splits, everything else is your choice; you might want to look at someone else's splits points if you want to compare against them.
They're probably using LiveSplit to display all of the info above their cam. You can set the background of Livesplit to a specific colour, window capture it in OBS and enable the chroma key option to make the background seethrough. Then just put a background image in your stream like the one that person has.
Livesplit is very customizable so you might have to tinker around to get all the specific pieces of info they're displaying.
I use a program called LiveSplit and add it to OBS via a Window Capture. It's a bit complicated at first, but it's simple to figure out if you spend some time playing with it, and it's very customizable.

One of the most commonly used speed running timers used among people like live streamers is LiveSplit. I have personally never used it but from what I've seen, it looks very customizable for specific games and has some very cool features on it. It also saves your times from previous runs so you can see how well you're doing as you're going.
I use Livesplit. What you want to do when you download it and open it is right click it and click "Edit Splits..." at the top. Now once you've done that you want to fill in the information at the top of the new window. You will be typing in "Dark Souls 2" for example. After that, pick a category if it's there. If not, type it in yourself.
Once that information is in there, it's time to add splits. As /u/Rebuffering stated, you might want to simply look at another DaS2 streamer's splits and copy those. I would suggest splits, but I have no idea which category you're after. Once you know what splits you want, click "Insert Below" or "Insert Above" at the bottom (doesn't really matter) until you have enough sections in there equal to the number of splits you want (for example, glitchless any% has 18 splits, so I want 18 sections). Once you have the right number, simply add in the names of each split. The reason I suggested putting in all the splits at once is because when you're done typing the name of a split you can simply press Enter and it will go down to the next one. Much faster, and we're speedrunners, right?
Now that we have all the splits, hit "OK" on the bottom right, we're done with that window.
The next step is to right click LiveSplit again and then choose Settings. This is where you want to choose your keybindings. If you're running on PC, make sure you choose bindings that don't interact with the game. The only important hotkeys are the first 5 that are listed, so don't worry about the rest. When you're done picking hotkeys click "OK". We're done!
Now you should be completely ready to go. It might not look super pretty though. If you want to make it look awesome, for example if you're streaming or you want to make it transparent because it'll overlay on the top of your game, you can right click Livesplit and choose "Edit Layout...".
