I work for a software company, so maybe this is too specific but Screen2Gif is amazing for quickly recording UI problems to an animated gif. There's lots of options for Mac but this is the only decent version I've found for Windows.
ScreenToGIF is currently my favorite "new" tool. Discovered this gem a few months ago. Super easy to edit your capture (i.e. granular control over the transition speed between each frame, edit/delete frames, mouse-click recognition etc.).
We use IT Glue for all of our documentation and occasionally send how-tos to our clients. IT Glue support embedding GIFs so a few well-scripted captures can eliminate the need for 10+ individual screenshots with explanations.

I love finding somewhat niche programs that are really lightweight and incredibly helpful. Just found Screen2Gif last week. I work in IT and do a lot with our internal Wiki that's used for training and whatnot, this is great for creating gifs for tutorials, also work in bug testing so this is also great for getting video of visual bugs or GUI errors.
You should use OBS for recording video. Then use Handbrake to compress.
For creating gifs or short videos... ScreenToGif is amazing.

It lets you select the region you want to record and has a built in editor. So you can trim the gif before you render it.

I use ScreenToGif it has a lot of configurations and it's really easy to use. About FPS you can set it up to what you want, being the upper limit your screen refresh rate.
For animated gifs I found ScreenToGif by Nicke Manarin. It is an open source app with a single portable 550k exe. I couldn't believe how feature rich it was for being so tiny. Check it out :P
Well I have almost 400 Raildex gifs and images, but looking through them I can't find anything from the scene you mean. The closest I could find was this, but that's a shot from Index.
Since you know exactly what episode that scene is from, the best shot you have would probably be using something like screentogif and make one yourself.
I've used GiphyCapture on OSX and ScreenToGif on windows for capturing short bursts of video in GIF form. Both are free and work really well!

I use ScreenToGif. You can look at my Wolverine RT, I made all the gifs (with the exception of like 1 or 2 I found online) with it and they are usually pretty smooth when I upload to Imgur/Gfycat.
I've never used another program though, so Idk how it stacks up to others.

The screenshot script is nice because it allows you to increase the resolution, and save the screenshot directly to your device. It also enables your players to take screenshots themselves, if that is something you'd like to support.
I use Screen to Gif for my work documentation and have had some tremendous success. Definitely worth a look at turning captured videos into usable and high performance gifs.
What do you use for making GIF's? I use ScreenToGif, but the quality can be really subpar sometimes. I've seen a lot of recommendations to use photoshop, but I don't want to pay per month and it seems like a steep learning curve.

Well, I was using Screen to Gif then uploading to imgur, but that takes like 10 minutes to process and upload. My computer has screen recording and gfycat will convert videos to gifs and upload automatically, so I'm gonna see if that's faster.
well to edit you'd need to parse the frames into images first, which I dont know how to go about, though I reckon it's possible. That said if you just want to edit an existing gif, why not use already existing tools, such as ScreenToGif? Unless of course you just want to build an editor for the heck of it, which is totally fine reason on itself. =)

Allows me to quickly create a GIF to send instructions to my users. Just used it to make a tutorial on how to create an Outlook quickstep to report SPAM.
EDIT: No Installer, just put the executable on your desktop or flash drive.
