When one of those full-screen ads opens up, go to the task switcher, long-press on the app's icon (in the title bar) and then click on the little "i" symbol. It'll tell you which app it is and let you uninstall it.

Failing that, when you next see an ad, go into Developer Options > Running Services
and look at the apps which are running. You could narrow down the list of culprits that way.
I'm pretty certain these ads are being pushed by an app which was updated to include invasive adware. Could be a legit app was bought out by assholes like Cheetah Mobile and then infused with adware.
For anyone else reading this with the same question, the URL was chartboost.com lol. I was still getting ads even with my adblocker on, so I used an app called Appbrain Ad Detector that tells you what ad companies all of your apps use, and then blocked their URLs. Here's a screenshot of the URLs I blocked to get rid of the ads in the app I was using.
Another third party tool is https://play.google.com/store/apps/details?id=com.appspot.swisscodemonkeys.detector which is a little more convenient if you don't mind installing it.
Use AppBrain to figure out which app is serving said ads & delete it.
Obviously, you'll have to sideload it on the Shield.
Who made your phone? If Samsung, the Galaxy Store has an app, Nice Catch, that will also detect "commercials." If not, there are other apps in the Play Store (none of which I have tried, however). I recently used it to help a friend out who was getting advertisements randomly on her phone even when not in an app.
It will also list out what apps have what (potentially dangerous) permissions.

I use it to see which libraries and analytics services an app uses, but it also shows the ad networks.
Does it happen while you're browsing? Then it could also be Googles fault. Since a while there are sometimes Google ads on mobile websites that push you to the play store without doing anything. It's very annoying and so far Google wasn't 100% successful with removing them. I know a few big blogs who stopped using Google Ads on their mobile websites because of that issue.
Install AppBrain Ad Detector; Identifies what ads come from which apps.
This app will tell you which installed is causing said ad.

Sorry to double-post but there are a few different apps designed specifically to find and remove hidden adware from Android. There are a lot of them but I know all 3 of these are good apps because I have used them in the past. All free.
This will help you determine which app(s) are causing the ads.
Sounds like you need to utilize this to find/remove the guilty app.
