Have you tried using an alternate dialer to the default? I recommend Eyecon. It automatically adds photos to your contacts... and will display numbers even if they aren't in your address book.
Truecaller isn't the only caller ID app that's become wildly popular here. Eyecon is another one, it even looks up social media handles associated with the calling number!

Google added compliancy permissions in March which most call recorder apps were not granted. Without the permission, they can't access your call log for the recordings to work properly. I work for this app, and we were able to gain an exception that allowed us to still record contacts names because in addition to recording calls we are also a dialer and caller ID app.
