Are you manually setting the DNS on your phone? If so, are you including an IPV6 address if that's what your home network runs on? Try this if you're on Android, I used it before I changed the DNS server in my router.
Assuming you're on Android, you should be able to work around this by setting your own DNS servers (use google or open DNS). Try this app: https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en_US
Edit: This app, though popular, has a sketchy privacy policy: http://burakgon.com/privacy.html
I'm using Adguard DNS in conjunction with Android DNS Changer.
https://adguard.com/en/adguard-dns/overview.html#instruction
https://play.google.com/store/apps/details?id=com.burakgon.dnschanger
Using the following DNS entries:
176.103.130.130
176.103.130.131
It blocks all ads very well.
I have it running on my home router for about a week now without any impact to all home devices running on Ethernet and WiFi.
Just remember to add the DNS entries for both IPV4 AND IPV6.
176.103.130.130
176.103.130.131

Oh, you're practically set in terms of hardware then! Installing Pi-Hole on the PI2 is a breeze. Setting up DNS on your Android will be a lot easier if your phone is rooted, however, I just found and tested the app DNS Changer (no root 3G/WiFi) to get the job done without root. The app only asks permission for your location, but does display ads when you're in the app itself. Again, super easy, just set the DNS to the Pi-Hole IP and it's good to go. I have to add this disclaimer though, I haven't thoroughly tested the app in case it's guilty of any funny business. For the past 15 minutes I can see the requests made from the Pi-Hole console and all looks legit.
I had the same problem yesterday,
Went to my service provider and after 3 assistants couldn't fix the problem, they told me it was a problem with my phone and to go to a Samsung shop.
I got home and decided to try changing the DNS settings, didn't have much luck until I used this app: https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en
I suggest you change the DNS settings, do a Google dearch for instructions or use the app.
Good Luck.
I found a solution and it is working good.

But i have a question. Why it is asking permission for VPN? Is it making a VPN connection? And why i am seeing VPN (key) notification on status bar?
Install this DNS changer make sure its on Google DNS, click start, launch app again. If it works now, then we know there's something wrong with your dns
Teste. Teste. Não cruze os braços, teste configurações diferentes, deixar no default não é teste nenhum)
I don't think singtel router can change dns, change the dns on your devices.
For pc: https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10
For android: (I used this app but not sure if it is slower, there are other apps also) https://play.google.com/store/apps/details?id=com.burakgon.dnschanger
DNS Changer (no root 3G/WiFi) creates a local Vpn to change dns. You can choice those you want into the app. To change dns with a Vpn you can't create a Vpn manually.
I am having the same problem as you but I am using an s7 edge on android version 6.0.1. My ipads are working fine with pi-hole. I tried to configure my phone's dns to resolve to my raspberry pi but it just wouldn't work, I would still see ads and I couldn't connect to the admin page.
Then I downloaded this app and forced the dns to use my raspberry pi address. And now it works. I am even able to access the admin page.
I don't know what is going on maybe someone who is more technical than me can explain it. Because I don't want to use this app in order for pi-hole to work if I can avoid it.
I don't know of an app that does that, but you could try using a DNS Changer (https://play.google.com/store/apps/details?id=com.burakgon.dnschanger) and change the DNS to OpenDNS' Family Shield (https://support.opendns.com/hc/en-us/articles/228006487-FamilyShield-Router-Configuration-Instructions).
The only thing "Block This" does is changing DNS servers, it does not route traffic through itself, that's why there's no change in battery stats. The downside is that filtering quality is not very good, you can't apply cosmetic filters and remove empty ad placeholders from the websites. However, it's enough for blocking most of the mobile ad networks and get rid of in-app ads.
Here is an alternative solution:
Yes this is a pain.
I use https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en which works well - simply point it to your Pi-Hole.
It does sometimes lose the connect - but you will soon notice that when you see an ad! One button press to reconnect :)
Ah, disculpa. Pense que era gratis.
App DNS Changer. Pero parece que trae compras y chaya, no se si solo avisos.
For curiosity, what mobile network are you on?
Also if on Android, turn off VPN and use this app and change your dns to 1.1.1.1 and let me know if it works.

Lo bloqueó hace tiempo. Me dí cuenta hace como tres meses.
Utilizo DNS Changer en mi telf. (Imagen) y me funciona muy bien.

You are right: you need to set it up on every single WiFi network you don't own, and won't work on mobile. You can make it work with DNS Changer (https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en), but I don't use it so I don't really know how good it is (or isn't), or battery consumption.
If you're on Android, give DNS Changer (no root 3G/WiFi) by burakgon a try. Set your DNS to the ones that AdGuard hosts and enjoy system-wide ad-blocking.
It is a DNS issue. Download DNSChanger (if using an Android phone):
https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en
This changes your DNS servers to use google's (by default, but you can change). Works find for me. It is an ISP specific issue related to DNS.
Seems like a bug.
You can use apps like DNS Changer to change DNS without root and still use DHCP.
You just need to change your DNS to google's or OpenDNS.
I don't know if she's on Android or iOS but since you're talking about rooting, I assume that she is using an Android phone.
This is the app I use to change the DNS on my phone. No root needed. https://play.google.com/store/apps/details?id=com.burakgon.dnschanger
Absolutely, as long as home is the only place he or she looks at porn. For the phone itself, they could try something like https://play.google.com/store/apps/details?id=com.burakgon.dnschanger
Dns changer. I use it get US Netflix.
https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en
DNS Changer, no root, no subscription needed.
So I've been using a simple DNS changer app plus AdGuard's DNS to achieve this for a few weeks now with no trouble and no permanent notification. What advantage could this have? I don't care that AdGuard are likely selling my browsing habits; if something is free then I'm the product, after all. I can flip it to my PiHole when at home if I want to do something really sensitive anyway.
I actually used to use a DNS to improve my connection. It wasn't super consistent for me but you can give it a try.
I use this to check DNS connections
(Optional)
I use this to check my internet speed
Hope this helps.

I use this one. You can change your dns both on wifi or mobile.

Probably your DNS has an inbuilt Vpn. Try this DNS they recommended in pubg discord faq: https://play.google.com/store/apps/details?id=com.burakgon.dnschanger
Use DNS changer app... I had same issue, I started using this app and speed never mattered!

Sounds like its your dns. I'd adjust your router to 8.8.8.8 as your dns. You can test this on your phone by using a DNS app. Check this one out for example. https://play.google.com/store/apps/details?id=com.burakgon.dnschanger&hl=en_US If that works your router needs to be adjusted to 8.8.8.8 or a DNS of your choice. Are you running android P per chance? if so there is a built in dns changing option.
Most ISP's lock down the option of changing the DNS settings in the routers provided by them. Though this doesn't men you need to continue using it that way. You can change DNS settings in your client devices though on Android you would be required to use a third party app to do that.
