While not specifically a game, DosBox Turbo is an awesome dos emulator for under $3 that lets me play Doom, Diablo II, aircraft 2 and a ton of other dos and Win 9x games. If it weren't for DosBox Turbo, my daily two hour train commute would be almost unbearable.
Dosbox Turbo for Android also has Vodoo/Glide emulation (experimental). I've been able to run Windows 98 and Diable II on my android using it.
Dosbox and Magic Dosbox are two DOS emulators for Android. I've never tried them on the shield though, so you're on your own there. I'm sure you would have to sideload them and see what you can get working. Good luck!
Ahh... excuse me, I read your question a bit wrong. You have to download a port of DosBox e. g. https://play.google.com/store/apps/details?id=com.fishstix.dosbox (there a lot and a lot are also free, it's just an example) or ScummVM (in case you wanna play point and click adventures without any bugs) or something like that (there are also emulators for eg snes, ps1, ps2 and so on games available). After the installation in case of a DosBox emulator you just have to put the game files in a folder, start the app and give it the location of the game files (what might be a bit tricky, but there are dozens of tutorials available)
This plus a usb keyboard worked for me on my Tab 4 - not a whole lot of fun to set up but Blake Stone was very playable, and Win 3.1 was as usable as Win 3.1 ever was.
You can get DosBox Turbo for Android - it worked quite well when I played around with it some time ago. I got it to run Commander Keen really well!
You can't play 2 sadly because it's a Windows release. You can play one using a DOS emulator. Best one out there for Android is Dosbox Turbo
You can play the first one with Dosbox Turbo but you need the DOS version of Fallout, which you get if you bought it from GOG or retail, not sure about steam though. Here's a guide!
I have personally played it on a nexus 5 so I can confirm it works, but I played it with a controller so not sure about how good the touch controls are.
You could also try somehow getting an APK of turbo DOS box onto the chrome book and then running it.

As far as I'm aware there is no windows phone version of dosbox. I'm surprised to see there is no x86 emulator at all on the windows app market.
However, Android has a dosbox port. So once you get your WP10 upgrade, you should be able (through some tinkering) to run the android version instead.
You can install it using DOSBox Turbo. Unfortunately due to large architectural differences, you can't run it natively, just through emulation.
Reminds me of Dosbox Turbo. He gives you the source, but the last person who published it, did it in 2013. I'm not donating to that scumbag.

Dosbox Turbo is the one I use.
You can run a lot of DOS games on most Android devices these days, including Warcraft II. The app that allows you to do this is DosBox. I'd recommend getting DosBox Turbo to get the best performance, but you can also use the free version. You just need to know it will be very tedious to set this up initially. I couldn't find a specific guide for Warcraft II, but look at this XDA post that will teach you how to run DOS games on your phone. Good luck!

Most of these are pay, but very few have IAPs (and those that have I've noted what they are and how they affect gameplay).
Kairosoft games are a bit on the casual side, but are ones you can keep playing for a few hours at a time. Almost all have some kind of demo (usually limited to the first year or two) so you can pick out some to test before buying.
The Tales of Illyria games are RPGs that are all standalone. The third one (Destinies) has IAPs which states that they are only for new quests and are not needed to complete the game.
Square-Enix has a fair amount of games, though they are pricy. Of note is the Chaos Rings games, a mobile-exclusive RPG series. Others include the early Final Fantasy games.
Jundroo's Simple Planes & Simple Rockets. Unfortunately you just missed a sale on these, but Simple Rockets is often described as Kerbal Space Program Lite, or KSP for phones/tablets. Simple Rockets has IAPs which are solely rocket skins and have no gameplay effect.
Inkle's games - 80 Days, and Sorcery 1, 2&3
Spiderweb Software's two games, Avadon and Avernum. These are very old-school style RPGs and were PC original games.
DOSBox Turbo (or aFreeBox, the free version) can emulate a bunch of old DOS-based games that you can find over on GOG.
Pixel Dungeon is a free rogue-like that runs in small chunks but you can keep going (especially if you do well enough to avoid dying on the first few levels). An alternate is the reworked Shattered Pixel Dungeon
I've heard that Dosbox Turbo is better.
