With Android there is really no limits what can be done. It's just there are some levels and disadvantages. A lot of customization requires being rooted, but if you root your phone you can't use Android Pay for security reasons.
But in the case of screen off notifications no root is required, it's just an app. Here is an example:

I still wasn't able to get AcDisplay to wake up my screen. These two apps did, however:
Notific offers repeating notifications (i.e., if you don't dismiss a notification, it will display again after n minutes) for free, but DynamicNotifications requires payment to show a notification more than once.

I've been using dynamic notifications which lets you use the motion sensor to cause the notification screen to show up when motion happens. It doesn't seem to be using that much power at all.
I did it to help mimic what I had with my moto x 2013 after I had to ditch it because the charging port just stopped working completely.
I am using a blu vivo air lte. Quite small battery to begin with.
Do you have a bad battery life? If not, it's just a bug were it reports google play services taking all the battery. Alternatively, I would advise to root your phone, install a 6.0.1 ROM (like chroma for instance) and use a custom kernel with wich you can double tap the screen to wake your phone. Hellscore is a very good kernel. Of course you can also just change the kernel on your 5.1.1 official ROM. And while you're at it, you can undervolt your CPU (if you have a custom kernel), which can significantly improve your battery life without any consequence.
I use Dynamic Notifications. I set the background to pure black and the timeout to like 5 mins so the screen stays on for a long while after the phone receives a notification. No impact on battery life that I can notice. It's not always on but i guess its the best of both worlds for now.
i do a couple of things - i use Textra instead of the stock SMS app, and there's an option to not turn on the screen when you get a text. i also use Dynamic Notifications, which also only turns on the screen if the light or prox sensor indicate that the phone isn't in your pocket or in a bag.
Last year when the 2014 Moto X was announced I loved the idea of the Moto Display, but the camera held me back from getting the phone. So I went looking for an app to reproduce that on my phone. I came across DynamicNotifications - haven't used it in a while, but from what I remember it did the 'breathing' thing.
Having a 2015 MXP now I think it might have been more what I was expecting than actual Moto Display is, since I have exactly the same thoughts about it as you do. Anyways, you could disable your actual Moto Display and give that a try.
I used this on my GNexus before I got my 2013 to simulate Active Display. It was really cool a few years ago. Might be worth a look for your Z3?

This is what I am using, AcDisplay wasn't cutting it.
Dynamic Notifications uses dashclock widgets for extras like a battery indicator.
For some strange reason, the widgets must be installed before dynamic notifications, or they can't be used until you uninstall dynamic notifications and reinstall.
Install in this order:

3. install any other dashclock widgets.
4. reboot device

Do it like that and you can have a lock screen that shows up any time you move the device for a few seconds(set this time in the settings) as well as notifications and battery indicator.
