I'm not really sure how all of this got started. The whole 'today' rumor is just a rumor. So here's what happened. I got the newest APK from [redacted]. I shared it with a few fellow Phandroid staff (sorry can't share publicly). I posted on G+ about some of the things I noticed. People then assumed because it's Wednesday, I mentioned an update, and I mentioned the Dogfood icon was removed, that Half-Life 3 was confirmed and the update was possibly coming today.
I'm not sure why the need was felt to highlight that in the post. Is the update possibly coming today? Sure. It's also possibly coming in 3 weeks or 3 months.
Edit: https://play.google.com/store/apps/details?id=com.google.android.talk says the app was updated today. Hold into your butts.
I wouldn't look into it too much, that's normally the app ID for an app. Much like how on Android the ID for Hangouts is com.google.android.talk.

Here's the documentation in Apple's developer library. What you saw was probably a fluke. Happens every once in a while.

NONE of those things went away "without notice". There were many months of notice.
Also, Hangouts didn't go away at all (https://play.google.com/store/apps/details?id=com.google.android.talk&hl=en_US&gl=US), and there was more than a year warning before GV integration was removed.
I think you need to evaluate your grasp on reality, because what you posted is completely untrue with regard to the statement "a free Google service that may evaporate without notice", because so far NO free Google service has evaporated without notice.
Hangouts is installed on over 1 billion devices. It's much easier to get users to start using an already installed app then it is building a brand new platform.

Hangouts should be able to do it with the dialer app.
It allows you to make a data voice call to either another Hangouts user, or to a standard phone number. AFAIK it's free for most US and Canadian phone number.

There are two apps that are being talked about here, the first is the Google Hangouts, and the other is the Google Messenger. Hangouts supports MMS and SMS, while I have heard that Messenger will only support SMS.

I've been hitting this issue too and have narrowed down the cause. It seems to only happen when the hangout window tries to dock with the bottom of the screen, which it poorly recognizes as the bottom 20%. This happens in 3000x2000, but not in 1680x1120 (another res I like to switch to for games).
The problem with the hangout window goes away if you resize the hangout (forcing the window to redraw maybe?). I think the issue is with Hangouts not playing nice with high dpi screens. Hangouts. So no, it's not called that. But good try. It's not integral to Google+, because it replaced 3 parts, where Google+ Messenger was one of them.
So the question: How can we make it better
Still has the same answer: by getting rid of the Google+ Messenger aspect of it, because it's useless.
Guess what other apps require those permissions as well? It's as if Android has vague permission descriptions and these apps need those categories to do the job they are designed to do!

Package names can be found by looking up the app on the playstore in a browser.
Look at the link for the app and copy the part that says com.appname.

For Messenger, it's actually a higher version number - 1.9.035.
Hangouts is lower - 10.0.123391178, but when I go to the play store it says its up to date and I don't see any options to update it.
The Play Store (i.e., the app) says Hangouts was most recently updated May 27. The Play Store Website, however, says it was most recently updated July 11. I tried disabling Hangouts (saying yes to "Do you want to restore to the factory version?", which brought it down to version 4 or so) and then re-enabling and updating, but it still only udpates me to 10.0.2391178.
Might this be the problem? If so, how can I update Hangouts if the Play Store thinks I'm already up to date?
IMO the android equivalent to iMessage is Hangouts. SMS, messages, video calls all in one app. Cross platform, android iOS, PC (mac?). https://play.google.com/store/apps/details?id=com.google.android.talk&hl=en
not only does it replace iMessage but the fact that its cross platform is a major plus. I use it on my PC all the time and being able to message people that use iPhones is a plus.
You have to have Hangouts on your phone. There is only a webapp for your computer, so you'll have to use hangouts.google.com
Set Hangouts as your default texting app, and you're good to go.

There's no need to think you're stupid; It's not super easy to do. But I can help!
You can use third-party apps, but some of them give you a different number to call from. You want the calls you make to come from your Ting number.
Step 0. Connect to WiFi.
Step 1. Download and install Hangouts. Android | iOS
Step 2. Once Hangouts is installed, open it and sign in with your Google account. If you do not have a Google account, get one here . Write down your username and password if you have to, because this is important.
Step 3. With the app installed, open the hamburger menu (it's the three lines in the top left corner and pick the Settings icon.
Step 4. Under the setting called "Account" is an option that says
"Verify phone number" is (XXX) XXX-XXXX your phone number?
Click on that. It'll send a text message to your phone to verify the phone number is yours. On iOS, you may need to enter the code that arrives via text message. Then, under that should be a toggle that's marked Outbound Caller ID. Flip that switch ON.
Step 6 (Skip to 7 if you're on iOS). Back all the way out and head back to the Play store. Install Hangouts Dialer.
Step 7. In Hangouts, you'll see an option that looks like a phone dialpad. On Android, it's at the bottom of the phone tab here. On the iPhone, it's the icon in the lower-left corner that looks like a phone, then at the bottom is a little green dial pad button. Push it.
Step 8. Make the call exactly how you would on your phone's regular dial pad. If you are connected to WiFi, the calls go through that instead of the Ting network, and thus you are not charged. The calls will come from your Ting phone number.
If you make these kinds of calls while not on WiFi, you will be billed the data rate for these calls. It's something like 1MB per minute, so be mindful.
I have my Ting GSM line set up this way, and I use the Hangouts calling option when I know I'm gonna be on hold for a while (looking at you, Comcast) and so far, it's worked out great.
This is only for outgoing calls, so you may want to give your inbound callers a "hey, lemme call you back" if you feel like they're going to talk for a while.
If you want to get really technical, you can try to make incoming calls route this way through Google Voice. But it's really remarkably complex and usually unnecessary.

This will allow you to have a second phone book for phone numbers and emails. In addition you SHOULD. install hangouts there
How it works for me. I get to school, turn on the profile allowing Hangouts to send and receive calls then at 6PM or whenever I leave the building I sign out of the profile so hangouts can not receive calls or text.
I was one of the like...seven people that used Google Hangouts, so I tend to use Hangouts Dialer for international calls. The rates are quite reasonable.

Hangouts, Google Voice, and GroupMe don't require phone numbers, I believe.
Inbox never gained traction. I personally tried it and went back to Gmail. I really wanted to like it. Google would have my data on me trying and going back. Like many others. So they would know it makes sense to shutdown Inbox.

Your family will need to use Google Hangouts + Dialer to make/receive calls with their GVoice number over WiFi. There is an option within the app to turn on GVoice integration.
GrooveIP first switched to ring.to as the backend until ring.to stopped offering free service, and now use another system which I'm not familiar with.
have you Tried using Hangout?^(link to playstore) it might fix that issue (although I belive it may need to be on both devies but I could be wrong). if it fixes you're issue (and you continue to use it) you can also use it on you're desktop/laptop as well if you get the extension on Chrome, web interface , client. I'm not sure how the web interface or the client is as I have yet to use them.

You can get Google Voice (Hangouts) to get you a free American phone number, too. You have to go to https://www.google.com/voice/ with an American VPN, and sign up for a free phone number. You can even choose the area code. Calls to the US/Canada are free. Not sure about the legality of this because of the VPN loophole.
Once you have the number, you can make calls from your computer or phone. On Android, you need the Google Hangouts and also Hangouts Dialer apps for your phone. I had to use a VPN to download the apps from the Google Play Store - not sure about the process for iPhones.
I use Straight Talk for unlimited cell service which comes in at about $46 USD including taxes and I'm on the Verizon network.
I use Ooma for my home phone line which is $0 per month.
You can also get a VOIP Box and tap it into a Google Voice to get a free land line.
If you have an android phone and can function with only having a working phone on WiFi you can install Hangouts with the Hangouts Dialer which will use your Google Voice phone service and behave for the most part like a normal phone... As long as you have WiFi

It doesn't support Twitter, but I don't think Twitter really fits with Email and Text conversation messages anyway. On the other hand, it's well supported, integrates seamlessly with Gmail, works with millions of people who already have Gmail addresses, and supports directly tying in with your phones SMS and contacts. There are also browser extensions, and it supports voice and video chat.
