Hoplite. It's a criminally unknown game, but it's a clever mix of strategy and turn-based roguelike elements. You play on a procedural generated hex grid and have to make careful moves to eliminate your enemies and go to the next depth (level). You have some abilities available to you as well, and for a one time purchase of $2 you get access to a challenge mode with countless levels, but the free version on its own is great.

Certainly not the dev, just a fan - it's live in the Play Store now and people here seem to generally enjoy it. I've already played the update and I'm really happy with the heightened but 100% fair difficulty. As the blog post states, every step you take is predictable, making death meaningful, something I really enjoy in a roguelike. Cool to see he's a DC:SS fan, too.
I've been solidly playing Into the Breach on Switch for a few weeks now, it's brilliant. Unfortunately I don't see anything quite like it on Android.
Hoplite is similar in that each level is a puzzle and you must think about your moves in relation to the enemy. It's a brilliant game in and of itself though. You don't control a squad, just the one Hoplite but it's style of play, avoiding being hit, pushing or killing enemies on a hex grid should see you right.

Hoplite isn't free (has a free trial) but is one of the best mobiles I've played, has an very simple but amazing design and excellent replayability. Give a check.

Battle for Wesnoth is free / open source, incredibly deep, and has nice campaigns as well as multiplayer.

I was pleasantly surprised but it obviously doesn't have the same scope as your mentioned games.
If you are fine with emulation there are plenty of possibilities like Advance Wars, Fire Emblem and so forth.
I'll say Hoplite, obviously. A substantial amount of the game is free, but there's a whole lot more if you pay $1.99.
A less obvious one would be R.O.O.T.S. (it's free)

Hoplite is a great little mobile roguelike that I'm always happy to shill for. Simple mechanics put together to create a pretty deep tactical game. Even after a couple of years of on-and-off play there are still a few achievements that I can't manage.

My favorite is Hoplite. It's not too complicated and more on the puzzle-y side, and it's very well made. It can be played for free, and if you like it, I'd recommend the one-time purchase - it adds achievements and challenges for good replayability.

I have really enjoyed a small tactics game called Hoplite. In the game, the player makes one action and all the enemies do the same. Based on the enemy, you can always know what they can and cannot do so positioning yourself in a way that you can wipe them all out is the key to winning.
This might also work as a simple multiplayer game where every player can only either move one hex or attack. The attack pattern could change based on weapon but it should always be clear for other players in which hexes an another player can attack. In Hoplite for example archer can shoot in a straight line through the map but cannot shoot adjacent hexes.

Yes. I understand your point. But you do realize how hard and time consuming it is for a developer to come up with 50 or 100 levels by hand! If the RNG that generates the levels is at least a little bit fair, and the mechanics are solid, I don't mind the randomness. (BTW, just remembered another of my favorites: Hoplite)
Hoplite is a great game. One-time unlock fee with a generous trial. The achievements are well designed and offer a lot of replayability.
It's cool, just know that roguelikes are a very old genre with decades of history and fans really dislike how developers are mislabeling their games to jump on a trend.

One game that's always on my phone which has a fairly high skill ceiling is Hoplite.
It's got a clear rule-set with unique character perks that really change how you play the game. Progression is handled through achievements / challenges. After you beat a challenge you unlock a new perk giving you more options on how you want to play. There's also a challenge mode which gives you a set of perks and you have to complete 3 levels with those perks.
If the game is your kind of a jam you'll most likely get a least a month worth of playtime out of it.
Check out Hoplite! It's a simple, turn-based strategy RPG with 16-bit graphics. First 16 levels are free, but the difficulty ramps up so much that you're gonna spend at least 2-3 hours before you consider buying the whole game.

Hoplite! I've been playing it on the same model phone. It's kind of like a one-man-army chess (turn-based, movement-based attacks) with random board configs/enemy placement and semi-random upgrades. You can usually clear the board/advance the level in about a minute, and playable with one hand. Gets very difficult as you get deeper, even after you learn to think a few moves ahead.
Totally playable without buying premium, no ads or anything.

The game let's you reach level 16, which is actually pretty difficult starting out, then If you like it, you purchase premium for $3 unlocking more levels and a new game mode.

I commend your approach to not wanting to put ads or IAPs in. However, it is an extremely difficult market nowadays to have a paid for game on mobile. Back in 2007/8 it was totally viable - free demo then a paid for version. But now the market is saturated with F2P and even worse is that there are software houses that will take a look at your game - providing it is successful - then produce 4 or 5 clones which will be F2P and will wipe you out.
You also have to look at the market around your game, when I first saw a screenshot I thought hey this looks like Hoplite - I have no idea if it is or not, I based it purely on the visuals. In this comparison people will be far more likely to play Hoplite as it has 0 buy in cost.
That being said - I wish you the best of luck with your game and hope it exceeds your expectations!

7 Day Roguelike is an annual event where the participants try to create a game in the roguelike genre in 7 days. All games released during the event are free and open source. Some of the games that are release might also later be remade by the developer(s), Cogmind is an example of this. Some other games that were originally 7DRL's are 868-Hack, Hoplite and The Nightmare Cooperative.

Hoplite has been ever present on my main device since it was released.
Roguelikes, generally:
Have top-down, turn-based, grid-movement
An emphasis on your actions having meaning and permanent consequence
Replayability through randomized elements
Rogue-lites draw inspiration from Roguelikes but are generally lacking in some elements.
Rogue Legacy and Isaac (and Spelunky and many more) are both real-time action-based games, which cuts down on the tactical movement of most roguelikes. Some have more of an emphasis on this than others. If I make one wrong step in something like Hoplite, I'll probably die.
They both do have randomized level layouts but as far as I can remember that's as far as they go in terms of each run being different. In NetHack, not only are the levels randomized, but the potions of various colors do different things on each run (and there are ways to figure out, safely, what they do). The scrolls of different descriptions also have their effects randomized each run, among other things.
They are great games though. If you want to try a Roguelike roguelike, give Brogue a shot, it's free. Dungeon Crawl: Stone Soup is also good and a little prettier; also Tales of Maj'eyal is free on its website (or you can buy it on Steam). There's also Dungeons of Dredmor which I remember having a lot of fun with but I've heard a lot of complaints that it's lacking in depth and the art style puts some people off.
Or you can try the original Rogue in the Retro Rogue Collection (scroll down a bit) with various versions of the game and a few customizable graphic styles.
The best Android game I've played
I do not like using Indiegala's website. I don't mean I have anything against the company, they seem great and have good deals, but the website itself is just hard to use on mobile and the profile "claiming" business adds a ton more steps to the signup/login process (took me like fifteen minutes to reset my password!).
Anyways, I looked at all the Steam pages and this bundle actually looks GREAT! A lot of early access titles, which I don't normally care for, but the first few reviews for the games I'm interested in are pretty positive, and they say the games are in a polished enough state to be fun.
<strong>Expect the Unexpected:</strong> I'm definitely playing this one! It's a roguelike, not a roguelite, so there's permadeath and you don't get to carry anything over to your new character. I'm a hoarder in games and would definitely carry stuff over given the chance, but I also like the true roguelike permadeath when in turn-based games. Looks okay graphically and has some RPG/story elements so that's cool.
<strong>Dungeons of Hell:</strong> I actually didn't click on this before I bought the bundle because I didn't like the cover art, but it's a game inspired by one of my favorite Android games, Hoplite!! Dude I'm even more excited now. Hoplite is a turn-based, procedurally generated, roguelike game that's almost like a puzzle. You see all the enemies at once on the field, so you have to plan out how to use your moves and abilities to both kill enemies and tactically position yourself so you don't get hit on the next turn. Super fun and challenging, and I highly recommend the Android original. You can play almost the whole game for free on Android and there are no ads.
<strong>Mayhem ZX:</strong> Early Access - This looks like a couch multiplayer brawler/shooter/something like that so I'll probably be terrible at it, but I love the art and there's a solo mode with bots. Reviews say: it's really fun!
<strong>Mercury Fallen:</strong> Early Access - Space colony management/sim game, not really my thing but I like space stuff so I might give it a shot, and actually I think I've been following this game on Steam after seeing it somewhere else. Reviews say: it needs more content, but visually it looks nice and is stable.
<strong>Gamma Bros:</strong> Early Access - I'm not really into shmup bullet hell kinda games, but I do really like how it looks.
<strong>Megaton: Total Destruction:</strong> Early Access - Blow up stuff with bombs. That's it. That's the game. Honestly, that sounds fun and like good stress relief. Reviews say: controls are a bit wonky but workable.
There's a bunch more games, I'm just personally not feeling them. There's a Russian meme game for those of you who like Russian memes. $2.99 for 6 games that sound pretty good to me was a no-brainer though even though I'm usually cheapgamer to the max. Good stuff Indiegala.

The 7-day roguelike challenge (a game jam) has created some hex-grid roguelikes with a single avatar. Being jam entries they are small in scope, but here are a few examples if anyone's curious:
The most famous is probably Hoplite, mentioned elsewhere here, which is an excellent small-scope mobile roguelike with a hex grid. It really shines if you start challenging yourself to get the achievements, as simply winning is rather easy, for an RL.
Darren Grey (host of Roguelike Radio) has been experimenting with this formula for a few years now. He's made FireTail and The Trapped Heart, and his most recent one is Time To Die but watch out his games are tough!
I made a very small hex-based turn-based reimagining of the original twin-stick shooter, Robotron 2084, called Turbotron which is designed to have super-short sessions but the tactical depth is pretty light.
I definitely like the rapid play pace of a single-character as opposed to squad, and hex has a lot of nice aspects over square, so I'm also interested in this design space.
If you relax the hex constraint and are okay with square grids and ASCII, then the world is your oyster. Start with Brogue and then if you like it try The Ground Gives Way. These are two games that are hard, powerfully strategic, give rise to varied and interesting tactical moments, and have really cohesive design visions. What they don't have is graphics.
I am fairly rubbish at roguelikes and even I managed a few of the challenges in D**mRL. Apparently AoMr is listed as "medium" difficulty and I found that the easiest of the lot. The full list is at https://drl.chaosforge.org/wiki/Game_Settings#Challenges
Hoplite on Android is so tactical it's almost more of a puzzle game than a roguelike. Once you learn proper strategy, not getting a completion becomes rare and you can then start challenging yourself to get the achievements.
Convoy is described as "Max Max meets FTL". I think it's got more strategic micromanagement than FTL, especially in the combat (eg: moving smaller vehicles to block enemy fire and protect your MCV). I suspect someone with high skill could keep a single game going for a very long time, there is a Steam achievement for doing just that. I half expect u/DarrenGrey has done this already.
NEO Scavenger is kinda half RPG and half roguelike, it has a linear story which can be completed. Figure out the best starting build (at least Melee, Trapping, Botany, Tracking) and how to use it, and the first half of the game becomes much easier and less frustrating.
I know you're talking about PC but if you include mobile, Hoplite is so what you want. Unique worlds, very deep strategy, challenging, and short. Swap Sword is an amazing match 3 / Roguelike hybrid and super fun and short. Doug Dug is a kind of mining game but weirdly very much a Roguelite and has insane replay value. It's an action game but a really great medium-short action Roguelike with 15-45 minute games, and is just spectacularly fun and diverse: Wayward Souls. Last but not least, 868-Hack is out on PC as well as mobile.
Ok and also I'm sure you know about it but I feel like I'd be a criminal if I didn't mention the ultimate action-Roguelite: Spelunky.
Hoplite is my go-to. Fast runs, lots to learn, very rewarding, easy to stop mid-run, top tier poop game, etc.

Stripped-down things like Hoplite, Pixel Dungeon, and Ending might work. They all run on my Android tablet, which is something like six years old.

What Steve says is correct -- roguelikes are generally hard and unforgiving.
But: I did balance the game some since that post. For example, the is beginning less immediately dangerous. The stronger doses and harder monsters don't spawn right next to you so you've got some breathing space (but not a lot or the beginnings would be boring).
I'm pretty terrible at roguelikes myself and I've managed to beat this game. I have not managed to beat almost any roguelike I've played. But yes, unless you want to figure it out on your own, read the help (which actually didn't exist back then).
All that said, I've tried to make this game pretty accessible to non-roguelike players. Within the "traditional roguelike" genre constraints -- I can't do much about the graphics or the unfamiliarity of the 8-directional movement.
But the game is pretty simple to learn and understand fully. And it's pretty deterministic. But don't beat yourself up -- I still lose a lot and I wrote the thing :D.
If you do find the experience compelling, or want to try other games that are pretty accessible, check out 868-HACK (PC, iOS), Hoplite (Android, iOS), Hero Trap (web) or Brogue (desktop).
They're all much easier to learn and play than most of the traditional roguelikes and they're all really good.

I'm a fan of mobile games, but most of the market is garbage. I only play games that have a one-time fee to remove ads/play. Anything trying to sell me bonus lives has bad incentives. I also like games that allow me to stare off into space between moves, which cuts down on the relevant possibility space.

5) Hoplite | $2.99 - Portrait
Hoplite is a turn-based roguelike with tactical combat and a simple core gameplay mixed with a painstakingly high difficulty.
Played on a hexagon-tiled map that we move around one step at a time, the objective is to get to the end of the floor by taking out all opponents using our spear, knocking-back bombs with our shield, and jumping to avoid incoming attacks.
Once we reach the end, we get to pick an upgrade that lasts until we die, and then continue to the next floor.
The game is free to try, after which the full game unlocks for $2.99. It’s an easy recommendation that takes some serious brian-power to complete.

Next, I wanted to include a game that I can almost guarantee you haven’t played yet because it’s a fairly new and unknown indie game, called Twilight Dungeons, whose unique take on the genre has us attempt to survive a truly strange world world by learning about and utilizing its many flora and fauna to our advantage.
Yes, you read that right… the core gameplay involves searching for harvestable plants that we then use to craft items and equipment. And maybe most interesting of all, we can even plant seeds to grow, harvest, and create more plants, giving the game a unique survival-like feel.
This is really only scratching the surface though, because there’s lots more to this game and its many systems, and since it's entirely free without ads or iAPs, it’s a must-try if you like strange worlds and unique gameplay.

If you’re a fan of the sci-fi theme and genre, you might also wanna check out Out There: Omega Edition, which is an RPG adventure game that mixes in some exploration and roguelike elements, such as a procedurally generated universe.
The core gameplay is all about keeping our crew alive by managing our field, oxygen, and the hull of our spaceship, which are resources we find as we travel from planet to planet.
The further we travel into space, the more events and random encounters we meet, and the decisions we make during these often significantly impact the rest of our run.
Out There costs $4.99, and although it’s very hardcore and diffiult, it’s also highly replayable, and while it might not be as traditional a roguelike as the other games mentioned here, there’s a high chance you’ll enjoy it if you like old-school roguelikes and sci-fi.
8) Rust Bucket | Free - Portrait
One of the better free-to-play roguelikes around is definitely Rust Bucket, which has us study enemy movement patterns so we can avoid their attacks and land our own, which is an incredibly important lesson as we die in just a single hit in this game!
The game features 40 puzzle-like levels, and then an endless mode, and while turn-based, the experience feels relatively fast-paced, making it a great casual roguelike for short play-sessions.
Rust Bucket monetizes through showing ads when we die, which can be removed through iAPs up to $3.99, which is a great relaxed way to do monetization in my opinion.
9) WazHack | Free Trial - Landscape
WazHack is a hardcore side-scrolling roguelike inspired by Nethack - that 1987 game that Pathoas: Nethack Codex was also based on.
This essentially means that every run features a procedurally generated dungeon, loot needs to be identified before we can equip it, and it takes A LOT of attempts to finish the game.
Like in any great roguelike, there’s a bunch of character classes to pick from, each with unique stats and equipment, and the game features both single-player and co-op dungeons full of traps and enemies.
One of the most interesting aspects of Wazhack’s combat system is that ranged attacks actually have to be aimed since they’re affected by gravity, which creates a much more advanced experience than most other roguelikes.
The game is free to try, after which we have to pay $1 per class we want to unlock, and it’s definitely worth checking out if you haven’t tried it already.
10) Cardinal Quest 2 | Free - Portrait
Next up is Cardinal Quest 2 - a truly retro turn-based roguelike where our goal is to fight our way through three acts and level up our skills to the point that we can finally defeat the boss at the end of the game.
We can swipe or tap to move around the map, and simply bump into enemies to attack them, which makes the game easy to navigate even on smaller screens.
It also features a bunch of classes that drastically change the gameplay and add a high level of replayability. These can be unlocked for free through gameplay, or instantly acquired through a few iAPs, which is the only way the game monetizes.
It currently sits at a 4.9/5 score on the App Store, and has a 100% user rating score on MiniReview, so you might want to take it for a spin if you haven’t played it before :)

There's a decent selection of Hoplite-likes available on Android. None of them quite had the same magic for me but most of them had an enjoyable aspect or two.

Here are some low spec games I've enjoyed:
Hoplite Turn-based strategy game that focuses on movement and positioning. Single IAP lets you travel deeper.
Space Grunts Turn-based sci-fi action rogue-like, my favorite game from orangepixel. Do check out orangepixel's other games, all of them are pretty low spec.
Gurk II and III Old school RPG. The first Gurk is free though it is kinda bare bones and has no music.
PewPew Arcade shoot'em up with vector graphics. Has 5 game modes with online leaderboards. Pretty fun for a free game though its sequel offers a lot more content and features a campaign mode.

Militia, skill-based strategy game
You'll blow yourself away with your own cleverness. Militia has low complexity, aims for high depth. A quirky/simple strategy game that you can really sink your teeth into. Features a single-player ladder system so you can hone your skills and compare progress with other players.
