If you have android, you can use Tasker to set up a GPS task to automatically change your wallpaper when you are home.
Edit: I just found Smart Wallpaper and it seems to do a better job and it's free!

It's on Android. Idk about iOS. Basically you can just pick different images for location/wifi/time of day, stuff like that.
I didn't make any of these, I only bundled them together. Well, actually you can use them all! Just set up your phone so that it cycles through all of them. I recommend using Smart Wallpaper (https://play.google.com/store/apps/details?id=com.feedk.smartwallpaper), as it let's you cycle through wallpapers based on different time intervals, WiFi connections and even the weather.

I've done a little digging and it appears that the developer, /u/feedk, was refactoring the app as of 9 months ago, but has otherwise gone dark as far as reddit activity is concerned.
According to the Play store, the app was last updated on the 5th Sept, however it's unclear what that update did.
If the developer becomes more communicative in the future I'll buy the app, but in the mean time it's not in a condition I'm happy to spend money on. Fingers crossed.

There might be a jailbreak tweak for iPhones that can do this, but I don't know if there is one.
I wanted a fairly simple one and came across this one: Smart Wallpaper.
I use it to change to darker wallpaper at night. I only use wallpaper on my phone, so not sure if this can use some other service to change wallpapers.
There are hundreds if not thousands of apps in the play store that change wallpaper.... this one looks ok but I haven't tried it:

I used to use the app Smart Wallpaper which allows you to set conditions to change wallpapers. Unfortunately you can only use one type of condition at a time.
As a motorcyclist, weather conditions are critical, especially rain and fog, but I didn't want to make weather the only condition to change my home screen wallpaper.
So I set up an automatic wallpaper changer with Tasker. It changes my home screen background, picking a random image from a series of folders throughout the day (morning, day, sunset, night). It also checks www.darksky.net every 20 minutes and if in the next 20 minutes there's a chance of rain or fog, it will change my background to a rainy or foggy theme.
As I learned how to call an api and parse the data, I also implemented to download and apply the Bing Daily wallpaper as my lock screen background.
I've got plenty of other tasks, but this one's the most recent and forced me to learn quite a lot. It also allowed me to get rid of a couple of apps.

Yes! Smart Wallpaper does this very well. You can set them to cycle automatically, or when specific conditions are met (time, location), or just by double tapping on the home screen. Great app!

It lets you change according to time, weather, etc. But my favourite is the double/triple click on screen to change the wallpaper. Just select pics from any folder and it does it automatically for you. Found it to be better than muzei.

Just set up a wallpaper folder and add them into the app, and then set the wallpaper change frequency. Works well.
You can do this to an extent with a wallpaper switcher app. You can set a bright one for day and a dark one for night. It should trigger the correct theme.
I use Smart Wallpaper. It can be set to automatically change wallpaper based on part of the day, day of the week, month, which WiFi you are on, weather, or random.
Tasker was too complicated for me so I use an app called Smart Wallpaper. It has a few options and one of them is to change your wallpaper according to a schedule. It also lets you change it randomly or according to weather or wifi state. It's exactly what you want.

I don't know how it compares to the other apps that might do the same thing, and I only use it on my back-up phone that doesn't have a SIM card. You can select wallpapers and some pre-defined intervals though.
I use Tasker myself but used Smart Wallpaper prior to learning how to do it with Tasker, however I don't think you'll be able to pick time AND day. Either you'll set up the same change every day at a certain time, or change on certain days but keep the same background all day.
The more specific your needs are, the more Tasker makes sense because it's often the only option to get exactly what you want.

I'm not sure if this is what you want, but the app I currently use does stuff like that. Smart Wallpaper has a bunch of different options. I asked the Dev (u/nifhel) to include tasker support and he said he'd look into it.

I think Smart Wallpaper is rather underrated, but you could probably do it with tasker if you have it.

Here are a few more suggestions.
- Smart Wallpaper allows you to rotate from a set of wallpapers, based on conditions like location, weather, network and time. Or simply switch to another wallpaper by double tapping the home screen. I last used this app in 2017 and had a hell of a time finding it again, Play Store search doesn't bring it up for me. Glad I found it.
- Motion Stills, one of those experimental "oh Google made this?" apps from yesteryear. Hasn't been updated since March 2018 and is likely about to die, but it's rally good at what it does: taking small "cinematographs" by stabilizing the background as you film little GIF movies.
- Bucket is a money saving app with a satisfyingly clean & minimal UI and no ads & IAPs or excessive permissions.
- URL shortener does exactly what it says.
