For mobile (1080x1920).
First download the mp4 to your android device.
Then get this live wallpaper app by Walloop.
Go into the app and select "Your Videos" from the menu.
Then select the downloaded mp4 from your device's storage.
My google-fu is weak and I can't find the original source, or even one as large as the one posted; could OP post where they got this from if possible so I can redo it and avoid reddit's compression.
Also, I assumed that you wanted a 16:9 ratio for a phone, but if you were after something else by 'zoom out' just ask.

personally I wouldn't even attempt to redraw that, find yourself a decent brush and use black to cover it up like it was part of the original piece and do a light mask over the elbow so it fades out.

Snagged this image off Pixiv at full res, then vertically flipped it, resized to 1080 pixels high, then cropped a bit off the side with her hair to get it to 16x9 aspect ratio.

Thanks! I use Inkscape for my vectors. It gets pretty slow on larger projects like this one, even on my gaming PC, but Illustrator apparently has a very steep learning curve.
This tutorial was really helpful for me when I was learning how to do it.
If you don't mind the suggestion, I would encourage you to use the application paint.net next time instead of MS paint. It is pretty easy to pick up and you would have much more advanced tools and it would make your life so much easier for image editing.
If you are on Opera there's this one, looks pretty similar. If you are using IE or something else I can't help you :)
I'm a new vector artist myself, but I found this site quite useful. It's pretty detailed and goes through a lot of tips and tricks with inkscape, though I'm pretty sure you could apply similar concepts with illustrator.

Keep in mind that the left monitor image is on the right which matters for the Deathnote wallpaper! The other pictures could be used with the 4:3 monitor on the right.
My screens have 1280x1024 (left) and 1920x1080 (right; main monitor) resolutions and are lined up at the top as you can see here. The wallpapers were created with Dual Monitor Tools and I had to upload them to my dropbox since they are too big for imgur. If I ever need the dropbox space I'll probably convert them and reupload.
I don't know if these will be useful to many people but I thought I would share them since /r/animewallpapers helped alot with their creation.
I used to use Wally and was happy with it until I got a NAS and it doesn't work well with network locations.
Since then John's Background Switcher has been my app of choice.
After finding an image of what the 5c lock screen looks like, I gave it another go. Just to let you know in case it works well, I had to edit the text in the image so that it would sit under the date on the lock screen.
What OS are you using? Windows 10 allows you to individually set your wallpapers for each monitor, so there is no need to merge wallpapers into a single image. I sort of recall older versions also had this functionality as well.
If you need more fine tuned control over your dual screen wallpapers, including carousel mode, searching/loading from different online sources, different profiles, etc, then I can heartily recommend DisplayFusion, but it has less features in its free version.
It looks like MacOS also has native dual monitor wallpaper support, if that is your system of choice.
If you have an imgur account and log in before uploading, up to 5MB files will be uncompressed. (I was mistaken, it's only 1MB for logged out uploads)

I use pixlr editor (https://pixlr.com/editor/). The clone tool can be used to bring in similar colors to cover the letters, and then I use the heal tool to soften the edges. Digitally painting over basically.
Yeah, I was astounded by how clean it was (hence why I asked).
I spent about 20 minutes attempting it in Krita, and barely got close to making it look that good. I'll have to use that for the vast majority of my resizes henceforth.

Essentially... The difficult part is making the color look good, maintain the textures, and having the edges clear, but NOT the old color.
Although, I don't use PhotoShop; I use Krita. Its essentially an open-source drawing and photo-editing software.
Can anyone replace the dark purple hair on the right side with the lighter shades of purple from the left side? Also, if you find any areas that need cleaned up I would appreciate any touch-ups. I tried doing it by myself but refining it is out of my skillset now.

If you have an Android phone, may I introduce you to the fantastic app that is Wallpaper Changer it is a 'live' wallpaper that allows you to have multiple different wallpapers on rotation, the premium version allowing you to have different categories, which can be disabled and enabled individualy. Like an NSFW categorie, and other for each different anime or other type of wallpaper.
If I may suggest, there are two apps that are up your alley for quick use. The first is a very popular photo editor, Pixlr. The second is an app called Eraser. Eraser will delete things and make the remaining background of an image transparent. Running a transparent pic through pixlr makes the the transparent background default to pitch black amoled. It makes things as simple as 3 minutes.
Or you could just upscale it yourself by using Waifu2x. You'll get better results when you run it locally on your PC or phone instead of using the website.

Oh, well, the story in Wanko to Kurasou isn't really too deep, but it surely is there. I wouldn't recommend it if you're aiming for story, though.
If you want to play a good visual novel, then try G-Senjou no Maou (The Devil on G-string). It has pornographic content, but pretty much the same way as Katawa Shoujo, in that the +18 content is only associated with certain routes and heroines. The story in it is very immersing and I highly recommend it if you're looking for plot.
I named them after their original anime, I'll see if i can make an easy list of them.
edit: Here is a zip with all the original filenames, I just uploaded it prior to finding out that the second one was from golden time so it is still marked as unkown.
edit2: I scaled/cropped all the pictures to 1920x1080 in this zip, also 164 seems to have an incorrect extension it should be .jpg.
I made a new recipe that uses a reddit search string instead, I tested it quickly and it should work. It downloads all image submissions from animewallpaper that are not tagged nsfw. I only downloads the images that are submitted after you start it, so it won't get anything immediately.

A Windows application called DisplayFusion is a very neat program that can help you configure wallpapers for multi-monitor setups. It can, among many (many) other multi-monitor functions, help adjust the positions of wallpapers to account for bezels and spaces between monitors. There is a free version you can check out but the wallpaper positioning is a paid feature.
If you mean individual photos, if you have javascript disabled, then you can simply click on a image and there's an option to download it in the bottom right. If you mean the entire album, then you can save it using a program like ripme: https://github.com/ripmeapp/ripme
well, it's not a complicated process as long as you know how to use the pen tool.
there's many free vector programs out there, one example would be inkspace however i would recommend the portable version of adobe illustrator though the link i usually use is gone atm (ill link it to you once i find one).
anyways, to start learning, just go through 5 parts of this video. it's the same ones i learned to vector myself from, although its for illustrator.

Right now I just use an editing/drawing interface (Krita Its free and pretty decent)...
I know half a dozen coding languages, but I've not delved too deeply into any of them, as I've had no need/desire to... I stuck with the interface editing because (from my understanding) the CS version of the editing does a great job on the macroscopic end (filtering, background creation, large manipulation, etc.) but seems to lack on the microscale (text removal, making transparencies, creating new image/art etc.).
Although now that you bring it backup, I'll probably have to learn at least some of it...

Well, to start, I am not using Photoshop, but rather Krita.
In Krita, all I do is apply the Sobel Filter, which searches for distinct edges (which is why I need a clear and simple image), and converts everything else to black, and highlights the edges.
After that, I just go through and manually edit out what I don't like, do a little recoloring and editing to make it look the best.
