Does your phone have built-in sms block feature? (Redmi note 5 does).
If not, you can use this messaging app as your default. I used that app before I use Xiaomi phone and it works well
Turn on block sms from non-contact, it will contain them so they wont have notification. The downside is if you expecting sms from non contact number, you must check it manually because it wont notify you
From what I've read before there's no real way to stop this BS from being sent. I know of people who get them daily and others that barely do. Seems random.

I have found a workaround though. Install Key Messages. It is quite decent in terms of blocking messages, it helps with OTP and also gives you a summary of all blocked messages once during the day so you can see if it blocked something important.

The new dialer app from google can do plenty of blocking too. Probably only available in latest Android versions though.
try KeySMS app if ure on android, its a set-up and forget kinda thing. it can block texts based on set phrases which is the best as changed numbers dont matter, so adding "Hammer of Thor" or "biggest sale" phrase in ur block list would block all those viagara callis texts which ever number they come from :D
u can also setup a summary alert at a set time to review the blocked texts for any false positive. (and/or choose to block texts only from unknown numbers to reduce chances of a false positive)

Regulation and fixing leaks in Telcos will take months/years. In the mean time a simple solution is to use an app called key messages. It has a fantastic spam filter.

if you're on Android 4.x (kitkat), rooted and Xposed, Blacklist is the way to go.
if you're on Android 5.x/6.x (lollipop/marshmallow), you will need to replace your sms messenger to a third party.

i recommend using a SMS spam blocker app. I use the Key Messages and I really like it. it blocks all the elections spam and marketing and you can add world to block as you like.
Looks like you use android quick google search found me this app which claims to block sms with certain keywords.
I haven't used this personally but maybe give it a try, if it didn't works let me know I'll find some alternative.
There's SMS Blocker. But there's also a bunch of apps in the store. This one i used a few years ago, but it's changed a lot since then. So use at your own discretion.

It worked pretty good but i seem to remember that stopped using it because in order for it to function correctly, I had to use it as my default texting app too. I hated how it looked and functioned as a texting app and dropped it. I might go back and see how it's changed.

When it comes to spam it's something that frustrates us as well because they can come out of nowhere and there's not a way for us to tell. If we could stop spam on the network completely we would but it's not possible, those that create the spam messages (and calls) will always find a way. So what we do is work with the customer and take it by a case by case bases to try and find ways to prevent it as much as possible.
Some of the solutions out there are pretty easy to apply if you don't want to turn your texting off completely. Lots of phones now a day have a blocking feature built into them but there are also apps to help combat spam texting that work really well. If you haven't checked it out yet there is SMS Block on Android that I find it does the trick. There are other options to check out as well if it's not right for you. This article has a quick rundown of different apps that can be used to combat spam texts that I recommend checking out.

Key Messages claims to block SMSes by keyword but I don't know if it can periodically delete those SMSes.
Microsoft SMS Organizer is an in-development SMS app that can be trained to dump specified SMSes into a separate folder as they arrive. From there, they can be deleted after a predetermined time. I'm not sure if the messages can be sorted via keywords though.
