Teamviewer works pretty fine
You Just need TeamViewer QuickSupport on the target phone and TeamViewer Remote Control on the controlling one (but the last can also be used as a control target).
There are probably other similar products but using that one and satisfied with it.

The teamviewer quicksupport app supports a lot of phones. Doesn't work on nexus/pixel devices though.

I've used it in the past, it was a little slow, but functional. I was attempting to record it via Captivate on a fairly slow system, so that could have been an impact on speed of controlling the phone (a Samsung Galaxy S5).

Yeah that kind of makes sense, despite having 'vanilla Android' it seems like Google have used some element of control over what the pixel can do.

3 - 4 TeamViewer again, for Desktop, with unattended access configured. It's free and worth a try, not made for gaming though, so maybe complementary to Steam Streaming...
5 It's not possible for your needs... The latency (and bandwith) of a network is a dead end, we cannot use remote hardware that easily. Ppl donating power process locally and send the results at the end. Great for scientific research, not usable for gaming... The closest we have is the streaming.

You can add a VNC server, and as Luck would have it, Amazon has it for free. Check Servers Ultimate Pro and download the pack when prompted. Also you could use TeamViewer QuickSupport I have both installed ona an Android Stick and for QS you need to authorize control, for VNC you don't.

I just installed it and gave it a quick test. It's as easy as installing the app and clicking through a few "agree" and "allow" prompts. I'm using Android, so it may be different, but the hardest part was enabling the required security setting. But if she reads everything on screen and follows the prompts, then it should be easy. As soon as the app opens, there's a 9 digit number that she'll have to read or send to you. Then you can type that number in on your app (either mobile or PC) and control her phone.

Hey, I have a Chromebook and I use the android app of team viewer to help a friend of mine on windows, if u want to help ur, Granny, u could install TeamViewer quick support on her Chromebook, and u will be able to access this via your (I presume) windows version of TeamViewer.
I've been using Teamviewer's Quicksupport app and it's... usable. It's not the best performing solution, but it works if you just want to sit at your computer to grind while do something else.
Edit: Not sure if there's an iOS version. If you have a Samsung phone, you might want to check out SideSync, though I don't own a Samsung phone so I can't comment on the experience.

With WiFi Calling, she won't need the Cellspot as long as she's got decent internet. It'll handle calls and texts. It only needs 2 Mbps up and down to handle calls.
TeamViewer QuickSupport, I use it to support my mom remotely. It can't be unattended though and she has to approve it every time you make a connection.
If her phone does not support remote control, you can only view her screen, you can talk to her and ask her to do things, like tapping on buttons, switching apps, etc.

It supposed to install when teamviewer is installed. It needs to be installed on the android boxes.
Teamviewer host appears to be the newer software which is riddled with issues.
Stream oculus to Android is very very simple.
1- sideload "TeamViewer Quicksupport" apk to oculus go. Then, run It from oculus TV menú, inside "uknow sources". It give you a pair Code.
2- install TeamViewer apk in your android phone and use the pair code provided by TeamViewer Quicksupport.

Its a solid program that has so far worked on the majority of android devices I have come across.
If its a company provided device, I would suggest pushing quick support over MDM and restricting uninstall.
