I always find that the best ones are produced by running an image through a filter, saving it, running it through a second filter, and so on and so forth. Every few 'generations' I'll use 'facelift' or 'salvia' to kind of clean up the fuzzy edges. After enough generations and enough filters you get some REALLY nice looking images!
Fiddler is a pretty famous utility that acts as a proxy (on 8888) on your machine. It will capture all traffic going through that proxy for analysis. Although there are a lot of likewise utilities, it makes it pretty straightforward to analyze traffic. Wireshark is another. So also if you are developing applications it's pretty useful.
The City of Heroes Wikia is still there 4.5 years after the game closed, despite the objections of the people they stole their content from. I expect the MAA Wikia will be around for a good while.
That said, if you really need it on a permanent basis, you could download a tool like (Win)HTTrack to download the entire site.
