I use mcfunction-lang and have encountered maybe 1-2 minor issues. Apparently mcfunction-novum is supposed to be pretty good too.

Structures are now namespaced. Please use your own namespace for all custom structures in the future. Default namespace is always minecraft, which will cause conflicts later.
Structures are saved to (world)/generated/(namespace)/structures/(file).nbt. They will also load from here before checking data packs. However, you should not use this to distribute structures and instead move them from out of here and into data packs.

So I am not too familiar with having multiple worlds but your command could work at a certain location
execute positioned ~ ~ ~ run effect give @a[distance=..100] minecraft:regeneration 10 1 true
this run the command at a certain location just replace ~ ~ ~ with the centerish point of the hub and make sure to have the ..100
otherwise it would just look for player at EXACTLY 100 blocks instead of within 100 blocks.

If you are able to use some code, you can send packets to the client so you can control the XP bar while being able to collect XP. I used this principle to control the air bar without interfering with the air/drowning system.
It is nice to have the list but (this is for anyone else reading) if you like to just have the animation files you can just download the vanilla resource pack with the animations at minecraft.net/addons
well, Bedrock has been declared the "official main Minecraft" back when the better together update unified many of the platforms. I remember reading an article on minecraft.net about the decision and that i was angry that my beloved (and back then obviously superior) OG Minecraft will henceforth be known as "Java Edition" like some afterthought Edition and not the Original and obviously best edition there is.
Today I'm older and much more at peace with this fact. Also, Bedrock has since come a long way and is definitely not a inferior version to Java anymore. Not superior either tho, they are just so different on the mechnics side of things that you cannot even compare them properly imo.

I don't know if you're still having this issue, but I solved this exact problem (trying to use command blocks to automatically set parents with LuckPerms while running 1.15.2 on Paper) with the plugin PsudoCommands 1.0.13 by zombie_striker.

What you’re asking has nothing to do with commands. What you’re looking for is plugins. Here is a popular factions plugin that you might be able to run off a server that you setup on your computer, or something.
But basically, you can do basically nothing on bedrock to make your own factions server. I would suggest switching to a computer, and using java edition if you want to make a server, or just play on a pre existing factions server. Here are a few good servers for bedrock:

this is the outcome, it seems to be at their feet and affects all players? i changed it to @ p and it then locks onto the player that killed them which is what wanted, now all i would like to figure out is if i can get them to explode into a large explosion and then a single one :] sorry if this seems very annoying im very new to this but im learning! another issue i think i made myself :(( it works fine but it will constantly keep going until the player respawns

If you're editing complex data tags manually, I'd recommend using a text editor that can help you balance the brackets. Atom and Notepad++ are a couple popular ones.
as u/iamc24 mentioned, I have created an arbitrary range rng for 1.13 that is as close to true randomness as you can get. I still have to make a proper download link but in the meantime you can download it here
No problem. I actually changed it again to be future proof for 1.13.1 and to make it easier to modify the algorithm if need be.
I removed the zip in case I wanted to make subtle changes (like using more consistent syntax).
