Is it only your server, maybe you should think about mods or datapacks. If he also get kicked from other servers, it's really his PC/installation and you should work from there..

Yes, and we decided that none of the saves were worth saving. So I uninstalled it and deleted all of the related files and folders that I know of. After that we were unable to reinstall until after we solved the firewall issue that was preventing us from logging onto the minecraft.net website.
he just told me he was using mc leaks cause the same issue as the minecraft.net website is happening on the launcher and he has to use mc leaks to play, he does own a minecraft account though

I just disabled the GeForce overlay and removed MCLeaks. the adware scan came up with one file so i "quarantined" it and restarted my computer. just tried logging into the Minecraft launcher and it still doesn't let me in. i've also tried logging into Minecraft.net from my phone and same issue on there too.

Apparently the spawn radius gamerule only works for a player's first spawn, and for respawns it just uses the exact spawn point instead. To get the behavior you want, you would need a plugin, according to this thread about the same issue. It sounds like EssentialsX allows you to do this and more stuff regarding player spawning.

To run mods and plugins on the server you'll need to use something like Kettle.
You can then install Pam's HC by dropping it in the mods folder. Your economy plugin in the plugins folder.
It's been a while since I last used Spigot, but IIRC it was much easier on the server than bukit was.
Also for commands like /home and /warp etc they're all included in Essentials X. With the specs you've posted you should be able to run a server and minecraft without to much hassle.
1.14.4 is fine for vanilla, if you're wanting forge mods it's best to use 1.12.2 at the moment.
There was a spigot plugin that allowed bedrock players to join a java server. It's not been updated since Java 1.12 though.

The closest I could find was Village Generator not sure if it can affect the generation rates, but it will let you spawn villages within the world by command.

Where is the server hosted? Is it a home PC?
Your crash appears to be caused by severe lag, this is backed up by you seeing "can't keep up" messages as soon as the server starts.
Is it a vanilla server? The vanilla jar isn't very optimised. You might get better results with a paper server it's much more optimized, and is server side only, so vanilla clients can still connect.
The vanilla server Jar isn't optimised, so problems like this are to be expected.
To get round it, use an optimised server.jar like PaperMC. You will still connect using the vanilla client, but the server itself will run much smoother.

It's most certainly due to how the power-saving mode works. If you're interested in having the full explanation, tell me again and I'll write it down, it just might be a little long.
Otherwise, in terms of why it's only happening now, I think it's either because your map minecraft has gotten heavier over time so it requires a little bit more performance, or some kind of update has changed slightly how certain components work.
What I would advise you to do is stay in balenced mode. This mode shouldn't normally consume much more power than the power saving mode. If you think your PC is overheating anyway, you can verify this by installing the following software:

When you open it, there will be a lot of lines with info for your different components. Look for the sections (there are several) that give temperature values and look at the values as you play. As long as it's below 70°C, it's all good, around 80, it's a bit hot and around 90°C, it's the limit. On the other hand, if there are completely inconsistent values like 999°C or 0°C or those that jump from 10 to 200 all the time, they're just unconnected sensors, you can just ignore them.
If your PC is indeed overheating, there are other parameters that allow you to limit this without putting the power save mode on. So tell me again if this is the case and I'll give you the indications (I'll make screenshots to make it clearer).

It's pretty much the same thing as changing textures. I'm going to assume you know how to make the base for a resource pack starting with the minecraft assets folder (if not, I could give some quick instructions or find a nice tutorial to link). The sounds are located in assets/minecraft/sounds and are stored as .ogg files. If the sound files you would like to use for your pack aren't in the .ogg fromat, use a converter (others have recommended LameXP and fre : ac as free and safe, but I haven't actually done any of this myself, so not sure). Then, just replace the default sound files with your sounds, making sure to name it the same way.

I think you need to first uninstall the cracked software fully from your system using the control panel. The skins thing happened to me as well and i think its an adware issue. for that i used https://www.malwarebytes.com/adwcleaner/ and you can try the free trial. once u download it click scan and once scan is complete click quarantine and that should work for your skin and others.
