This is where the sample is from. The only song i could think of from the top of my head that uses this sample is Knock Knock by Mac Miller but the song isn't depressing at all. Here is a list of every song that uses this sample (in their database), so maybe this will help.

What is coming to the top of my head by your description, not necessarily the chord-age, is Strobe - Deadmau5. Some feedback on how the song sounded relative to strobe might help. Also you could give a try poking around Beatport.

Also, does it have any distinctive instruments throughout the song that it could be identified by. IE saxophone, piano, etc.

Using song identifier it says the song name is "blue moon by 张依宁" but unless that rings a bell to your dad I doubt that's the song. There's simply no record of that song even existing or the artist being anyone of notoriety enough to have even one YouTube video about them. Also sound identification isn't reliable in recreated songs.

Sounds like self composed. It can easily be done by apps like Music maker jam on android for example. The tune is not so diversed out. Hence my reasoning.
