This one intrigued me. I'm not sure why, I have never heard of this. In fact, I've never been to Australia.
Anyway, there is a game called Zoo Pak that was created in 1993 by "Satchel Software", "Angle Park Computing Centre" and the "South Australia Education Dept".
It was apparently adapted "from the 1987 BBC version" which I can find no information on.

I've searched the song lyrics but all I can find are other posts on reddit where other people have searched for this same song.

Master of Orion, perhaps? It's been a long, long time since I've played it, but I believe it fits most of the elements you've mentioned other than it being DOS-based.
I found this walkthrough and it just doesn't seem like the same thing despite a lot of similar elements - plane, island, volcano, some sort of crystal. But the crystal I remember was definitely a crystal ROD and I definitely don't remember all the underwater stuff or the frog-men.
The Abyssal Zone came out in 1984, and I played the one I remember around 1993-94, so I guess there might have been a different version or sequel by then?

Nope. I'm starting to think that I made this movie up in my dream or something. I've searched IMDB and Wikipedia for films fitting my description but the only thing I've found remotely close is Awakened by James S. Murray and Darren Wearmouth. I could swear the movie was based on this book or at least it's very similar to the story of the book. The only problem is that the book was released a few month ago while I've seen the movie about 10 years ago.
