For Steam version
Open the folder where WL3 is installed. You'll see 6 separate folders with bonus content there. If you're not sure how to find the installation folder on your PC you can open it using Steam interface. Open the game in your Steam Library → Click cog icon on the right → Manage → Browse local files.
For GOG version
*1. Using gog.com website
Hover over your account name → Select Games → Select the game in your library → Download the content from EXTRAS block on the right.
*2. Using GOG Galaxy client
Open the game in your library → Click Extras in the top bar → Download the content you need. By default bonus content is saved to game installation folder (where you'll find it in the "!Downloads" folder). You can check the path to game installation folder in the settings menu under "Installing, updating" section. There you can also change the folder where all bonus content will be downloaded to ("Other downloads folder").

If you do every single thing, it's going to take upward of 100 hours, so I don't think there's any shortage of content there. The writing is great too. Funny but can be taken seriously most of the time.

DEFINITELY dig through your Steam folders. There's a good chance you can at least play the vanilla game.

That should allow you to specify a custom DosBox configuration file. I'm very certain a DRM-free but very stripped down Wasteland is in your folders. Assuming Wasteland 1 is installed on this machine. If you find the above files and give them their own folder, you can at least play the game as you would back in the 80s. Which is, in my experience, way better than not at all.
I'd also recommend making sure that your drivers are up to date u/electrical-cup3360. If they are and the issue persists, you may have some hardware overheating or failing in some other way.
I figured it out. Rather than using XDocument, change the SaveState object to an HtmlDocument from HtmlAgilityPack (https://www.nuget.org/packages/HtmlAgilityPack/). This will preserve the formatting of the file in and out. The case of the output for each tag will change to lowercase throughout if you don't set OptionOutputOriginalCase to true; if the case isn't preserved, the file will kick you back to the main menu.

Hamachi creates virtual private network between users and is available at https://www.vpn.net/ for free. Install the software, create a network and your friend joins in it. When you are both in the same network, you can copy Hamachi's IP address and connect to that in the game.

I think I managed to fix this issue yesterday, but it wasn't without some loss of progress. First things first, for me, it was a corrupt save file causing a complete crash to desktop from the menu. When I tried deleting that one save in my file explorer, it ended up "deleting" all of my saves in game.
My fix:
1) download the free version of Microsoft Visual Studio and install
2) find your game's save files (C:\Users\[NAME]\AppData\Local\Packages\DeepSilver.56575194F7E04_hmv7qcest37me\SystemAppData\wgs\[areally long string of characters]\[folders for each save]\[3 files]. Back these up in an other location
3) Using microsoft visual studio, go through and open the files in each folder that contain very long hexadecimal names, one should be a few hundred kb and the other only one kb.
4) find your two most recent saves, copy the data from the second most recent save and replace the data for the most recent saves for each respective file in Microsoft Visual Studio. Effectively, you're cloning a hopefully uncorrupted save without losing too much progress.
5) Save the files, close Microsoft Visual Studio, and try launching Wastelanders 3.
