Well, this is the 5th time they host AzeCon. It's annual. They were planing to make it two times a year starting from this year, but they didn't manage it. Also, University of Languages hosts an annual yearly event as well (also the site yapon.az has some event, but I kind of hate those guys, they're bad in organising). Our cosplayers even went to perform to Georgia last year.

I read the book Nadir Shah's Quest for Legitimacy in Post-Safavid Iran by Ernest S. Tucker a few months ago. In the book the author cites letters that Nadir Shah had written to Ottomans in which Nadir self-identified as "Turkmen", and listed this as a reason for cooperation between the Ottoman Empire and Iran. Though I did not look at the original source to see what Nadir Shah actually said; it could have been mistranslated.
There are two ways. Either make the person within Azerbaijan appear as in elsewhere; or make the outsider seem as if they're in Azerbaijan. I went with the latter and made myself appear like I'm in Azerbaijan using this VPN (use 10minutemail to sign up instead of your actual mail) and set your location to Azerbaijan. Hence, I appeared to be calling from Azerbaijan and therefore calling from the UK via WhatsApp, Skype, etc worked. As a side note, if your connection is too slow to handle VPN, disconnect the VPN after you've made the call.

There are free services exist that do that for you, but you can do it by yourself. Just upscale the photo and smoothen the sharp edges. That's what that services do automatically. The service I used was this.

I think the guy used this website to make the picture but yes you're right I have never seen that meme format since 2009 (I was an avid browser of shitbrix back then) and I have been using internet since 2000 or 2001, i don't clearly remember the year but i remember my pc having 256 mb ram 10 gb HDD so it has to be around 2000. The format is supposed to be in a grave along with emos, internet explorer and crt monitors.
Honestly, this has not worked for me so far. For example, let's take this laptop from Amazon. I looked up on tap.az and other websites, I tried googling it with "Azerbaijan" as a key word, and nothing.
It would be better if you order it from the US. Here we don't have much choice and prices are just too high. I found Sennheiser in your price range which I have never tried, but I do trust the brand (you can watch reviews on youtube). Personally, I would suggest sony or Audio-Technica but they are not in your price range.
It would be a lot better if you order it online from Amazon or some other place, the margin stores apply is just incredible. I found this in your budget, but there are cheaper ones as well.

It doesn't affect every person at the same time because it is about which internet provider you got. Some people couldn't get on games or youtube while i had no problem with both, then i started having problems so i started using TurboVpn for 3 days which is, got blocked eventually. Then I switched to TouchVPN which is also got blocked after 2 days. NordVPN and other VPNs didn't work as well even though I had membership on NordVPN.
