I know it is hard sometimes as a young dude. When I was in college at your age, women were mysterious, and if you're too interested you can come off as a bit of a creep. I'm pretty sure I was a bit creepy at times, though I felt like I was being totally normal. I just hadn't spent enough time around women (and girls your age can be very hard to read).
So go do stuff that you like that other people also like. Be interested in doing stuff, and meet other people who are interested in that stuff. Then, instead of making a plan so that you can invite a girl to it, make a plan, and then also invite a girl to it. Just be sure it is something you already want to do, even if you can't get a date.
Invite people to hang out or go do stuff, but again, be casual. Don't be pushy, and don't get upset if people say they can't go or don't want to. That's the idea of doing things you already want to do.
Join some kind of club or group. Try meetup.com. Join a gym and make friends with people there, and then even if you go there and talk to no one, you can get in a workout at least. Take a class. Get a hobby.

Looking at this site it would appear it’s only supposed to be a tropical storm by the time it reaches BR. How that could change though I don’t know, I’ve just been keeping an eye on it
as others have said, the big ones in baton rouge proper are the levee and the lakes. the training route is okay but nothing special unless you like pushing big watts on the flat, i've personally never understood the appeal
the levee is long, flat, and car-free with nice views of the river. it's asphalt all the way from downtown to the auberge casino and beyond that unmaintained gravel going all the way down to new orleans. lots of pedestrians early on going south but it gets quiet once you get beyond the apartment complexes.
you can actually go fairly fast on the lakes, and i find it a bit more fun to push hard through the turns there. watch for cars through blind corners and pedestrians. bit of elevation around the city park/dalrymple area but definitely optional, you'll be begging for it after a while riding in baton rouge.
alligator bayou (manchac road) is a really nice twisty road with lots of shade and a 15mph speed limit. good way to do a century is out and back from in town down there on river road, give or take a few miles.
other than that nearly everyone with a car drives up to st. francisville for cycling, which is hilly idyllic and wonderful. i rarely get up there but when i do it's always a great time

YMCA is probably the easiest. You get access to all the Y's in the area with the membership, and they offer a lot of different amenities. Although with that schedule you'd likely have to go early as the Y's aren't open late.
Don't worry about being judged - in general people at the gym don't care how strong you are or what you look like and are generally helpful. I definitely recommend having a plan of what you are doing when you go so you don't wander around trying to figure it out (which muscles/exercises you want to do). I would recommend something like Arnold's Body Building Encyclopedia (https://www.amazon.com/New-Encyclopedia-Modern-Bodybuilding-Updated/dp/0684857219). It's a solid reference even for very beginners or casual gym goers for how to do exercises and use equipment correctly, what muscles they develop, body types, diet, sample workout plans, etc.

I have the 150 Mbps package. Costs about equal to Cox, but better consistency and reliability. Handled 3 kids doing remote school and me and the wife doing our thing. Modem they supply has WiFi built in, but there were dead spots in dining room and other parts of the house, so I got a hybrid-mesh wifi with 3 extenders. I think they have an option now where you can get the whole house wifi with extenders that works with the modem, but not sure.
Cox would have problems when it rained hard, which is not uncommon in these parts and I would often have to reboot the cable modem.
Also, when Covid lock-down hit, there were so many complaints from neighbors about Cox internet. Must have had too much traffic with all the kids doing school at the same time. Glad I changed when I did (Early Feb 2020).

You may also want to look online for common issues that the vehicle has.
Make sure the check engine light isn't on, and that they haven't disconnected the battery recently (since this is a quick way to clear any trouble codes detected by the car. You should do that with a scan tool, but you can also look for other less definitive clues (like the radio presets being reset).
A scan tool is definitely worth investing in. I personally purchased this bluetooth one, and have some apps on my Android phone to connect to it. If you have an Apple phone, you will have to look elsewhere, or carry a bluetooth capable laptop to check on the sensors.
If you do notice any issues, it's sometimes worth asking the seller if they will be willing to fix it, or if they will be willing to lower the asking price to compensate. If it's something like the battery not charging, the alternator may be bad, but that's something relatively cheap. If the transmission is fucked, you'll be looking at a serious repair bill in the thousands. At that point, however, the seller will probably be interested in finding a sucker elsewhere.
Finally, find out why the seller is selling their car, and how long they've been trying to sell it. If it's been on the market for weeks, that's usually a bad sign - decent cheap college kid cars get snapped up quick.
