ESPN+ and NordVPN are how I'm doing it.
As much as I could afford and really should pay for DirecTV Stream, I don't watch live TV so I'd be paying $85/mo just for hockey. Had to renew my Disney+ sub last month anyway, so I just upgraded to the bundle.
$13.99/mo (D+ bundle) + $4.92/mo (Nord VPN) isn't a bad deal at all for streaming. Whenever national games are blacked out on ESPN+, I'll just switch to a different country on my VPN like I did last year with NHL TV (hopefully that still works)

Sinclair broadcasting / Bally are pieces of shit and nuked all their deals with streaming platforms (Sling, Hulu, etc).
So the easiest way this year is to get ESPN+ and a VPN.
I'm using a Fire TV Stick with the ESPN+ app and the NordVPN app and works great. I live right outside Raleigh, so it'd normally be blacked out for me.
Rumor is that Bally will be releasing a standalone app for $22+/month early next year, but don't fall for that trap.
Fire TV Stick = ~$25 one time
ESPN+ = $6/month
NordVPN = $5/month (I bought a year at once)
You could also not buy the Firestick, but I prefer it since you can run the VPN app natively. If you have a device that doesn't run the app (Roku), you have to setup the VPN through your router or mirror your PC to your TV instead.
The naming rights for some of the Fox Sports regional channels were sold to Bally (the casino chain). Sinclair still runs things behind the scenes, so this contractual fighting with broadcast services is likely to continue..
I watch the Canes on my phone/computer with Espn+ using NordVPN. Could cast to the TV, but I never do.
I'm also a YouTube TV subscriber. At this point, I think it's safe to assume that the dispute is over, and Sinclair-owned Bally's will never come back to it or any other third-party streaming platform.
Sinclair is preparing to charge for direct access to it's streaming apps for a subscription fee. The reported rumor was they are hoping to charge Bally's subscribers ~$23/month to access content on their platform.
Assuming this doesn't happen in the next few weeks, as you identified, VPN is your best bet. It's device-dependent, and setting up VPN for streaming devices will require some trial and error and extra work on your part, but it's not impossible. Here's a link for Roku for NordVPN.
I got a pretty good deal on 3 years of service with NordVPN and really like the UI, but it depends on your setup for streaming. NordVPN has an app for most platforms, but it actually isn’t available for Roku players. It isn’t a problem for me because we use Fire Sticks for streaming, but just worth double checking that your preferred platform is covered if you move forward with them
It depends on where you live. If you would be getting these games on cable otherwise (Anywhere in NC and some parts of SC/GA as well I think) then they'll be blacked out. There are ways of getting around that but could result in them cutting off your service/fining you $100. I've never heard of that happening but it is in the terms of service. What you can do is use a proxy IP address to fake your location. Google these and see which one you would rather use if this is something you want to do: Stealthy, VPN Shield, Hotspot. If you live someplace where the Canes wouldn't be broadcast regardless, like Oklahoma or somewhere, then you'll have no problems.
I spend $10 a month for Private Internet Access every month to stream every sport, movie and TV show on this planet and it's worked great for me for many years.
All you need is a good ad blocker and the drive to say fuck the cable companies.

I know you probably want more of the cup run than that, but it has some extra features and you can get a copy on eBay for just a few bucks. Not a bad thing to have on your shelf as a canes fan.

Ok so here is what you need to do. Download Hotspot Shield (be careful when you install it because it will try its damnedest to put adware on your comp). Fire it up and wait for it to be connected. Log into and put the Canes game on. As soon as the stream starts you can exit Hotspot Shield.

ExpressVPN has been rock solid for me the past two seasons. I shopped around before this season, and ExpressVPN was the only one that actually worked for me, which kinda sucks because it's one of the more expensive options. Works great for too.
Roku TV and Apple TV don't support native VPNs unfortunately. You would have to do it through your router which is a pain in the ass. I use Chromecast with Google TV which does support native VPNs. I just installed the ExpressVPN app and hit the button and it works.
Anyway, you're not wrong that it's your ISPs fault. That's pretty fucked.
1st year after the pandemic when the NHL switched to ESPN+, ESPN closed a lot of loopholes with a VPN. The only way it works now for me is NordVPN on my laptop. It will not work on my Roku or any other devices.
I know NordVPN has a server in Charlotte, but it’s probably not your specific zip code.
I think Bally checks to verify you login from a device from your home zip code every now and then to verify you’re still in your broadcast area.
Or you can do what I do and just keep using different devices to login until you run out. Different browsers count as different devices so it’s surprisingly effective.

Install reddit enhancement suite. I think there is an easy option for editing tables plus a lot of other kickass features for browsing and interacting with reddit.
I use a VPN. Got a year and a 3 months for $99. ExpressVPN and it’s awesome. It’s like a small app and you don’t need to mess with your router or anything. Just fire it up, choose a location and that’s it.
I use nhl66 so I can watch all games from all teams and need a VPN for that out of the country and it works well linking from NC to the UK

I have a smarttv. I installed the NordVPN app. If Canes are on, turn the VPN on and then open the ESPN app to watch Canes. If Canes are not on, turn VPN off. I left it on and tried to watch something on my Plex and it failed miserably.

Funny enough I was able to get my cane from amazon.ca for a very good price and at that time they had many 40 inch ones to choose from
So the best way my fiancé found to do to save the most money was find a family member who has Disney, and ask them if you get the bundle do they want to cancel their service and split the cost. Now you have access to the games for 7.50ish a month, then the problem is if you are the blackout area well our way around that was NordVPN which cost $12 if you do it monthly, can get the cost down if you do it in bulk but we just pay for it during the season. Now the season, not including post season will be about 6 month so it will end up being about 120 total for the season. Then for the tnt games we create new emails and start free trials with Fubotv then cancel after we watch the game. We also tried to make the games we went to be the ones we wouldn’t be able to watch on tv through ESPN+ to save money in case we weren’t able to do a free trial. Also in our budget we have dine out days so we would line that up with a game and go somewhere that had it on and watch it there.

This is what I bought.
I started with a youth stick… they will barely fit on an adult size stick, but I think the fact that they’re rated for harsh weather makes it worth it.
Since it’s mounted permanently outside, I also put silicone in the holes I drilled so it won’t rot.
As others have said, tonight is an ESPN+/Hulu exclusive so it will work. But most Canes games will be blacked out in Raleigh and some(the ones on ESPN/NHL Network/TNT won’t be on ESPN+ at all). This part is TLDR unless you want to use ESPN+ with a VPN: To get around blackouts on my AppleTVs I use ExpressVPN configured at the router level. I have an ASUS router where I can toggle on using the VPN from the ASUS mobile app. Works like a charm. After turning on the VPN, I usually have to restart the AppleTV or the ESPN+ app will not allow game to be viewed. In the off chance that the first city I choose for the VPN doesn’t work, I toggle to a different city. ExpressVPN usually works to quickly replace IPs that get blacklisted. And it is rarely an issue. Just a minor inconvenience of switching to city B. And I have 5 cities configured at the router level but have never had to try more than 2.
Blender is a free, widely used, 3D modeling program. I'm no expert, since I'm currently in the middle of watching the beginner How to make a Donut video tutorials on YouTube, but they provide a huge amount of information as far as the basics go. If you have a computer with a mouse (and the motivation to learn it), I'd definitely recommend those as a starting point if you're interested in trying. Again, lots of online resources, so as long as you have the "Google-Fu" you can learn it with time and patience.
And this is one of the few benefits of moving out of state. I’m able to access all games live via ESPN+.
As user butts said (lol), if you’re within the Canes viewing area, just add a VPN and then subscribe to ESPN+.

I use ExpressVPN with ESPN +. I use on Laptop connected to TV with HDMI cable. Unfortunately IOS devices got smart and won’t let you use streaming apps without location services on now which uses gps so can’t stream and mirror with them anymore.
In theory what you would do is put the VPN on your router. So that your router would redirect all traffic to remote server spoofing your location of not the Raleigh market (e.g. Washington DC for closeness). This way when you access by whatever means you do, thinks you’re in DC, so you’d see the games as DC. With VPN the thing to consider is all traffic gets wired to that location, so the further away, the slower your connection (can’t change speed of light).
So if your Roku has the app, and you have say NordVPN you can in theory configure your router to hit that vpn and the Roku will take it on.
I've had BAD luck with NordVPN (on my AndroidTV at least) since it doesn't let you pick where the VPN is located beyond the country. Sometimes I'll randomly get a US-located VPN that is still blacked out and will just need reconnecting/disconnecting until one works. Not fun.
I've heard good things about SurfSharkVPN, though -- again on AndroidTV.
A good VPN costs less than any TV service (I use Private Internet Access and it was perfect quality every time.
PS. A VPN is not required to do stream, just recommended to hide traffic from your ISP, if you care about that. Most of the time I dont even turn it on and Ive never once had an issue with my ISP (Spectrum and ATT) about it.
I'm actually using which is a DNS relocator (similar to Unlocator). Similar in concept to VPN except it doesn't route all your traffic through it, it just spoofs the connection location. I use either an Xbox or Nvidia Shield which I can change DNS settings on to allow this to work.
If I'm somewhere where I don't have access to something like that, I just plug my laptop into the TV.

I've been using Private Internet Access for the last couple years and been very happy with it.
Here in the UK there is a sports channel provider that has the rights for some of the games, and often the early games, so I've been forced to use it to watch anything at reasonable hours as I don't wanna pay both for NHL TV and their service.
