You might still prefer the E4 though for the finger printscanner for one.
If it's Android and you signed into it with your Google account, use the same account and login on any other computer. On the web, search for Android Device Manager. That's gonna help you out a lot.
For next time, I'd highly recommend this app. It's paid, but it offers a lot more features than Andorid Device Manager. You can make the camera flash, sound an alarm on the phone, take pictures from both front and back cameras, as well as remotely wipe the phone if you need to. There have been a few times I've left my phone in the garage or somewhere else at my house, then I remotely took a picture and saw my garage roof.
Get a cheap newer smartphone instead, you may want to use apps eventually and an iPhone as old as a 3GS won't run them. You could consider a prepaid iPhone SE, they are super cheap now ($50-150, depending on the carrier and current promos), it is still being updated and will be serviceable for a few years, or an iPhone 6S
Tracfone, Simple Mobile, etc have the SE or 6S iPhones pretty cheap, with a big discount right now.

-First and foremost, look at some coverage maps by carrier in your area. If you can, talk to people who use T-Mobile near your home/work place. Check out sites like Cellreception as well for cell coverage reviews. Also, if you're planning any road trips or you visit any other state's frequently, keep that in mind. Verizon is going to be consistently better than T-Mobile in most places.
-I believe the limitation with tethering goes like this: The carriers believe that with unlimited data and unrestricted tethering, you'll abuse the shit out of the network to tether things like your gaming console or computer and use hundred's of gigs of data a month. Multiply that by many users and it can seriously bog down the network. Limited data plans don't have that limitation because your data is capped, so whether you use 5GB on your phone or 5GB tethering your console, they throttle you/cut you off anyway.

I'm reading and appreciating the rest of your message, but when you say no flip phone offers capacity for Uber or Lyft, do you mean I couldn't download an 'app' for them into a flip phone, OR, that I couldn't CALL their phone number to request a ride? I'm under the impression (easily maybe wrong!) that I could call a ride service telephone number from a flip phone, and if it allows text message receipt, could also show me a text message from them. I have no idea if this is a good phone, but they were recently pushing this flip phone as an option -- and as far as I can tell, no camera.
Basically, when anyone calls google voice it will forward the call to any number you set it to. So it can forward to BOTH SIM cards and you can answer with whichever one you're using at the moment. Then when you call out, it will use your Gvoice number as the Caller ID so it once again won't matter which SIM card you're using. That's why it'd be a good solution.
Thanks for the review; good info. I'm in the US (WA state), and am a Verizon user. I've seen that their website says it's "not compatible" with Verizon, but according to this website this phone uses the 5g bands: n2, n5, n41, and n66, and Verizon uses 3 of the 4 (not n41). It also uses most of the 4g bands that Verizon uses. So I'm not sure why it wouldn't work with Verizon. Any ideas? Thanks again.

The screen includes the outer glass as well as the inner LCD part that shows the picture. It sounds like you originally just broke the outer glass. That's mostly a cosmetic issue but it makes it far easier to damage the inner display and touch parts. Often, you will later damage the inner screen and the picture or touch stops working.
The good news is that all that is one combined part that is easily replaceable. Based on your description, that sounds like all it needs. This would be the case unless there has been water or crush damage or some other serious thing other than just the screen being broken.

Which Verizon phone? All Verizon LTE phones are SIM unlocked, but I don't believe Verizon allows you to activate their own data-only plans on phones, only tablets/hotspots. You'd have to go with another provider.
The only data-only provider that I can think of that has rollover is Charge, but they run on Sprint, so it won't work on your Verizon phone.
You can, however, go with Freedompop's GSM service, which gives 200MB of data on AT&T / T-Mobile networks for free every month. It can be expanded to 700MB via doing some online community actions like adding "Freedompop Friends". I don't believe Pokemon Go uses much data, so 200MB might end up being enough for a month, just be sure to connect to WiFi whenever there is some available (700MB should definitely be enough for just Pokemon Go). If you decide to go the Freedompop route, be aware that they activate you on a trial of a monthly service plans by default, you have to manually go through your account and downgrade both your plan and your service to the free options. I do not know any free ones for mobile, but Private Internet Access is only $7US a month. I know you said you have literally no money, but maybe it is cheaper than you thought it was? Do you have any gift cards laying around? Private Internet Access lets you pay with gift cards too. I think a $25US Starbucks card gets you 100 days, and the third party they use to process accepts a bunch more as well.

Not true - the motos are all carriers - sprint, verizon, att and tmobile. I highly recommend a moto over the zenfone 2 even if you move to att. Yes, if it's an verizon s7 edge phone. "Unlock phone" doesn't necessary means it has all the bands for the networks. For example, the at&t unlocked s7 edge will not work on verizon. If you get the SM-G935U, us version, I believe this one has the most band available. But this would not be compatible with sprint's network.

The G and the X are different Moto device lines. The G line is mid-rangers, the X line is high-end.

Check out blu phones. They are pretty cheap, and good quality. As for service, ptel.com. At least where I am, and I assume everywhere. I am just about to sign up with them for $20 a month for unlimited calls and texts and 250 mb of data. They have other plans. Plus they seem pretty cool. I just called them tonight, and they are sending me a free sim card for my new phone that I didn't buy from them.

Factory reset the phone. You have way too many apps installed. Don't use apps like FB, Twitter, etc. They're memory whores. Keep your apps lean and mean by not running needless ones. Have her sign in to her Google account (the same one that was first, and still is, signed in to on the phone). If ADM was added as a Device Administrator earlier on her phone (which again, it should be by default on newer Android versions) it can lock the device remotely and set a new unlock PIN to whatever she chooses (using the Lock command).
Android Device Manager is part of the Google Play Services, meaning it's an official feature of Android by Google, kinda like Find my iPhone. It can remotely lock (and set a new PIN/password), locate, ring, and wipe (as soon as the device gets an Internet connection) a device and is bundled in most newer versions of Android that have the Google Play Store.

Wifi is wifi. You can't use your verizon phone as a traditional phone per se, but you can still use it for all the non-phone/text related items (basically only things that would go over data).
Get yourself a cheap dumb prepaid phone for the other stuff.
