This is a cool little soccer sim that's really addictive. In fact all of the kairosoft games are. The one I played most recently is ninja Village which is also fantastic.
I'll never not recommend someone plays Star Wars:Knights of the Old Republic. Haven't personally played on the phone but if you have a bluetooth controller I imagine it can't be any different from when I played on Xbox.
there is this game called rodeo stampede that fits your criteria and is really fun!. it has microtransaction but they aren't a huge part of the game. you can play it without buying anything. and it's made by the same guys that made crossy road. highly recommended
Well we cannot know which websites are blocked on your employer's network.
But one way to work around this is by using a VPN. I've been using Private Internet Access to cheat my school's blocking of games.

Erm. If you're just looking for steam sales then I apologise as it's not on there. It's available on origin. Only one of you needs to purchase it so maybe you can go halves with your friend. You both download the game but only one purchases. Story is about 5 hours long and there's not really any replayability
The only "free" online multiplayer racing game that I ever tried was Live For Speed. It is old, the free version is half a GB and features only 2 cars and 2 tracks. It was sort of on the realistic side of things but I had lots of fun with it.

Kingdom Come: Deliverance is an RPG I've had a lot of fun with so far. It feels a bit like The Witcher or Elder Scrolls, aside from the fact that it's set in actual medieval Europe and the closest you get to magic is mixing herbal potions. The base game is free this week on Epic as well.
Celeste is free on EGS right now, and while its not exactly like Ori, it has its platformer moments.

EVE is the BEST MMO sandbox i think.. i have been stuck on it for 7+ years now and its always being updated. .in fact this week brings one of the biggest changes is years..

Maplestory has a second game out now, but I have no idea of the quality, I've heard some mixed things about it, so be warned.
As for new games, I'm not sure what to recommend as tastes change when you grow up, but perhaps give Old School Runescape a shot? Its got a few similarities to (at least what I remember of) Maple Story. You can play for free to start, then paid membership if you like it.

Installing programs in general usually requires admin privileges, but most games shouldn't outright need them to run unless they're pirated games using certain cracks.

Killing Floor2 is a really good horde based shooter. The gun play is really good and the melee is so good It ruined Vermintide for me. Yah a FPS has way better melee than a melee focused game. Sad but true. Also Vermintide is popular but as I said it was ruined by playing Killing Floor 2 first. Its co-op and its the funnest when Sht hits the fan and every one bolts in different directions.

Theres Minecraft Vanilla, its good for what it is. But I highly suggest FeedTheBeast (FTB) Mod packs. You need to go through twitch to access the newer ones for some weired reason, but I Suggest SevTech:Ages. it have you go through tech ages that unless more and more complex mods. Makes it kinda feel like a FPS Civilization game. Other popular packs are Direwolf's and SkyFactories. But theres a ton to look at and each are structured differently. Some play like open sandbox, like vanilla, others play more like RPGS where you have missions to complete to progress.

Terraria, Despite looking like a 2D minecraft this game is all about boss fights rather than building. There is so much gear and cool stuff to get and use. It starts off very 'normal' with a sword, a bow and iron armor and progressivly gets crazy. About mid game you will have a minigun made out of a shark, while riding a unicorn and wearing a spider suit with little summoned spiders following you.

Wizard of Legend is a really fun, not much to say other than check out some videos and judge for your self.

And last I suggest Arcanum of Steamworks and magick Obscura. you will need to go to GoG.com to get it for it to run on modern computers but its a super great game.
There's the popular freeware game Imscared: A Pixelated Nightmare. I also really liked the survival-horror first-person shooters Metro 2033 and Metro: Last Light, but they're primarily shooters, which I'm not sure would be your cup of tea.

There are few mobile games that are really good let alone a good co-op experience. Any potential answers I have, like Icewind Dale Enhanced Edition, are not easy to play on mobile and are very much better played on PC.
Maybe get an Android controller and/or look into GeForce Now for Androids (https://play.google.com/store/apps/details?id=com.nvidia.geforcenow&hl=en_CA). Options would vastly open up, then. In which case, here are some basic recommendations:

Thank you, I guess those are the closest I'll get. If I enjoyed permadeath, what I'm looking for could be summed up in Roguelike because a lot of them are Turn-Based, Grid-Based Movement Dungeon Crawlers. I just wanted to see if I could find a Roguelike without permadeath. Somehow Sproggiwood achieved a great balance with permadeath but was too short.
