Yes, it must be raining in game for Azkaban escapee. They are only boosted by Tonic for Trace Detection during special events. (Like the one in October.)
If you're on Android, I highly recommend the app called Stay Alive. You can set it to keep your screen active (but allow dimming) on a per-app basis. I've been using it for years.

I don't know about coding but the phone is definitely lagging and unable to efficiently cope with many many things. You have the Samsung Galaxy S5, which is .......
Qualcomm Snapdragon 801 is also too old. How has your phone not melted? Can it even run Pokemon Go? I have installed WizU in my Asus Zenfone 2 sparephone, but I am afraid of opening it as it will overheat instatly. RAM memory in your phone is only 2 Gb. A lag in first input is probably logical given the low ram. With all these, I won't even speak about battery for both phones.

I’m afraid you’re going to need Tonic for Trace Detection and the Trace Charm.
All three Niantic games (HPWU, Pokémon GO, and Ingress) use the same map. It based on https://www.openstreetmap.org and it’s only updated once a year.
Spawn points (where foundables, ingredients, portkeys, and spell energy appear in HPWU) are based on cellphone data circa 2014. Rural players (and players in new construction) complained for years, and Niantic did a one-off adjustment in September 2019. (But didn’t announce it until December.)

Level 40+ PoGo players and level 10+ Ingress players can nominate points of interest (which become fortresses, greenhouses, and inns in HPWU) via Niantic Wayfarer. I don’t think that increases spawns, though.
To be clear, adding places to https://www.openstreetmap.org will not make them into fortresses, greenhouses, or inns.

If it’s not tagged correctly, then spawns won’t be blocked.
But perhaps I’m wrong, and it’s just POIs (fortresses, greenhouses, and inns) that are blocked—not spawns.
It not necessarily that TPTB don’t want schoolchildren and soldiers playing HPWU. They don’t want random players showing up at schools and military bases.

I’ve seen 732 Azkaban escapees in the northeast US.
They only appear when the in game weather says rain. And that only happens when https://www.accuweather.com has predicted rain for your location.
Weather comes from https://www.accuweather.com. There is an alert for your location. (For example, sun + wind + low humidity = wildfire risk.)
The dragon icon means your regional dragon can spawn in that weather.
The only way I'm aware this can happen is if the area is maliciously marked as an "airport" or similar in openStreetmap & then that is imported into Wizards Unite / Pokemom Go, but I took a look and it seems OK:

Was just talking about this in my Ingress Slack's HPWU channel. The TLDR is I don't know. The sightly longer is that I suspect fortresses/greenhouses/inns are determined independently, based on qualifying portals in deferent cell sizes. You know how in PoGo, a new Pokéstop will "promote" a new gym? Not like that.

I'm guessing that when you refer to Saraland, you're referring to Saraland, AL? I did a quick search out there, and I found the following information:

I've read anecdotally that DD's don't increase spawns for this event. Maybe Trace Tonics will? I'll try testing one out tonight. But it may just be that you need to be around the library, and need to be lucky. I also heard from a friend that she saw a bunch of spawns around her library on day 1, but didn't see any today...so it may be that the spawns haven't been increased by that much.
This event seems like it was put together a bit haphazardly, but the fact that the spawns aren't that exciting for most players makes it kind of OK. I just want players to give feedback about the event so that future events are maybe better.

It has been around for longer than the KB discord. Used to have fazes posting to the hall of prophecies regularly. OW posts her beautirufl graphics still. But other than the bot pulling down tweets from the official hpwu twitter account there has been no official update anymore.
They just check if there is a warning from accuweather.com:

This stadium has a running track and several pitches inside, all tagged with different sport

tags correspond to "Magical Games and Sports" banners it would be interesting to see how Niantic deals with overlapping areas there.
It doesn't always replace old assets but adds what seem to be replacement files next to the already present ones. On my main, latest and fastes phone it did this bnut it works fine. On an older one it hung too several times during first startup (not yet assets download) and I had to restart a few times. At one time the app was force closed and yet there was a significant download going on which I could see with https://play.google.com/store/apps/details?id=com.internet.speed.meter.lite .
It finally started up and after downloading assets it had the normal 5GB.
The only way to get it back to 5GB is clearing all data, which is functionally equivalent to deleting and re-installing thw app and downloading all assets again. Then you'll have 5GB again.
If you're unlucky you'll have to restart stalled downloads a few times, hopefully not as many times as I had to do on this older phone. It was really frozen each time. I tried leaving it for a few hours and it didn't resume.
OP already explained, but I'll give it a try also:
The home screen on an Android phone is actually an app. You can download other apps that do the same thing and choose which one to use, just like you can download other browsers or Reddit apps and choose whatever you like best.
The type of app that shows a home screen (and app drawer optionally) is called a Launcher. The one OP uses is called "ADW Launcher 2" and the one I use is called "Nova Launcher". Launchers written by people who are not phone makers usually are a lot more customizable and powerful, but also usually have a paid option.

Why isn't it under the WB name?
By similar reasoning many games could be under the Unity name. Because it is under the Niantic name in the store you could also surmise Niantic sub-contracts out some work to outside firms like WB.

Could be a bug, could be a worn battery causing the voltage to drop during moments of high CPU load to below a level that causes a reboot.
If the battery is indeed well used see whether it also happens while connected to a charger. Check the voltage graph with this app: https://play.google.com/store/apps/details?id=com.pjw.batterywidget The voltage dropping steeply when under heavy load is a sign the battery is worn and needs replacing.
In PoGo you'd get ha big red banner telling you you don't have GPS reception. Without it the game doesn't know where to truthfully position you on the map and so it doesn' fill it with game stuff. The position shown is likely the last one from whennthe game had a GPS position.
Unfortunately checking you have GPS reception with some other app doesn't fix this without actually restarting the game too. This shouldn't be necessary of course and the map should be filled as soon as a GPS lock has become available. It is yet another bug that needs fixing.
On Android you could use this Speed Overlay app. It would most likely show "No GPS".

I looked this information up yesterday and there is an app called FittoFit that does this. However, it seems that for PoGo, the information carried over shows as a manual entry which does not count toward in game distance.
I'm crossing my fingers and hoping that it isn't the case for WU, but we shall see.

I have a Galaxy S10e so YMMV, but my phone has an option to turn off the screen while in a pocket. Probably want to make sure that's off. Also I've added an option to my quick settings tiles called "caffeine." It keeps the phone awake until you toggle it again. I toggle it on when I'm playing because my game doesn't keep my screen on otherwise. I am in the US, and don't have the game yet, but I've seen a similar issue when taking photospheres in the StreetView app. When you take a photosphere the app shows you a dot that is supposed to be in a fixed position in real world and and when you move your phone to point at the dot the app takes a picture. Sometimes the dot drifts horizontally.
Recalibrating compass and accelerometer always helps with this issue. I use GPS Status app for the calibration, but it can be done with many other apps too. Compass can be calibrated even with Google Maps. Recalibrating compass may be enough for the game - for the photosphere you want to recalibrate accelerometer too.
