Since designing destroyers for minelaying was mentioned, it would be amazing to see more in-depth ship design in general, including some of the design tradeoffs that had to be made historically (guns vs armor vs speed, quantity vs quality of guns and of ships themselves, refits vs new construction etc.)
For an excellent reference implementation of these mechanics in a video game (of sorts), see Rule the Waves (it is a much better game than appearances would suggest). Of course, HoI4 need not go into such excruciating levels of design detail, but there are plenty of concepts and mechanics to be... borrowed.
For inspiration I also highly recommend D.K.Brown's "Nelson to Vanguard". I suspect this is already among the prime reference material for the designers working on Man the Guns features, but figured it wouldn't hurt to mention this landmark book that is both in-depth and easy to parse for a non-technical reader.

While I have not created a real tutorial, I can only give you a bit of opening advice:
Get Notepad++ as a text editor, it's free and highly efficient. It will help you get through errors and find exactly the information you need.
Get paint.NET (link here) as an image editor; it is basically a better version of MS Paint, works quickly and straight-forward and is able to modify .tga and .dds image files, both of which are used in Paradox games, including HoI4. It is free and while the bigger artillery like GIMP or Photoshop of course can do the same thing, loading these up will get annoying very fast. However, be aware that you will need one of these highly advanced products if you ever want to mod a heightmap. You might not quite understand what a heightmap is right now, but just keep in mind that paintNET will not work on creating them.

I don't know how many people would like this mod but for me playing as or against Soviet Union is somewhat boring because it's huge size and spliting it into many interesting countries with their own focus trees, events and much more will make the game more exciting to play.
Lore: In alternative timeline Russian Revolution didn't go as well for the soviets. They didn't lose but they didnť win either. The tsar's army with help of various anticommunist russian volunteer divisions and Czechoslovakian legionares managed to stop soviet advance and the civil war turned into stalemate. The war lasted until year 1923 when both sides agreed on peace. Majority of Russia was destroyed and major famines and diseases killed hundreds of thousands russians. Some people especially those in the far east and minorities from Russian empire lost their faith in tsar and proclaimed their indenpendent states often supported militarily or just economicaly by other countries like Japan,USA,Germany or smaller ones. Now in 1936 many of the russian countries rebuilded their factories and armies and they are ready to continue what they started many years earlier the russian civil war.

Before I had a second monitor, I used to use OnTopReplica to play YouTube videos, video podcasts, etc. over games. You can set size, transparency, click through, etc. Works for any window.

I think you pc can run it. My pc is 10 years old and cannot run tropico 4 or civ 5 but HoI4 is fine. Sure it is slow, but it's definitely playable. Nevertheless, you might want to test it here: http://www.systemrequirementslab.com/cyri

Your processor has more than double the benchmark of the recommended, even though has lower clockspeed.
Processors this days have a lot more going on them, than simply clockspeed like 10 years ago... where a higher clockspeed was almost always indicated a better CPU.
ShareX is awesome. With one key you can select a screen region, screenshot it, upload it to an image host, and copy the URL for it to your clipboard so you just need to paste it. Can also record video, draw on the screenshot before taking it, do OCR and heaps more.

I use ShareX. When you take a Screenshot it automatically uploads it and pasts the link into your Clipboard. Then you can quickly link that anywhere. You can also take selective screenshots, to highlight something like the OP.

I use Sublime Text. It's technically paid, but I think it's got a WinRAR issue of the never-ending trial. If you've got the money, cool, but if roundabout piracy isn't your thing, a good free alternative is Notepad++. Both have YAML (language of the localisation files) support.
I use this cooling pad and this cooling unit.
There are tons like that, I'm not recommending those specifically. I prefer that type of cooling pad "layout" because it has the small vents directly under the GPU. As for the cooling unit, it helps cool down the laptop for about 10°C under normal circumstances and for about 5°C when under stress/playing. Though the unit is not really usable if you don't use your laptop on a desk or another flat surface. I wish it had a better "attach" system. It is just stuck next to the laptop.

I don't think escort pressure was as big a factor as you think. As an example, the biggest warship kill of the war (USS Archerfish sinking IJN Shinano) involved firing four bow and two stern tubes, scoring hits with four torpedoes, with a destroyer within 500 yards at the start of the attack. It's not clear from the account I'm looking at (in Silent Victory) whether the stern tubes were fired before the bow torpedoes hit, but in any case there were 47 seconds from first firing to first hit, allowing significant maneuvering to set up the stern tubes before the escort was likely to be aware of the sub and more while the destroyer maneuvered to counterattack. My assumption in this case (the book is unclear) is that Archerfish made a less than 180 degree turn and used gyro settings to make up the difference, though in theory the gyros were supposed to handle the kind of extreme turns required to fire without turning the submarine (in practice, American skippers did not usually trust their torpedoes to handle major turns without getting stuck running in a circle).
Without going down too far the rabbit hole, certainly declaring war on the US after Japan's attack was a major strategic blunder. There's little historical doubt that that was 100% Hitler. Had the US maintained the status quo of what they were doing in Europe (i.e., lend-lease, etc), then there is no Operation Torch, Operation Husky, Operation Overlord, etc. At least not when they occurred.
