1) A power cage so you can squat and bench safely by yourself.
2) A flat bench
3) An bar for powerlifting
4) Plates - 4x45, 2x25, 4x10, 2x5, 2x2.5.
5) A copy of Starting Strength.
Get the book immediately and actually READ it. All of it. You can do this while working on finding the gym equipment. As far as the exact pieces of equipment, just remember that it didn't have to be "the best", just better than you are right now.

It'd be nice if the rep fitness bench had wheels like the titan bench does, but mainly for my fiancee. Having to pick it up to move it is not an issue. And I prefer the 12" wide pad to the 10" wide pad of the titan bench.
I think the titan bench would be fine as long as you're good with the 10" width. If you care about such things, the dimensions for an IPF approved bench are 48L x 12W x 17H. The rep is 47L x 12W x 17.5H. The titan is 47.25L x 10W x 16.25H.
So they're pretty close in dimensions. The padding on the rep bench is pretty good. I can't speak for the titan bench.

1b) I can do barbell work on them (rows, deadlifts, hip thrusts, etc.) and burpees but for burpees I have found shoes will wear the texture on them out. I do find them spongy for burpees but I figured it was adding resistance in a small way. Overall I do not recommend these puzzle tiles for a home gym largely because for the same price that I paid for the area I covered I could have done stall mats had I known about them before buying these. Stall mats and plywood to build a platform are my next purchase for the gym and I will use lag bolts to anchor the rack to the platform which leads to your next question.
2) Your eagle eyes are correct, no bolts here currently. I'm 220lbs and I can do dips, pull-ups, hanging ab work, etc without any wobble at all on this rack. Part of that is because I have almost 500lbs of weight stored on the sides and that this EliteFTS rack is really heavy itself since it is made of 3x3 11 gauge steel. I got away with dips and pullups on my 2x2 Valor rack without bolting it to the floor either but that rack did get pretty wobbly. But for safety purposes I will be using bolts to anchor this to the platform I'll be building later this month. Many years down the road when it's time to move I'll probably just patch over the holes I make for anchoring this down anyways.

It’s 120$ right now on amazon. In a year or whatever you can upgrade to a Ohio power bar abd use this as a guest/landline bar. I don’t live in a corrosive environment but it has been a great bar. For the price it’s excellent. IMHO the rouge Ohio is a better bar. But it is quite a bit more $$. When I have acquired all the other equipment I want I upgrade the bar.

I used to have one of those benches in the CL ad and on the highest setting I'd still have to do a 1/2" squat to get started with squats, plus there's no safety bars to catch if you fail and that goes for bench press too on the lack of safety.

Have you checked out the CFF Keystone bar? It's a bearing bar with a hard chrome finish. The knurling is a bit lighter than I care for, but the spin and whip are great. EDIT - forgot to mention, you can get it on Amazon right now for $245 shipped.
At that weight basically anything you get will be ok, that said, safeties are still nice to have, so consider the value of a full rack or a half rack instead of just a squat stand. As always, Craigslist or your local alternative can be a lot better deals (and your realism about weights may mean that some of the less popular cheaper stuff will be great for you while everyone else is chasing expensive Rogue gear).

I considered this belt but the reviews mention the rings to hold the chain are massive and unless you’re bigger they may dig into your midsection. If you’re wanting another option, I bought the Brute belt for only $40 off Amazon and it’s amazing, really comfortable and easy to adjust/lock in weight, plus different sizes available.

Bought it off of Amazon here at this link. I got the 25x42 which works well to simulate the size of the atlas stones I need to use, though I've wished a few times I also got the size down for longer distance carries. Its currently loaded to ~220 pounds and it has so far amazingly held up to a lot of carries and load over bars onto a crash pad. Been using it for about a year now. They are really versatile too. Just last night I realized I could use it as a pad for GHD too.
I can't even find the stand for cheaper than $129.

That said, I'd also say go for the rogue or the Titan if it suits your fancy. Any of the three of these should be fine for supporting your weight. The biggest thing is if this is an exercise that you'll find yourself doing regularly. I got a Concept2 rower because I really enjoy doing it. These are apparently super bright, you can angle them to point anywhere in the room, and best of all the install is just screwing them into a normal bulb socket. I just got some but they’re en route so I can’t actually review yet.
They do insulation for garage doors, that a draught excluder and a heater (use a smart plug to either turn it on from your phone before you want to train or have it set on a timer) will see you right through winter.
Seeing that rack in a single garage has given me hope for being able to fit one in mine.

Since the straps I looked up ("nylon runners") were at least $5 a pop, I bought a $10 roll of webbing strap (amazon link), cut them into 2' lengths and sewed the ends together with a sewing machine. I got a 75 foot roll, and only used half of it for all of what you see and some extra.

I know we are in different times, but is $700 for one of these a good deal? I haven’t been able to find much on a good used price point during “Normal Times”. New with tax from rogue (free shipping on these) would come out to around $840 for me. Is $140 less worth the lack of warranty buying this used? From all the reviews I’ve read these are built like tanks and have little maintenance involved, so I’m not sure how important the warranty really is. Rogue warranty is parts for 2 years. Labor and any shipping is at owner cost.

I love my Wall Control panels (have like over a dozen in my garage, both for the garage gym and garage garage)...but did encounter the various hooks falling off too much and not being as stable (to carry weight) as I'd like. Sorry I don't know the specifics but it looks like any other generic 2x2 rack where the gauge of metal is unlisted. I would assume they all have similar specs as the Amazon rack (Fitness Reality 810XLT). I wouldn't pay more than $150-$200 myself. When you decide to upgrade you won't have the best resell value (if it's after COVID). Definitely will get the job done for a starter rack just be warned it might be annoying to offload when you want an upgrade. A lot of people are selling these used "cheaper" racks for more than they are worth.

For a long time AmazonBasics Rubber Hex Dumbbells were the best deal, but they did increase their prices a decent amount the last few months. However, I still think they are competitive given the free shipping via Prime. They only make 10-50lbs sold individually. Looks like you can preorder all of them right now except for 10's and 25's. In my experience, they typically ship out ahead of schedule.
The AmazonBasics db's are pretty much identical to all the other rubber hex db's out there with contoured handles. I had them for a while and they are fine, but I sold them all once I was able to get my hands on a REP 5-50 set. The straight fully knurled handles on the REP db's are a big time upgrade from the contoured ones IMO.

It is a fair review. It looks to me that Concept 2 is a winner from reading it. Due to the better monitor, "normal" way of counting calories, and some Get RXd plastic parts. Xebex is a bit cheaper but still in the same price range, though.

If trying to decide between the Xebex and the Concept 2, the primary differences in the rowers themselves are that the Xebex has a more padded handle, sits higher, is heavier overall, and folds. The Concept 2 has a skinnier handle with no discernible padding, sits a few inches lower, is lighter, and flips up on end to stand up straight (rather than folding), giving it a smaller footprint when storing (could be important depending on your space). Both have strong chains, both track the same things (distance, calories, time, whatever), both have easily adjustable foot pads. It is possible that the chain on the Xebex is a bit smoother than the Concept 2, but the hiccups I experienced on a Concept 2 could have been because there were multiple people using the machine every day, whereas I am the only one using my Xebex.
Honestly, for used gear, them asking 80% of the paid-new price is really pretty high, unless it's like-new and exactly what you want.

In regards to the cable options others have mentioned, this is currently in my Amazon wishlist. I'm aware I'll need to get a fabricator to get it to bolt to my T-3.

Rack. Best quality, functionality, and price (240$) I've found is the TDS Open rack on amazon: link (That's what I own, it has all the benefits of a full rack but you can also do OHP from it without having to lift your bar out of your rack.)

A marcy SB 315 bench is rated up to 600 lbs and is 50$ on amazon. It's cheap but there's really nothing wrong with it, unless you weigh 200 and are benching 400 lbs... which is somewhat rare... The bench also has good traction and is a moderate/wide width - it's not skinny and sucky.
Plates are last and where I'd splurge (if you have the money).... Nice plates are nice.. but if not you can grab some stuff on craigslist/play it again sports. Play it again sells their iron at about .50-75 cents a pound.
Adjustable standard-sized dumbells for accessory work. Play it again sports or Dicks.
All this can be done for under 1k.
I'm in the (temperate Pacific NW) and have an insulated three car garage with insulated doors. My gym space is in the single car portion which is mostly partitioned off from the two car portion with a wall. The two car door gets opened a few times a day. My heating needs are probably nothing as severe as yours.
When it's cold and I use the gym I heat the gym space with a 240V electric heater and it more than does the job. I often turn the heater off after 5-10 minutes. While it heats much more than I need I a smaller electric heater wouldn't be enough (but perhaps I'm only thinking off under desk office heaters as 120V options).
If I had to do it over again I think I would likely get one with similar or slightly lower heating capabilities though the jump down to 120V seems to reduce capability too much. I might also look to get one that I could mount to my ceiling. I wouldn't go with gas because I wouldn't want to bother with changing propane tanks or worrying about having to venting the space for safety.
One thing to note is that a high voltage heater will require an appropriate 220 circuit and outlet (that you probably don't have).

That's EVA foam and not real rubber. Nice for a stretching area, not so great for a deadlift area.
You can get the same thing for $1.17/sq. ft on Amazon, versus the >$4/sq. ft on that site.

It’s nice and wide with a dense foam top which has been great for bench and @ a 600lb rating it’s plenty strong. I added some rubber feet to it to prevent sliding/scratching the platform — added 1/4” to overall height.
My only complaint is the cross-member length for the feet of the bench. @ over 18” wide they can interfere with my foot placement if I’m too high on the bench but I plan on chopping a few inches off each side to correct this.

I can make a post with some pics if you want. It is adjustable because it hooks into the holes, and for half adjustments I move one side up or down one hole.
You just want iron that says "standard barbell" on it. Basically very non-rogue brand sells some form of them. If you want them new, you can get plates shipped to you for $1 per lb on amazon.

Titan's is half the price but pretty concerning reviews (esp on Amazon) about how unsmooth it is, while Valor has pretty great reviews. I kinda want to take a chance on the cheaper one and work on it a little bit.
I have this belt from amazon and it has a lifetime warranty. I’ve had it for 3 months now. Use it for belt squat and weighted dips. No complaints
I ordered this "Ultimate Body Press" one from Amazon, powder coated. I'm still sort of holding my breath waiting to see if rust will show up, but it's been in the elements for two years so far and still looks new.
I have these 200lb pair of plate dumbells. Amazon I don't regret them at all. I do have a 10, 20 and 30 lb of the non-adjustable dumbells so that saves me some messing around. It's essentially the same as loading the barbell so I don't think of it as any more of a chore than that.
