Sibling comment is pretty on point but to be clear Gnu/Linux is better at developing for Linux. Windows is better for developing on Windows.

Linux is the most popular server OS though and as a result most of the popular tools we're buit for it. The reason it's the most popular server OS has a bunch of answers but generally it's because Linux is free and open source software so you can use and modify it without worrying about leagal issues as well as the fact it happens to be really good at running for long periods of time without requiring a restart.

These days Linux is really nice as a regular desktop computer too! If you're interested, I recommend checking out Ubuntu, you can install and run it on a USB drive to play around.
