tracks from other bemani games. my style of chart writing at this point definitely hearkens back to DDR 1st-3rd, which is, in my opinion, the golden era of stepcharts with personality. the banners and backgrounds are saved at high resolutions, but are created at low resolutions with low color profiles and with older BEMANI aesthetic in mind.
non-bemani tracks. as far as chart style goes, it's about what's in the above pack. graphically, same deal: low fidelity images. it's just something i feel looks particularly awesome, especially versus modern sterile rhythm games that play it painfully safe aesthetically. this pack has videos and all that as well. when a song has an official video, i trim and use that, and when not, i crap something together using DDR video loops.

Ren mostly uses tracker software like OpenMPT, or renoise, much easier to lay down those drum patterns and samples, and i think he uses Sony acid pro for his audio editing.
i can provide a link to OpenMPT, it's free. it may seem intimidating at first but it's actually pretty easy to use, once you get the hang of it.

you do not use VSTs for making chiptune at all, that would be fakebit production - chiptune as a term is defined as the stuff that actually runs on the hardware, so you'd ideally be looking to start with something like FamiTracker, a gateway to both chip and trackers for many people
tracker's draft itself appears to be Mega Drive stuff, and the best available tracker is (regrettably) DefleMask

Your headphones are probably good enough, but if you're still unsure, Emma herself recommended me the AKG K240s which I've seen her using within the last year and which I still use to this day. They are also very affordable for the absolutely amazing quality you get from them. These were recommended to me when specifically asking for what to listen to Phwoa with.
There was also a more noise cancelling brand, Monoprice or something. If I can find the model number I'll edit this comment. But the AKGs are some of the best out there.

What do you mean by samples? Do you mean the songs used in the mix, or do you mean the actual samples like drums and synths and such?
Most of the time Ren uses sample packs, which can't be distributed legally. Most of the samples they can and want to distribute are located here, or here on reddit.
The vocal track used at 3:01, and throughout the song, is clipped from City Escape from Sonic Adventure 2. As for the scratch effect and stabs, your guess is as good as mine.

I know that Ren uses Sony's ACID Pro alongside other tools. It's essentially a modified version of the editing software Sony Vegas, but it's still an amazing tool. Whilst there are many DAWs (Digital Audio Workstations) to choose from, only a few are really worth it.
I personally, as someone who can't really do music, like to use FL Studio. I've also used Ableton Live in the past and quite enjoy working in it, however FL Studio seems to be for me.
Another good one is LMMS. I don't know too much about it, but it's free and very versatile (Although it looks like Hell in my opinion) as it as many options that the paid alternatives do. Apple also has Logic Pro, which is like GarageBand on speed. Actually, it's GarageBand with the handicaps removed.
Anyway, I like FL Studio because I find it to best integrate with what I already know, but most DAWs are really good. It's a matter of opinion, like LoL VS DotA 2. Now I sit back and wait for mid to fall.
I haven't heard much about any policy or changes or looked into them lol. However I do like to recommend people to Waterfox, a 64-bit port of Firefox. Might be useful if you want to keep your addons since their site has older versions available going all the way back to v26 lol
